Box 196550 4700 Elmore Road Anchorage, Alaska 99519-6650 RE: US Survey3043 Lot 13 Part 6, T10N R2E Section 18 136 Doran Lane, Girdwood Alaska Subject: Conditional COSA / Waiver Request ARE, LLC d/b/a/ Alaska Rim Engineering has been retained by Kristi Koenen executer for Koenen Family Trust to assist in preparing a Conditional COSA for US Survey3043 Lot 13 Part 6, T10N R2E Section 18. This lot was formally known as US Survey3043 13A T10N R2E Section 18. The Conditional COSA will provide engineering direction for the proposed improvements, set money aside and allow the property to change hands in an orderly manner. In addition, this document intends to provide clarity to others on the property waivers and the logic how the waivers have been met. There has been much discussion over the past month regarding the well on the property. Specifically, this letter is to provide MOA Onsite with confirmation that the sewer line distance on a previously ADEC approved 1985 well to sewer trunk line waiver. This document will address the sewer manhole (aka STA 91+50) located in the Doran Lane near the subject lots well. It is my contention that the sewer manhole was also included by association in the 1985 waiver. In addition, this document will address the smaller accessory dwelling unit septic sewer service as well Existing Sewer Service to the “Tiny Home” In October 2024, JR’s Septic Service & Excavation was hired to locate the onsite sewer lines. These marks were later swing tied by Alaska Rim Engineering to develop the attached drawing, see exhibit A-Existing Onsite Sewer Service. This drawing documented the various items that have been discussed and measured. On November 12, 2024, JR’s Septic Service & Excavation returned to decommission the 4-inch sewer line servicing the “tiny” cabin, see exhibit B-Decomissioning Photos. AWWU had an inspector on site during the decommissioning. There was talk with all parties regarding relocating the 4-inch sewer service to provide service to the tiny home, but that was table until next year with the new owners obtaining an AWWU connection permit and JR’s or another contractor to provide the installation. AWWU has already indicated that the new sewer service to the “tiny” cabin will have a new grade (minimum 8 foot of cover) as well as being relocated outside the 25 foot protective well radius, see exhibit A-Existing Onsite Sewer Service. ARE has provided plans and will provide additional oversite. 136 DORAN LANE, GIRDWOOD ALASKA 99587 US SURVEY 3034 LOT 13, PART 6 T10N, R2E, SM, ALASKA CONDITIONAL COSA DOCUMENTATION Page 2 of 3 Professional Consulting --- Practical Solutions ARE, LLC Proj. #20240068 Existing Separation Waiver In the mid 1980’s AWWU via USKH requested several waivers, from the Alaska Department of Environmental Conservation (ADEC) to bring municipal wastewater to lots along Doran Lane. These waivers were for the separation of the proposed municipal sewer trunk line and sewer manholes to private wells that were located along Doran Lane, the sewer trunk line followed the southern property lines up Doran Lane, see exhibit C-AWWU Record Drawings. Separation Waiver for Sewer Main The Separation Distance Waiver were requested for and approved by ADEC, see exhibit D-ADEC Waiver Request and Approval. These waivers were based on 50 feet. To mitigate the sewer main separation distance, AWWU constructed the sewer line to water main standards using ductile iron pipe with locking gaskets and sealed the joints with heat shrink tubing over the joints. Separation Waiver for Manholes During the decommissioning of the tiny home sewer service, JR’s uncovered the buried manhole (common for gravel roads) and inspected how AWWU provided a watertight system through the sewer manhole. For the manhole they incorporated two opposing water main wyes inside the manhole with gasketed bolted flange joints, see exhibit E-Manhole Clean Out. The Separation Distance Waiver requested in 1985, did not specifically include the manholes for the project, most likely due to the fact there is no open flow through the manhole. This has led MOA Onsite to request a separation distance waiver from the manhole at station 91+50 to the well on the subject lot. This waiver will clarify the sewer manholes function for the Doran sewer main. Sewer Manhole Separation Waiver Based on the above narrative Alaska Rim Engineering is formally requesting a waiver for the separation distance between the well on Lot 13A and the manhole(vault) at Sta 91+50 in Doran Lane for the purpose of consistency we are requesting a 50 foot separation distance, following the original waiver request and approval.  Based on the 1985 ADEC Waiver obtained by AWWU and the measurements obtained in November by JR’s Septic Service & Excavation the well to sewer is in compliance with the 1985 Waiver. The separation distance waiver was for the sewer manholes should also have included the manholes along Doran see exhibit D-ADEC Waiver Request, USKH letter dated Oct 10, 1985 to ADEC the last sentence in paragraph two.  It is noted that the manhole at Sta 91+50 was relocated during construction as the original document indicated the manhole was installed at Sta 91+00.  The topography of the lot drains away from the well to the east at approximately 8-10% slope. 136 DORAN LANE, GIRDWOOD ALASKA 99587 US SURVEY 3034 LOT 13, PART 6 T10N, R2E, SM, ALASKA CONDITIONAL COSA DOCUMENTATION Page 3 of 3 Professional Consulting --- Practical Solutions ARE, LLC Proj. #20240068  There is no well log available for the private well, MW Drilling did a repair on the well’s two conductors, but did not pull the pump or check on the condition of the casing reportedly. Each building on the property has a pressure switch, hence the reason for the two conductors that were repaired. Anchorage Well & Pump Service Pump Installation Log dated, December 15, 2022, did not indicate the depth of the well, but indicated the pump was installed 60 feet below the top of casing.  Brandons On-Site Service  On October 2, 2024, water samples were collected and submitted to Mat-Su Test Lab for analysis. Two water quality tests were performed: Total Coliform Bacteria and Total Nitrogen.  Total Coliform Bacteria -The results were satisfactory for the absence of all three components of Total Coliform Bactera, E. Coli Bacteria, and Fecal Coliform Bacteria. (see attached Mat-Su Test Lab Drinking Water Analysis Report).  Total Nitrogen – The combined Nitrate/Nitrite value of were .827 which is below the 10mg/l recommended practice set by EPA (see attached Mat-Su Test Lab Drinking Water Analysis Report). This test result, alone, indicates that for nearly thirty years, the sewer main and manhole have had no effects on the water quality of Lot 13A drinking water.  Based on the information provided in this report, it is my opinion that the lesser separation distance has had and will not have an adverse effect on the groundwater, nor will the public health, welfare and safety be at risk. The test was performed by pumping water into the tank until it was full and then monitoring the level in the tank over a period of seven days. The tank was found to contain approximately 1000 gallons and was found to maintain a full level for a period of seven days without any noticable leakage. Therefore, I would conclude that it is functioning adequately as a holding tank and has a 4" standpipe clean-out with cap approximately 3' above finish grade.
