An asbuilt survey conducted by LanTech on July 24, 2007 shows a portion of the septic system over the north lot line. It is proposed to abandon the portion over the lot line and extend the drainfield to the southwest. The house has been sold and closing is pending approval of the Certificate of Onsite Systems Approval. The septic system consists of a lined sand filter and 2 drainfields installed in 1993. The construction specifications required staking of the north lot line, and the engineer's septic system installation drawing shows a 5 ft separation to the north lot line. However, a new survey conducted in July 2007 shows a small portion of the sand filter encroaching onto the lot to the north. Also, based upon the location of the cleanout and monitoring tube, one of the drainfields must lie over the lot line. The absorption of the drainfields was tested on September 26, 2007 with excellent results. The sand filter is also fully functional, as observed from an inspection area at the surface. It is proposed to abandon the portion of the sand filter and the drainfield lying over the lot line, and extend the drainfield to the southwest, to achieve sufficient absorption area for 3 bedrooms. The sand filter will have adequate absorption area even after removal of a portion of it. The required area for a sand filter serving 5 bedrooms is 360 ft'. The existing dimensions of the sand filter are 11 ft by 33 ft, which yields an area of 363 ft2. Based upon the survey, only about 0.5 ft2 must be removed. Sewer Upgrade Permit Application for 13424 Alpweg Watkins Engineering, Inc.; November 23, 2007; page 2 This work is proposed to be carried out in the spring, due to the location. It is located near the Glen Alps parking lot, and it is unsafe to attempt to haul sewer rock before the roads are clear of snow and ice. Due to the elevation, we expect spring by June 30. Based upon the survey, approximately 7.5 ft of drainfield must be abandoned. It is proposed to extend the western trench by 7.5 ft to the southwest to replace the abandoned area. The lateral distribution pipe will be installed at the same elevation as the existing lateral, with 0.5 ft of sewer rock beneath it. The replacement area will lie within a 30 ft radius of the test hole. A lot line waiver to 0.5 ft is requested to the north lot line. I believe that this will not adversely affect the adjacent property's water or wastewater disposal needs. They have dug 2 test holes in that area and do not plan to use the test hole near the sand filter for a replacement drainfield. There are no surface waters or private wells within 100 ft of the proposed septic system. am not aware of any adverse effect that this upgrade would have on any adjacent properties' water and wastewater treatment needs. SO Section 30, T12N, R2W, S.M. 13424 Alpweg, Glen Alps Intermittent Sand Filter Specifications 1.0 General: 1.1 The scope of the project consists of the installation of a 1250 gallon septic tank with an integral dosing siphon which discharges effluent to a 11' x 33' intermittent sand filter. The effluent from the intermittent sand filter is then collected and,discharged into 2, 5' x 23' residual disposal drainfields. 1.2 Construction shall be as depicted on the approved site plan and design drawings including lsf, 2msf and residual disposal drainfield. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. The residual disposal dr-ainfields shall be no closer than 2' from the property line. 1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.5 Finish grading, including placement of 4" of topsoil and seeding is required by the Municipality, however it is the responsibility of the owner and is not covered by the engineering inspections. 1.6 Prior to the start of construction, the owner shall arrange for a surveyor to flag the property line in the vicinity of the residual disposal drainfields. 2.0 Septic Tank: 2.1 The septic tank shall be a Municipally approved, 2 -compartment STEP tank with a capacity of 1250 gallons set level on undisturbed soil. The second compartment shall be equipped with an "Orenco" model 204 dosing siphon or an equivalent dosing device as approved by the Municipality and the inspecting engineer. Each compartment of the tank shall be equipped with a 4" diameter cleanout, and physical access to the second compartment shall be provided by means of a watertight, insulated riser and manhole cover. 2.2 The tank shall be buried a minimum of 2 feet, and if the burial depth is less than 4 feet it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The 4" wasteline from the residence shall have a minimum slope of 1/4" per foot, and a double cleanout shall be installed within 5 feet of the building foundation. The discharge line from the tank to the intermittent sand filter shall be 4" (D-3034) plastic with a minimum slope of 1/4" per foot and shall be fitted with a double cleanout near the midpoint of the line. A 4" diameter configured as shown on the cross section shall be installed within 5' of the septic tank. Note: Due to the presence of shallow bedrock, care will be required in determining the optimum alignment of these waste lines and some jack hammering may be required. 2.4 The dosing siphon intake shall be set at the elevation specified by the supplier, and the dosing siphon shall be equipped with a dosing cycle counter. 3.0 Intermittent Sand Filter: 3.1 Site preparation consists of excavation of a 12' x 34' level pad set as deep as practical tip to 6 feet below ground level. Due to the presence of shallow bedrock, some jack hammering may be required. The finished surface of the excavation shall be prepared by placing and compacting approved medium sand to achieve a carefully leveled sand surface within +/- 0.1'. 3.2 Next the 4' high sidewalls of the 11' x 33' sand filter enclosure shall be constructed of 1/2" exterior plywood, framed as necessary to hold in position during placement of the filter materials. Any portions of the enclosure that will be within 3' of the finished graded surface shall be insulated with 2" or rigid, burial type insulation. To maintain the stability of the enclosure daring filling, the space between the plywood and the sidewalls of the excavated area shall be filled with sand at the same rate as the inside is filled. 3.3 A 30 mil PVC liner as supplied by "Orenco" shall be laid inside the filter box prior to placement of filter materials. A 4" diameter underdrain of slotted ASTM D-3034 pipe shall be laid longitudinally in the bottom of the filter box passing out through a 4" diameter PVC "boot" where a sealant strip and stainless steel band is to be installed to insure water tightness. The 4" diameter (D-3034) PVC discharge line between the sand filter and the residual disposal drainfield shall be equipped with a sampling well consisting of a cross fitting configured as shown on the cross-section drawing, providing a 2' deep capped sump and 4" riser extending 2' above final grade to allow for pumping of the sump and subsequent sampling. 3.4 A total thickness of 8" of 1/4" "Block Pea Gravel" shall be placed in the bottom of the filter box surrounding the 4" diameter underdrain. MOA approved "sewer gravel" may be substituted for the material immediately surrounding the underdrain. Care shall be taken to ensure that the top surfaces of each material layer is level. 3.5 On top of the pea gravel layer a total thickness of no less than 24" of "Concrete Sand"shall be placed. The sand supplier shall be requested to test and designate that portion of their "Concrete Sand" stockpile for which less than 4% passes the #100 sieve, and only this material shall be utilized in the sand filter. The contractor shall supply a copy of the sieve analysis report to the engineer. 3.6 On top of the filter sand a total of 9" of 1/4" "Block Pea Gravel" shall be placed. The distribution pipe network consisting of a 2" Schedule 40 PVC manifold and 1" diameter Schedule 40 PVC laterals shall be buried level in this pea gravel stratum such that the pipe inverts are no less than 6" above the top of the underlying sand filter layer. The PVC laterals shall have 1/8" diameter orifices drilled in the tops spaced on 2' centers, and shall have capped upturns at the ends configured as shown on drawing Isf. 3.7 The top of the upper pea gravel stratum shall be covered with approved filter fabric plus 2" of rigid burial type insulation, plus a minimum of 2 feet of soil cover. The top 4" of the soil cover shall be topsoil, and the soil cover shall be mounded at least 6" above the surrounding terrain and graded to drain off the top of the sand filter. Side slopes shall be no steeper than 2:1. The owner shall be responsible for final grading of the topsoil and seeding to prevent erosion. 4.0 Residual disposal drainfields 4.1 The 2, 5' x 23' residual disposal drainfields shall be configured as shown on the plans, with the required absorption area being 1/2 that required for a typical septic tank effluent soil absorption trench, based on the pert test results. The drainfields shall be excavated to a depth of 3.5' below the natural ground surface on the uphill sides of the drainfields. 4.2 The bottom of the drainfields shall be level and the 4" diameter perforated distribution pipe shall be buried level in 12" of approved sewer gravel such that the invert of the pipe is no less than 6" above the bottom of the sewer gravel. The 4" diameter non -perforated pipe linking the two drainfields shall be configured with a 6" high bump retaining the initial flow in the upper drainfield. 4.3 The top of the sewer gravel shall be covered with approved filter fabric plus 2" of rigid, burial type insulation, before backfill with no less than 2' of soil cover. The top 4" of the soil cover shall be topsoil and the soil cover shall be mounded at least 6" above the elevation of the surrounding terrain and graded to drain. The owner shall be responsible for final grading and seeding of the topsoil. 5.0 Inspections: 5.1 A total of 7 engineering inspections will be required during the course of the sand filter construction: (1) initial stakeout with the contractor to establish the locations of the system components and to discuss the plans, specifications and construction procedures, (2) after the filter pad has been constructed and plywood sidewalls erected, (3) after the PVC liner and underdrain have been installed, (4) after the underdrain pea gravel has been placed, (5) after the filter "concrete sand" has been placed, (6) after the upper pea gravel has been placed and the distribution pipe network is in place but prior to placement of filter fabric or insulation, and (7) after final backfill and grading is complete. 5.2 A total of 3 additional engineering inspections during the course of the project will be required as follows: (1) After the septic tank with dosing siphon has been set level and all piping is connected, but prior to backfill, (2) after the excavation for the residual disposal trench is complete, but prior to placement of sewer gravel, and (3) after the sewer gravel and distribution piping is in place, but prior to placement of filter fabric, insulation and final backfill. These inspections may be incorporated with any of the above inspections, if feasible. 5.3 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. According to Mike it is now ADEC's policy not to render decisions on waivers as far as single family dwellings are concerned. For this reason you will not receive a written response to your request from ADEC for a determination of whether a six foot separation to bedrock is required in this case. Since this decision has been left to the Municipality, I am required to make a determination within the bounds of the municipal wastewater ordinance. AMC 15.65.060 states: "A subsurface disposal field may not be constructed, installed. or used where there is bedrock or any other impermeable barrier or where there is fractured or weathered bedrock within six feet of the bottom of the absorption area." Your soil tests, the well log for the property, and your written description of the difficulties encountered while excavating the soil test hole clearly indicate that the seepage pit is discharging directly into fractured bedrock. The Municipality does not have the authority to waive the required separation to bedrock. In order to obtain a Health Authority Approval for this property the existing seepage pit must be abandoned and replaced with a wastewater disposal system that meets current Municipal code requirements. Dear Mr. Lewis: This letter follows up on our meeting of May 8 with Helen Beirne regarding Health Authority Approval of her two bedroom, single family wastewater disposal system in Glen Alps. As you requested, I am enclosing a site plan, adequacy test data, well log and soils log. First, a summary of what is known about the system. The Municipal Health Department has no direct record of the wastewater disposal system dating back to the time of construction. There was a Health Authority Approval. issued in 1977, which refers to installation having been done in 1968. The well was drilled in 1972. The wastewater disposal system includes a steel. septic tank, with a capacity of 1300 gallons reported on a 1985 pumper's receipt. This is followed by a crib type seepage pitt of unknown dimensions. The septic tank c.o. pipe is about 10 feet lower and 88 feet away from the well, which was a legal separation at the time of installation. 'hie seepage pit ._.O. is 102 feel: from 1_h - well. As shown on the site plan, there is only one well oblique- ly downslope from the seepage pit, and that is 190 feet away. On May 8, I conducted adequacy tests of the well and septic systems; see enclosed data sheet. At the start of the test the seepage pit contained 31 inches of fluid, and the addition of 326 gallons of water at 6.6 gpm brought this level up an additional 22.75 inches. Over the next hour the level receded 8 inches, and I was then able to put in an additional 90 gallons to bring the level back up. There is no evidence that wastewater from this system has surfaced in the past. Based on this test I concluded that the absorption rate is adequate for a two bedroom residence. Since the system is undocumented, proof of appropriate vertical separation from groundwater is required by Municipal. directive. Accordingly, I arranged to have a backhoe excavate test holes on either side of the system. As shown on the enclosed soil log, fractured bedrock prevented effective digging below four feet, which corresponds to the approximate depth of the bottom of the seepage pit. At this depth the rock still had many fissures, and it was possible to separate it with a pick and shovel.. The material removed from the hole was visually classified as GP. According to the well log, the driller was able to drive the six inch casing 20 feet into the ground before the rock became too hard to drive it further. This would tend to indicate that the fractured zone extends to approximately 20 feet. Despite the fact that this residence is one of the highest in Glen Alps and on a ridge crest, the total depth of the well. is only 75 feet, and has a yield well in excess of 6.5 gallons per minute. This indicates that there is a strong confining strata surrounding the aquifer. Water samples taken from the well showed no bacterial contamination, and only 0.33 mg/l of nitrate. A perforated monitor tube installed to a depth of 45 inches in the hole dug adjacent to the seepage pit- was dry on 5/15/87. This fact, plus the observed fractures in the rock and the demonstrated absorption of the system, all support a conclusion that there is neither a high water table, nor an impermeable bedrock strata immediately below the seepage pit. Since there is no evidence of groundwater contamination, and the system continues to perform adequately, I would tend to give the benefit of the doubt to the people who installed the system over 15 years ago. While the Municipality has the responsibility to rule on the adequacy of this single family system, Steve Morris at the health Department requested that I get a clarification from D.E.C. regarding whether the underlying fractured rock strata should be classified as bedrock for vertical separation distance require- ments. At our meeting you indicated that you felt that the separation requirement was not applicable in this case, since the strata does not appear to be impermeable. If, after reviewing this letter, you still hold this opinion, would you please confirm it in writing to Mr. Morris, with a copy to me. Thank you for your review and assistance in this matter. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AW WTS to continue to perform as designed. E. Permit (Construction) An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating) An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AW WTS, upon meeting all the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of ZERO ($ .00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. The term of this Memorandum of Understanding shall be for the life of the A W WTS. The term begins on the date of approval by the Municipality of the installed system and shall continue while the AWWTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On -Site approval is issued to the new owner or transferee of the property. 5. Alterations, installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWWTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AWWTS in good repair. In addition, it shall be the responsibility of the Owner during the term of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWWTS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWWTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. The schedule of maintenance and repair contained in the Owner's AWWTS Operating Permit is: ANNUAL C. Owner acknowledges that the fine schedule for failing to maintain and repair an AWWTS are codified in AMC 14.60. D. Owner agrees that only maintenance, repair personnel certified by the Municipality will inspect and make any necessary maintenance, repairs or permitted alterations to the system. E. Owner agrees to grant the Municipality reasonable access to test and inspect the AW WTS upon 24 hours written notice. F. Owner agrees that any sale or transfer of title of the property will not occur without a new Certificate of On -Site Systems Approval. G. Owner agrees that the relevant provisions of the standard specification guidebook for AW WTS is the governing professional guidelines for the construction, maintenance and repair of the Owner's AW WTS. 7. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. 8. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Memorandum of Understanding as an amendment.
