Ref: Soil cover over septic tank for T12N R2W SECTION 31 SE4 SE4 NW4 NE4
To whom it may concern:
The new septic tank has approximately 4.5' of cover over the tank (2" of insulation). Per the tank
manufacturer, the septic tank soil cover should not exceed 4 feet. It is reasonable to assume
that there will be several inches of settlement as the soil thaws and compacts. In short, after
settlement occurs, the septic tank will likely have close to 4 feet of soil cover. We feel there is
minimal risk in allowing the tank to remain as is; however, it is our understanding that the
excess soil cover voids the tank warranty.

Hello David, I apologize for the delay, I meant to send this email out on Friday.
Purpose of this letter is to acknowledge that over a portion of the tank of the subject property, we had a
few inches in excess of soil cover and to give a reason for why we left the tank in this state, in backfilling
we noticed that a large portion of the dirt was frozen and come thaw we believe that the tank will meet
manufacturers specifications.

Dem- Sirs:
The pm3pose of this letter is to provide the required design nm'rative in support of our application for a
permit to construct water supply and wastewater disposal facilities on a port/on of the NE 1/4 of Section
31, T12N, R2W, S.M. in combination with Lot 8, Block 1, Beede S/D. As shown on the site plan, the
property is located on Hocker Place and Echo Sla'eet. Soils logs, peru test results, a site plan, design
drawings, specificatious and a copy of a the g~'ant of perpetual easement allowing the septic system to be
constructed on Lot 8, Block 1, Beede S/D m'e enclosed for your review.
The proposed system will be constructed in the vicinity of test hole # 1. As cau be seen from the soil
log, the native material below 4 feet is a silty gn'avel with a measured peru rate of 3 minutes per inch.
Using the slightly conservative soil application rate of 0.8 gpd/sq, ft. specified in the wastewater ordinance
for soils with a measured peru rate of between 6 and 15 minutes per inch, this proposed 3 bedroom
residence requires a total absorption m'ea of (3 x 150)/0.8 = 562.5 squm'e feet. The proposed 47 foot long
soil absorption u'ench with 6 feet of sewer gravel beneath the horizontal disu'ibution pipe has a total
absorption m'ea of 564 square feet. Sites for a similar sized replacement soil absorption trench and the
proposed well m'e shown on the site plan.
The topography of the lot in the m'ea of the proposed original and replacement sites slopes downwm'ds
towards the southwest at approximately 15%. Despite a relatively lin'ge lot size, the useable area for on-
site wastewater disposal facilities is consu'ained by the presence of a small creek running along the
northern of the two lots and a cutbank for Canyon Road as it crosses the southern lot. The site plan
shows the required 100 foot setback from the creek and 50 foot setback from the top of the cutbank.

Specifications
1.0 General:
1.1 The scope of the project consists of installation of a 1000 gallou septic tank followed by a 47 foot
long soil absorption trench containing 6 feet of sewer gravel beneath the horizontal distribution pipe.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these di'awings may be allowed or requh'ed by the engineer conducting the inspections.
All construction procedures and material specifications shall conform with Municipal and State
requh'ements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
t.3 The contractor shall be responsible to obtain any necessmy utility locates, and to work around any
buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper ch'alnage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after
the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the consu'action.
2.0 Septic Tank:
2.1 The 1000 gallon septic tank shall be Municipally approved with two compartments, and shall be
set level on undistm'bed soil. Each compartment shall be equipped with a watertight manhole cover and a
4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial
type, rigid insulation.
2.2 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste
line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A
cleanout shall be iastalled within 5 feet of the building foundation, and a double cleanout shall be installed
within 5 feet downstream of the septic tank.
3.0 Soil absorption system:
3.1 The soil absorption system shall be consn'ucted by excavating a Irench parallel to the existing land
contours to a depth of 10 feet below the original ground level.
3.2 The bottom of the excavation shall be level. Any compacted or smeared sar'faces shall be raked to
allow proper infiltration.
3.3 A total of 6.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with
the perforated distribution pipes laid level such that the pipe inverts m'e no less than 6 feet above the bottom
of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the
#200 sieve.
3.4 Monitor tubes and eleanout pipes shall be of 4" diameter and installed in the locations shown on
the design drawings. The portion of the monitor tube extending through the sewer gravel shall be
perforated.
3.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum
of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet,
two incbes of rigid, burial type insulation is to be placed over the entire top surface of the gravei, in
addition to the filter fabric.
3.6 The top surface of the cover material shall be raised a minimum of 6 inches higher than the
smrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill
slopes shall be no steeper than 3:1.
3.7 The homeowner shall be responsible for finish gradiug after the backfill material has stabilized as
well as placement of topsoil and seeding areas disturbed by the construction.
4.0 Inspections:
4.1 A total of 4 engineering inspections will be required during the course of the project: (1) initial
stakeout with the contractor to establish the locatiou of the system and to discuss the plans, specifications
and construction procedures, (2) after the native material has been excavated to expose the ilffiltrative
surface to ensure that it is level and at the fight elevation, and confolrns with the soil test information, (3)
after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic
tank, but prior to placement of insulation or filter fabric, and (4) after final backfill and grading is
complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to
backfill. This inspection may be incorporated with any of the above inspections.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently fro' in
advance to ensm'e the availability of the engineer.

To whom it may concern:
The 1994 drainfield is approximately zero (0) feet from the north lot line of Beede SJD Block 1,
Lot 8. Per MOA records, the drainfield was shown 0 -feet from this lot line on the 1994 inspection
report. The inspection report was approved by the MOA. In short, this encroachment has
existed for the life of the system and appears to have been approved by the department,
although a formal waiver was never requested. We are requesting that your department allow
for the existing drainfield to be 0 feet from the subject lot line. Justification for granting this
waiver are as follows:
• This existing field does not encroach upon an adjacent septic system
• The existing drainfield does not encroach upon an adjacent 100' well radius
• The encroachment has existed for the life of the system (since 1994).
• This location of the existing field was shown on the 1994 inspection report and approved
by the department at that time.
We feel there is minimal risk in granting this waiver. If you have any questions, please contact

WASTEWATER DISPOSAL SYSTEM EASEMENT
The Grantors, PETER H. ROBINSON, a single man, and ADAM ROBINSON and AMY
H. ROBINSON, spouses, grant to the grantee, PETER H. ROBINSON, trustee of the Robinson
Woolley Joint Revocable Trust, dated December 30, 2014, a perpetual easement for wastewater
disposal systems over that portion of Lot 8 Block 1, BEEDE SUBDIVISION, Anchorage, Alaska
located north of Canyon Road.
Said easement is for the exclusive benefit of the lot immediately to the north of Lot 8,
Block 1, BEEDE SUBDIVISION, more particularly described as: the East 264 feet of the South
165 feet of the Northwest One -Quarter (NW -1/4) of the Northeast One-quarter (NE -114) of
Section 31, Township 12 North, Range 2 West, Seward Meridian, located in the Anchorage
Recording District, Third Judicial District, State of Alaska.
Said easement is to allow construction, maintenance, and replacement of a residential
wastewater disposal system on the portion of Lot 8, Block 1, BEEDE SUBDIVISION located
north of Canyon Road. The wastewater disposal system shall comply with all state and local
regulations at the sole expense and responsibility of GRANTEE. Physical construction,
maintenance, and removal of the wastewater disposal system shall be accomplished at the sole
expense of GRANTEE in perpetuity.
Said grant of easement shall run with the land, be binding on and inure to the benefit of
