Anchorage, Alaska 99503 Dear Mr. Strickland: The State of Alaska, Department of Highways, has applied for a right-of-way to construct a new access road across Federal lands as indicated on the enclosed map. The proposed road is to provide improved access to lands in~e~tJon 6,. ~]~2~.~_~_~_~.~_S_~r~_.~erJd~an., known as the community of Basher. Present public access to these lands is by the Campbell Field Road, an unimproved road which cresses the Campbell Tract. All of section 6 is privately owned and is surrounded by public lands. There are presently six residences scattered throughout said section, though land ownership is distributed among approximately 40 individuals and/or companies. Two individuals own about 50% of section 6. The Greater Anchorage Area Borough Assembly is considering a proposal of the Greater Anchorage Area Borough Planning and Zoning Commission to zone section 6 as R-9, one single-family residence on 2½ acres, a duplex on 3 3/4 acres. Final disposition of the zoning could be as low as R-6, single family on 1 1/4 acres, or as high as R-8, single family on five acres. Section 6 lies in the Campbell Creek watershed and is over the principal area of water recharge to lower water aquifers. Several existing and/or proposed city wells lie directly downslope 'from section 6. The proposed road would cross the North Fork of Campbell Creek. Both the North and South Forks of Campbell Creek sustain runs of king, silver, pink, and chum salmon. The Anchorage District Office of the Bureau of Land Management is prepar- ing an environmental analysis of the proposed action and would welcome comments concerning approval of the proposed right-of-way. Any comments or objections should be mailed to reach this office not later than May 10, 1974, to ensure consideration.
