SUBJECT: Semi-public ~ell protective radius violation

Dear ~r. Shtbe:
This department has reviewed the diagram regarding the semi-public well and
on-site sewer placement on the subJec'C property. An inspection on the
property stir was also conducted. UnfOrtunately, two cesspools and part of
the existing dratnfleld are in violation of the 120' protective radius of
the semi-public water ~m11. The 120' discrepancy places the well in vio-
lation of the Alaska State Administrative Code, ¥ttle 7, Division 1,
Chapter g, Sub-chapter 1, Section g65 which requires a minimum of 120' be-
tween semi-public wells and seepage pits or submsur~ace dtsposal fields~
A semi-public well is a ~ell serving more than one, single-family d~elling.
The water s2stem mag be brought into compliance by Installing a new on-site
se~er sysCem aith a septic tank located 80' from the well and the nearest
edge of the absorption area leO' from the well. A penntt is required
this department, h~aever, a soll tes~ is necessar~ prior to a pemlt being
issued.
[n order to avoid any hardship and facilitate your neighbor, Hr. Bateman,
in obtaining a land-use permit, this department would grantee temporary
approval upon receipt of a notarized letter sta[tnga compliance schedule ~tth
a due date for completion of ~he correction no: to exceed ~uly 16, lgTS.
The letter should also state the ne~ system w~11 be constructed to com-
ply with current 8orough standards.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of On-Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.
4. STATEMENT OF INSPECTION BY ENGINEER
As certified by my seal affixed hereto and as of the validation date shown below, I verify that my investigation,
based on procedures outlined in the Certificate of On-Site Systems Approval Guidelines for this application,
shows that the on-site water supply and/or wastewater disposal system is (are) safe, functional and adequate
for the number of bedrooms and type of structure indicated herein. I further verify that based on the information
obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water
supply and/or wastewater disposal system is(are) in compliance with all applicable Municipal and State codes,
ordinances, and regulations in effect at the time of installation.

Engineer's Comments: This investigation was completed in compliance with ADEC and MOA regulations. The
assessment of the condition of the well and septic applies only to the conditions as of the day tested. The flow
and absorption rates may change due to subsurface conditions that may not be observed from the surface,
changes inland use, local soil characteristics, groundwater levels that may fluctuate during the year and the
water usage of the family being served by the system. The operational life of all well and septic systems are
subject to these various and dynamic characteristics and are outside the control of the
evaluator of the well and septic system. Therefore,
ArcTerra can not give any estimate of how long a
system will function satisfactory for current or future
occupants or can ArcTerra guarantee that no unseen
encroachments, deficiencies or discrepancies exist.

In conducting this evaluation, GEG, LtD. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC end MOA
DSD Guidelines & Regulations. The reported rasutts desctfbed the performance of the
system under the conditions encountered et the time of the test, and separation
distances measured to readily Identifiable features. The operational life of all walls end
septic systems depend on the local soils condition, groundwater levels that may
fluctuate dutfng the year, and the water usage of the family being served by the system.
These conditions ere outside the control of the eveluator of the system. Satisfactory test
results do not guarantee futura performance of the system, nor do they guarantee that
there era no hidden defects or encroachments. GEG, LTD. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for

Ref: Waiver Request and Certificate of On-site Systems Approval for
TI2N, R4W, Section I 1, E2, SW4, NE4, NW4, NW4.
The existing 5 bedroom house is served by a private well and septic system. We request you
grant a 95 feet separation distance waiver from the well on the referenced property to the septic
tank on referenced property. The following items are justification for the waivers:
The lot is generally flat in the area with a slight slope away from the well head. Ifthe septic
system was to overflow, it appears that the effluent would not travel toward the well head.
The location of the septic system is in a very visible area so that if any effluent was to
surface, it would be noticed and the problem corrected.
The other path of contamination is subsurface migration wastewater should the tank begin to
leak. As can be seen on the attached well logs, the static water levels range from 50-200 feet and
well depths ranging from 163-321 feet. All the well logs indicate that water was found at the
bottom of the well. The silt, sand, clay, and hardpan soils above the aquifer have served to
inhibit the migration of untreated wastewater into the aquifer. Recent water sample results
indicated nitrate levels and coliform bacteria results to be undetected. Based upon the
aforementioned facts, and the fact that this encroachment has existed for approximately 30 with
no adverse impacts on the water quality, there appears to be minimal risk associated with
granting the requested waiver.
