Dear Sirs:
The purpose of this letter is to provide a revised design narrative in support of the enclosed
revised application for a permit to upgrade the wastewater disposal facilities on Lot 8, Block I, Valli
Vue Estates #1, located at 6747 Double Tree Court. Soils logs, perc test results, a site plan, design
drawings and specifications are enclosed for your review. It should be noted that the design revisions
have been made in response to your refusal to issue a permit as originally designed, and do not reflect
this engineer's opinion as to the most appropriate, functional and cost-effective means of upgrading the
present system. In order to achieve the necessaD' trench length, while maximizing the separation from
the test hole and house foundation, a lot-line waiver will be needed allowing the system to be
constructed as close as 5 feet from the south and east property lines. A future upgrade ofthe existing
seepage pit to 5-bedroom capacity would also entail a waiver to slopes in excess of 25% as described in
the original application, however there would be no need for a waiver of the normal distance to the
building foundation.
The revised system will be constructed in the vicinity of test hole # 2, which will necessitate
installation ora lift station. As can be seen from the soil log, the native material between 4.5' and 16.5'
below ground level (with the exception of a 1.5-foot siltier stratum) is a clean sand of variable
consistency ranging from coarse to fine. No groundwater was observed. Although the measured
percolation rate was less than one minute per inch at the perc test location no additional sand filter
should be required because the native material beside and below the proposed trench is predominantly
sand. The design is based on a soil application rate of 1.2 gpd/sq, ft. which means that this 5-bedroom
residence requires a total absorption area of(5 x 150)/1.2 = 625 square feet. Discounting the siltier
stratum between 8.5 and I 0 feet below ground level the proposed trench with the pipe invert at 4.5 feet
below ground level and bottom at 11 feet below ground level has an effective sidewall height of 5 feet.
Discounting 5 feet of trench length to compensate for the 90-degree bend in the trench the proposed 75-
foot long trench will have an effective absorption area of (70 x 10) = 700 square feet.
The topography in the area of the soil absorption system is generally level.
The requested lot line waiver is needed to allow construction of the 75-foot long trench as
designed while maximizing the trench distance from the house foundation and the test hole. Since the
south lot line abuts the Double Tree Court right of way and the east lot line is centered on a ! O-foot wide
utility easement, granting the requested waiver will have no significant impact on the ability to construct
future wastewater disposal systems on adjoining properties.

Wastewater disposal system upgrade
Revised Specifications 3/10/08
1.0 General:
1.1 The scope of the project consists ofabandoning an existing 1250-gallon septic tank per code
and installing a new 2000-gallon STEP tank that pumps effluent into a new 75-foot long soil absorption
trench with a gravel depth of 6.5 feet below the distribution pipe.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work
around any buried utilities.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 STEP Tank:
2.1 The existing 12$0-gallon steel septic tank shall be properly abandoned per code by
thoroughly pumping, removing its top and backfilling with soil.
2.2 The new 2000-gallon, 2 compartment STEP tank shall be Municipally approved and shall be
set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and
a 4" cleanout.
2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings.
The waste line from the residence to the septic tank shall have a minimum slope of IM'" per foot.
2.4 The discharge line from the STEP tank to the soil absorption trench shall be 1.25" dia.
IIDPE and shall be laid with a continuous slope backwards from the trench to the tank. in order to
minimize disruption to the asphalt the discharge line shall cross the driveway at a point no further than 7
feet from the garage foundation. The line under the driveway shall be buried as deeply as possible and
insulated with 4 inches of rigid insulation. The water service line shall be located prior to excavation
and there shall be no joints in the HDPE pipe within I0 feet oftbe water service line.
3.0 Lift station:
3.1 The lift station shall be installed in the second compartment oftbe STEP tank. The lift
station package shall be an "Orenco' system as supplied by Anchorage Tank.
3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and
inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the
construction of the wastewater disposal system.
3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover
extending a minimum of 6" above final grade with positive surface drainage away from the manhole.
The contractor shall be responsible for determining the necessary length of the manhole riser.
3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station
supplier, and their proper operations shall be verified by the contractor.
4.0 Soil absorption trench:
4.1 The new soil absorption trench shall be constructed by excavating a 75-foot long trench at
the location shown on the site plan to a depth of 11 feet below ground level.
4.2 The bottom oflhe excavation shall be level. Any compacted or smeared surfaces shall be
raked to allow proper infiltration.
4.3 A total of 6.8 feet ofapproved sewer gravel shall be placed in the trench with the perforated
distribution pipe laid level such that the pipe invert is no less than 6.5 feet above the bottom ofthe sewer
gravel. The distribution pipe shall be fabricated of 1.25" dia. Schedule 40 PVC with 3/16" diameter
holes drilled in the bottom at 24-inch centers. All pipe connections in the distribution system shall be
glued, and the end capped.
4.4 The monitor tubes shall be of 4" diameter and installed in the locations shown on the design
drawings. The portion ofthe monitor tube extending through the sewer gravel shall be perforated.
4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A
minimum of 3 feet of soil cover is to be placed over the filter fabric.
4.6 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to
have the site finish graded after the backfill material has stabilized, and for placement of adequate
topsoil and seed to promote rapid revegetation ofall areas disturbed by the construction.
5.0 Inspections:
5.1 A total of 4 engineering inspections will be required during the course ofthe project: (I)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the native material has been excavated to expose the
infiltrative surface to ensure that it is at the right elevation, and conforms with the soil test information,
(3) after the sewer gravel is in place and the distribution pipe has been laid and connected up to the
STEP tank, but prior to placement of filter fabric, and (4) after rough backfill and grading is complete.
The STEP tank requires one inspection after it is set level and the piping connected, but prior to backfill.
This inspection may be incorporated with any of the above inspections.
4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far
in advance to ensure the availability ofthe engineer.

The Municipality of Anchorage Development Services Department (DSD) issues Certificates of On-Site Systems
Approval (COSA) based only upon the representations given in paragraph 4 by an independent professional civil
engineer registered in the State of Alaska. Certificates of On-Site Systems Approval are required for the transfer of
title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On-Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.
The Municipality of Anchorage is not responsible for errors or omissions in the professional engineer's work.

based on procedures outlined in the Certificate of On-Site Systems Approval Guidelines for this application,
