Pannone, Principal Registered Professional Engineer E-mail: steve@panengak.com June 11, 2019 Subject: Valli Vue Estates #1, Block 1, Lot 12 Septic System Upgrade Permit Request Design Narrative This is a design narrative for a permit to install an upgrade septic system to be issued for this property. The proposed septic system will serve an existing four bedroom (4) bedroom house. This lot and the surrounding lots are served by public water. There are no wells within 200' of the proposed system. 1. Soils. Per 15.65.210 Exception, eight test hole logs were located completely surrounding this system on the surrounding lots by PES. Numerous engineers and agencies have performed test holes in the area and similar soils were found in every hole. Groundwater monitoring hasbeen n_afa_m_e.d_axa o groundwater has been encountered as deep as 18'. There was groundwater monitored at a depth of 15.75' to 16.5' in test holes to the south of the subject lot. The water was encountered in a layer of ML (gravelly silt) that was not logged in any of the other test holes. With a total depth of 9' the proposed system will maintain 6.0' separation to the higher testhole while the test hole with the 15.75' ground water reading is within 5.75 distance to surface, the hole is actually 12' lower in elevation and it is highly unlikely that that water table is found at the same depth at the top of the slope. Bedrock in the area is known to be deep in the area. The soils are typically 1 mpi or faster with sufficient fines existing to make unnecessary the use of a sand filter. See soils logs and sieve analysis included. Based on the results of the surrounding percolation tests and known soil types in the area; an application rate of 1.2 gallons/day/square feet was used for a conventional wastewater system in the area of the test hole. 2. Soil Absorption System Design. a. See Sheet 1 of the design package. 3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage ditches. 4. Topography: The existing topography generally slopes from the east to the west in the area surrounding the septic system at approximately 4%-5%, with a slope of approximately 20% to the west of the system. There are no steep slopes within 50' of the proposed system. S. Drawing Markings: The Drawings are marked "For MoA Review Only'. When written notification that the review is complete and that there are no further comments is received from MoA On -Site Department, the note will be removed and "Issued for Construction" drawings will be issued. Swatosch: I~ECEIVED We are submitting herewith the test boring results and our comments re- gardlng soil conditions encountered at the subject site. This investigation was performed in accordance with your request of June 19, 1972, and those procedures outlined in a letter dated September 13, 1971 by 1VIr. Roll Strick- land of the Greater Anchorage Area Borough. Department of Environmental Quality. A single test hole was put down within the Lot 12, area for the purpose of defining general subsurface soil conditions for the proposed sanitary system. Excavation was accomplished with a tractor-mounted back,hoe and the test }{ole was ex~kended to a total depth of 11 £eet below ground surface. One sample was recovered from the bottom of the test hole and retained for grain .size analysis. The sample will be held in storage, up to approximately one month, for possible testing before it is discarded. The final log prepared for the test hole has been included in Drawing A-01. Ground water was not encountered in the test hole. We appreciate being given this opportunity to be of service ko you. I further verify that based on the information obtained from the Municipality of Anchorage files and from my investigation and inspection, the on-site water supply and/or wastewater disposal system is (are) in compliance with all applicable Municipal and State codes, ordinances, and regulations in effect at the time of installation. In conducting an adequacy test, I attempt to provide a thorough, conscientious engineering analysis of the system in accordance with MoA COSA guidelines and regulations.The reported results describe the performance of the system under the conditions encountered at the time of the test,and separation distances measured to readily identifiable features.The operational life of all wells and septic systems depend on the local soil condition,ground water levels that may fluctuate during the year,and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of this system. All systems eventually fail and satisfactory test results do not guarantee future performance of the system,nor do they guarantee that there are no hidden defects or encroachments.Therefore we cannot provide any warranty for future performance, nor can we estimate remaining life of the system. The content of this report is for the sole benefit of the owner listed above. Reliance on this report by another person is at their own risk.
