Health & Human Ser~Jces As discussed over the telephone with Laura, we wish to revise our septic system upgrade permit request (dated 7/23/93) for Lot 26, Block I, Valli Vue Estates to increase the number of bedrooms from 3 to 4. A revised set of plans and specifications is enclosed. The original design for a 3 bedroom system called for a 5' wide x 44' long soil absorption drainfield with 3 feet of sewer gravel beneath the horizontal disn5bution pipe. To serve a 4 bedroom residence this has been lengthened to 59 feet, and the STEP tank size enlarged to 1500 gallons. A comparabley sized replacement drainfield site has been designated in the vicinity of test hole #1. All other design concepts remain as previously submitted. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. Ali construction procedures and material specifications shall conform with Municipal and State mquh'ements. All separation distances shall be iu conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessms, utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing 1000 gallon septic tank and seepage pit m'e to be properly abandoned by thoroughly pumping, removing thek tops and backfilling with clean soil. 2.2 The new septic tank shall be a 1500 gallon Municipally approved STEP tank, and shall be set level on undisturbed soil. Each compm'tment shall be equipped with a watertight manhole covet' and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the lank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and a cleanout shall be installed within 5 feet of the building foundation. The discharge pipe to the (h'ainfield shall be 1.25" diameter schedule 40 PVC, or approved equal. 3.0 Lift station: 3.1 The lift station shall be installed in the second compm'tment of the STEP tank ~vhich has an additional 250 gallon capacity. The lift station shall be an "Orenco" system as supplied by Anchorage Tank. The lift compm'tment of the tank shall be fitted with an insulated manhole riser extending a minimum of 6 inches above final grade. 3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and to provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations shall be verified by the conU'actor. The alarm box shall be mounted inside the residence. 4.0 Soil absorption syste~n: 4.1 The soil absml~tion ddrainfield shall be constructed by excavating a 5 foot wide by 59 foot long ~ench to a depth of 7.5 feet below original ground level. 4.2 The bottom of the excavation shall be level. Due to the coarse natnre of the gravel, some sidewall sloughage is to be expected. 4.3 A total of 3.5 feet of approved sewer gravel shall be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 3.0 above the bottom of the sewer ga-avel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 4.4 The horizontal disu'ibution pipe shall be 1.25" dia schedule 40 PVC with 3/16" diameter holes drilled in the bottom on 2 foot centers. The end of the pipe shall be capped and all PVC joints glued. 4.5 Monitor tubes shall be of 4" diameter trod installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 4.6 Approved filter fabric shall be placed over the entire top surface of the sewer gravel before final backfill. 4.7 The top sm-face of the cover material shall be raised a minimum of 6 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 4.8 The owner shall be responsible for placement of topsoil and seeding all areas disturbed by the construction after the backfill material has stabilized. 5.0 Inspections: 5.1 A minimum of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sewer gravel is in place and the distribution pipes have been laid m~d connected up to the septic tank, but prior to placement of filter fabric, and (4) after final backfill and grading is complete. The STEP tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. The installer shall ma'ange for the required eleclrical inspection and shall give a copy of the elecu-ical inspection report to the engineer. ~ 5.2 The installer shall coordinate tbe timing of the inspections with the engineer sufficiently far in advm~ce to ensure the availability of the engineer. Box 19-6650 Anchorage, AK 99519 Dear Sirs: The purpose of this letter is to provide the requh'ed design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 26, Block 1, Valli Vue Estates 4/1, located at 10715 Main Tree Drive. Soils logs, perc test results, a site plan, design drawings and specifications are enclosed for your review. The reason for the project is that the present soil absorption system is no longer able to accept the amount of wastewater generated by this residence. The proposed drainfield will be constructed in the vicinity of test hole 4/2. As can be seen from the soil log, the native material between 4 feet and 11 feet below ground surface is sandy gravel with a measured perc rate of less than 1 minute per inch. This GP material is underlain by 3.5 feet of SW material with a meas~e&per~c rate of 1 minute per inch. This stratification provides an ideal situation allowing a drainfiel~to be co,~hstmcted in the GP, while the underlying SW provides the necessary filtration. Using tt~soil app'lication rate of 1.2 gpd/sq, ft. specified in the wastewater ordinance for soils with a perc rate bff[ess tha~ 5 minutes per inch, this 3 bedroom residence requires a total absorption area of (3 x 150)/1.2 F~3q~§qnare feet. This area would be provided by a 75' long standard 5' wide ddrainfield. Since the proL~sed~' wid~eld will have 3 feet of sewer gravel beneath the horizontal distribution pipe, the required lefi~gth f~f is~?12~f--~0'583'i Thus, the required length is 44 feet, as designed.. ':. The topography of the lot slop~g6ner~lly downwards from east to west. In constructing the house, the hillside to the east was excavat~ leavi~fg a slo]e of 50% for approximately 10 vertical feet. The proposed upgrade will utilize a lift station to pu~15 septic tank effluent up to the ddrainfield site. For efficiency of construction, we propose to site t~ draipfi~ld a minimum of 30 feet back from the top of the top of the slope instead of the normally request 50 f~2. ~' ~)~e~to the depth of the dralnfield burial in clean native material, flaere should be no concern as' to effliYent ~y~ghfing out of the side of the slope. Because a lift station is being used, we were able to incorporate pressure dist~%ution for more even disbursement of effluent thi'oughout the trench. The specified 3/16" holes on 2 ' centers will pass .94 gpm with 5' of residual head and a total pump rate of 20 gpm. The proposed project will have no impact on present or futare water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. During the test the liquid level in the septic tank was monitored as water was added to the system. If the 3-bedroom residence on the property is to house six people, the average load on the system can be expected to be 450 gallons per day or 0.31 gallons per minute. During the test, the system accepted 200 gallons in 73 minutes. This indicates an average effluent acceptance rate of approximately 2.74 gallons per minute at the time of the test. Since the house on the lot is occupied, we assume that the leach field was at its normal degree of saturation. We can therefore conclude that the system is disposing of effluent at an adequate average rate for a 3- bedroom residence.
