The residence is located at 6740 Roundtree Drive in the Valli Vue Estates Subdivision on the 3mchorage hillside. The neighborhood is supplied by a community water system. The house has been owned by James and Nancy Hemming since 1980. The original house was built in 1973 with two bedrooms. The original septic system included a one-compartment 750 gallon septic tank and a seepage pit. In 1977, the system was upgraded with an absorption trench which extended from the seepage pit as shown on the attached site sketch. Since that time, a third bedroom was added to the house. Currently, the absorption field appears to be failing and the system is being pumped approximately every other month in order to prevent wastewater from backing up into the house. For the last several years, the system has been lightly loaded as the residence has been occupied by two adults and no children. As a result of the apparent failure of the absorption field and the out-dated and undersized septic tank, we propose to replace the existing system as shown on the attached site sketch. The following actions are planned. Re-route the existing water service line to provide a minimum separation distance of 10 feet to the proposed septic tank and absorption field. Excavate and remove the existing undersized septic tank and effluent line to the old seepage pit and trench. OFFICES \VORLI)\V[DE · , DAMES & MOORE Municipality of Anchorage July 1, 1992 Page 2 · Decommission the existing seepage pit and trench in place. · Install a new and larger septic tank and deep trench absorption field. One test pit was dug and a percolation test was performed recently to verify and augment existing data shown on Table i. The data from the 1992 test pit is attached to this letter. The test pit log shows silty soils were encountered similar to those found by previous work. The recent percolation test determined an absorption rate equivalent to 188 sq ft per bedroom. We believe, however, that the rate is optimistic and is not indicative of the long-term capacity of the soils on the property. Consequently, figures used in the proposed site design are more conservative. We propose to install an oversized septic tank and a septic trench sized to the fullest extent possible. A deep trench system will allow for the exposure of the maximum DAMES & MOORE Municipality of Anchorage July 1, 1992 Page 3 number of percable horizons in the layered silty soils and provides the maximum absorption area in the limited space available for the field on the site. Using an absorption area of 244 sq ft per bedroom for the existing three bedroom home, a minimum of 732 sq ft of absorption field is required. We propose to utilize as much of the area on the property as possible for the trench and maximize the absorption field to have 1160 sq ft of absorption area. As can be seen from the site sketch, the proposed maximum deep trench field will effectively take the last readily available area on the property that is suitable for an on-site system. This site design will require waivers from the Municipal codes governing the construction of on-site septic systems. We request the following four waivers. A 50 ft separation distance is required between the proposed absorption field and excessive slopes over 25 %. There is not really any remaining area large enough for the proposed field to be farther than 50 ft from the steep back yard as can be seen on the site sketch. The proposed trench location was placed to maximize its distance from the steep back yard and to avoid encroachment on the front property line and the relocated water line. There is no record of, no evidence of, nor any complaint from the current home owner or their downhill neighbor of any seeps or effluent breakout along the steep south hillside from the exist'rog system. We do not anticipate any detrimental effects along the steep slope as a result of the proposed system. Furthermore, fight silty soils are characteristic of this neighborhood and not highly conductive sands and gravels which tend to short-circuit the wastewater treatment and lead to effluent seeps. A minimum separation distance of two times the effective gravel depth of the trench, or twenty feet, is required between the proposed and the exisfmg or abandoned fields. To achieve this requirement, the angle point of the proposed trench would have to be moved to the southwest into the trees and onto increasingly sloped ground closer to the excessively sloped back yard as described above. The proposed location is a compromise location between the steep back yard and the existing absorption field. Additionally, the proposed location eliminates the need to remove any trees and major tree root systems which can be detrimental to the absorption field. In order to alleviate some potential lost efficiency of the proposed trench where it is near the existing shallow trench, the depth and length of the proposed trench has been maximized and oversized. DAMES & MOORE Municipality of Anchorage July 1, 1992 Page 4 A 10 foot separation distance is required between the proposed absorption field and the west property line. The length of the proposed field should be maximized as described above. Since there is a 10 ft wide public walkway located between the property and the neighboring property to the west, a 10 ft separation is effectively maintained between the end of the proposed absorption field and the neighboring property line. · A design for an alternarive field is required. Due to the size and configuration of the property, the area for an alternative field is not available. We anticipate that the proposed system will perform at least as long as the exist'rog field and it is assumed that a community sewer system will be installed in the neighborhood within the next twenty years. If a sewer system is not installed, then the septic system may have to be replaced when it fails with a large holding tank for storage between primping for off-site disposal. We do not anticipate any adverse effects on neighboring properties as a result of the installation of the proposed system. A list of the adjacent landowners is provided below. Attached to this letter is a revised site plan. Please refer also to our letter of June 30, 1992. Borehole 2 (see revised site plan) was drilled on September 1, 1992, hi order to monitor the groundwater table for seven days. The attached borehole log shows that groundwater was not encountered during the drilling and that the hole has remained dry since then. A 10-foot minimum separation distance will be maintained between the proposed trench and soils contaminated by the existing system. Verification of this will require that an exploration trench be dug during construction of the new system between the proposed and existing trenches. We expect that your department will be on-site to inspect this condition. If contaminated soils are found wittfin 10 feet of the new trench, the contaminated soils will be removed and replaced with clean, sandy backfill. We request a waiver of the 10-foot separation distance between the end of the proposed trench and the west property line as described in our June 30, 1992, letter. We do not anticipate any adverse effects on the neighboring property as a result of this request. Please expedite our pernfit since the existhlg system continues to fail and we must replace it before the end of the constrnction season which is fast approaching.
