The owner has therefore requested that we obtain a septic permit to upgrade the existing aged steel septic tank on the above referenced lot. We propose to install either a 1500-gallon HDPE tank outside the driveway per the attached design to serve the existing residence. The lot and area are served by a community water system. To Whom It May Concern: We have been retained by the current homeowner (Sherrie Stephens) to obtain an HAA for the septic system, which serves her property. According to MOA records, the septic system ~vas installed on 10/7/1975 and consists of a 1000 gallon steel septic tank and a trench type drainfield that is 24 feet long and has an effective depth of 10 feet. On 6/27/97 we were on this property (working for the previous homeowner) to oversee the installation of a clean-out at the end of the trench. When ~ve exposed the drainfield (excavation performed by A+ Home Services), we discovered three (3) parallel, perforated pipes, approximately 24 inches on center, lying in a bed/trench of drainrock that was approximately 8 feet wide. In addition, it was noted that the drainfield did not appear to be 24 feet long. In short, what we found did not match the MOA asbuilt records and xvas deemed to be a bootlegged drainfield. We informed the previous property owner of this, but were not retained to proceed with any further investigative/design work. The property owner later obtained an HAA via another engineering company. Per directive from your department we notified the current property owner that it would be necessary to locate the proximity of the water service line in relation to the septic tank and drainfield. The current property oxnaer authorized us to locate and extend the buried key box and arrange to have the water service line professionally located. Chugach Sewer & Drain performed the locate of the water line. Attached is an asbuilt drawing showing the water service line and the general location of the septic system. It is our determination that the xvater service line runs under, or immediately adjacent to the undocumented drainfield, and runs under one comer of the septic tank. The system was inspected and tested by Alaska Water and Wastewater In April 1997. Mr. Garness' report to the owner is enclosed. The water line was located by Ken Idhe in June of 1997. Due to the deep burial of the water line a good location fix could not be established, but it is likely that the line is less than 10 feet from the tank and the drainfield. Additional fill was placed over the dra'mfield after construction. In the process of fill placement the sump at the end of the field was buried. A monitor was installed by A+ this spring, but a cleanout at the end of the trench was not. We request a conditional HAA with the stipulation that the cleanout be installed after break up. A cleanout at the beginning of the trench is accessible, the cleanout at the end is not really necessary. Both the tank and the trench is under the paved parking area. The system was inspected and tested by Alaska Water and Wastewater In April 1997. Mr. Garuess' report to the owner is enclosed. The water line was located by Ken Idhe in June of 1997. Due to the deep burial of the water line a good location fix could not be established, but it is likely that the line is less than 10 feet from the tank and the drainfield. Additional fill was placed over the drainfield after construction. In the process of fill placement the sump at the end of the field was buried. A monitor was installed by A+ this spring, but a cleanout at the end of the trench was not. We request a conditional HAA with the stipulation that the cleanout be installed after break up. A cleanout at the beginning of the trench is accessible, the cleanout at the end is not really necessary. Both the tank and the trench is under the paved parking area. There is 9 feet of cover over the trench. Freezing should not be a problem. Yours T. Dear Shirley: Per your request, I performed the subject evaluation. Prior to starting the adequacy test, the new monitoring tube (installed by A+ Home Services) was completely dry. The bottom of the trench is 19.7 feet below the top of the monitoring tube. Water was added to the clean-out (located immediately after the tank) at a rate of 8.7 gallons/minute for 115 minutes (1000 gallons). The sump remained dry (no standing water) throughout the test. Based upon this test it can be concluded that the drainfield will accept greater than 450 gallons/day, and is adequate for a.3 bedroom house. Before the system can be approved, it will be necessary to have the septic tank pumped (if it hasn't been done in the last 12 months), and install clean-out at the end of the drainfield. In addition, the water line should be located so that we can verify the separation distance from the from the water line to the septic tank and drainfield. The water line locate should be done by an independent party, such as A+ Home Services. Upon completion of these items, I will need to make a visual inspection and then prepare the final report to the Municipality. The reasoning was; the State of Michigan found suspended solids were collected in the end sump and thus extended sewer system life. This requirement was changed due to the system not collecting the suspended solids as expected. Holes up or down do not affect the absorption rate of the sewer system since the sewage exits the pipe in either instance. Many of the holes-up systems are currently in use and approved.
