Dear Mr. Garness:
Your request for waivers of the required 100 feet horizontal separations of an on-site
wastewater disposal system to the surface waters has been approved. The approved
separations are 60 feet separation from the proposed recirculating septic tank to creek; 80
feet separation distanced from proposed drainfield to the creek; 95 feet separation distance
waiver to the proposed upflow filter to the creek.
This waiver approval applies to the new recirculating system and surface water separation
only. Any future upgrade to the on-site wastewater disposal system will require ali
separation distances to be met or another waiver approval from this department.

Ref: Septic Upgrade for Lot 17, Block 4, Valli Vue Estates #2
RECIRCULATING UPFLOW FILTER (RUF) SYSTEM
To whom it may concern:
1. GENERAL: The.existing 3 bedroom home Js served by a private septic system and a
community well. The existing septic system is in a state of failure and must be upgraded. As can
be seen from the site plan, the location of the creek and the water service line, limits the available
area for a septic system upgrade. Given these site constraints, we are proposing to install, the
Recirculating Upflow Filter (RUF) system. We request you issue a permit for the septic upgrade
and grant the following waivers:
· a 60' separation distance waiver from the proposed Recirculating Septic Tank to the creek.
a 80' separation ~stance waiver from the proposed drainfield to the creek.
· a 95' separation distance waiver from the proposed Upflow Filter to the creek.
The following mitigation factors justify the granting of the requested waivers:
There will be a hgh water alarm installed in the proposed Reckculating Septic Tank, which
will alert the homeowner to a potential overflow condition.
· There is an existing waiver to the existing septic system. The proposed upgrade will greatly
improve the existing conditions.
· The location of,the proposed septic upgrade is in a very visible area Which will increase the
possibility of seeing any surfacing effluent.
2. SOIL CONDITIONS: A test hole was excavated on June 10, 1998 to a depth of 11 feet
deep. Groundwater-was encountered during the excavation at a depth of 9 feet; ahd was
monitored on 6/15/98 at a depth of 9 feet and on 6/30/98 at a depth of 10.5 deep. A percolation
test was performed between the depths of 4.0 feet to 4.5 feet and the absorption rate was
~easured at a ~ate 17 minutes/inch (see attached soil logs). At a depth of 9.5 feet, the soils were
visually determined to be impermeable. Attached is the soil log.
3. DRAINFIELD: The intent is to install a Recirculating Upflow Filter (RUF) system that will
allow the use ofa s)rnall dralnfield in the area around a 30 foot radius of the test hole. The size of
the dralnlield will be based upon the previously established criteria for the RUF systems, which
dictates that soils percolating between 1 & 30 minutes/inch have an allowable application rate of 4
gpd/ft2, and soils percolating between 30 & 60 minutes/inch have an allowable application rate of
2 gpd/ft2. Given the perk rate of 17 minutes/inch the 4 gpd/ft2 application rate would apply. We
are proposing to install a 5 foot wide drainfield that is 24 feet long and has an effective depth of 6
inches. This corresponds to an absorption area Of 120 ft2, or an application rate ot'3.75 gpd/ft2
(assuming 450 gpd total flow).
4. ORENCO PACKAGE SYSTEM: The STEP tank with the trickling and upflow filter will
be manufactured by Anchorage Tank & Welding to meet the latest design criteria established by
Orenco Systems, Inc. The point of contact at Anchorage Tank is Lowell McNutt. As with their
standard STEP tank, it is equipped with a high water alarm per M.O.A requirements.
5. SURFACE WATER: There is a creek Wtfich approrfimately parallels the southlot line.
6. TOPOGRAPHY: Attached is a topography site plan. Beginning at the northwest coreer of
the property, there a 10% grade that slopes in a direction of approximately northeast to
southwest. At approximately 15 feet from the northeast property line (radius), the slope
transitions to a 20%grade for approy3mately 10'-15' and than transitions back into a 10% grade.
The proposed drainfield will be placed approximately 15 feet of the north/northwest comer of the
house which has an average slope of 15-20% slope.
7. CLOSING: I am open to any suggestions from your department that would be an
improvement to the proposed system. I am unaware of any negafiveimpacts that this ~nstallafion
would impose on adjacent wells, or septic systems. If you have any questions, please call me a

Dear Homeowner/Prospective Buyer:
The on-site wastewater disposal system you are purchasing/installing is an "alternative" wastewater
disposal system. This system, known as a "Recirculating/Upflow Filter Septic System", is undergoing
testing within the Municipality of Anchorage under the Alternative System section of the Wastewater
Disposal Regulations (AMC 15.65). There are certain risks involved with the ownership of one of these
systems:
1. The technology used in this system has been shown to be effective in other areas. The system is
currently undergoing a two year testing period in Anchorage under the guidance of the Department of
Health and Human Services (DHHS) and the State of Alaska Department of Environmental Conservation
(ADEC) to determine its effectiveness in a subarctic environment.
2. The system for this property received a vertical separation distance waiver from both State of
Alaska and Anchorage Municipal Codes to ground water. This waiver was granted due to the system's
expected performance within the site conditions on this property.

investigation for suitability of an on-site sewerage system.

The exploration was conducted using a Nodwell mounted Mobile
Drill Model B-50 drill rig with a continuous flight solid
stem auger. The rig is owned and operated by Denali Drilling,
Inc. Drilling was supervised, the test hole logged and
percolation test performed by Mr. O.M. Hatch, Geologist with
Alaska Testlabo
The test hole was placed at the approximate location shown
on Figure 1. The log of this test hole is included as
Table A of this report. In interpreting the log it would be
helpful to utilize the explanatory information contained in
Sheets 1 to 3 of this report.
When drilling was completed, a 3/4" slotted PVC pipe was in-
serted in the holes to aid in determining the free water
level. For the percolation test, the test hole was filled
with water and left overnight to saturate. On returning the
next day, the hole was refilled with water and the drop in
the water level carefully monitored over the next 60 minutes.
We understand that the Municipality of Anchorage, Department
of Public Health and Environmental Protection prefers tests
performed in this manner to evaluate a site for a proposed
on-site sewerage system.

Using the above test, the observed m~nimum percolation rate
for Lot 17 was 3.5 min./inch. //~-~/
N~o wa%er table was observed during drilling, but it should
be noted tSa% the free water leveI normally fluctuates
seasonally and with precipitation.

Re: Valli Vue #2 Subdivision Block 4, Lot 17
In 1977, when the sewer system was installed on the subject lot both the
sewer system and the septic tank were within 100 feet of the drainage
ditch that runs through Valli Vue Subdivision. This ditch is in reality
one of the forks of Little Campbell Creek. As such, the tank should
have been 100 feet away. In 1984, the old seepage pit was moved because
of failure. The new system as installed is on the East side of the
property and within 10 foot of the east property line. Because of the
lay of the land and type of soils the system is as far from the stream
as possible. However, the beginning of the trench is 80 feet at its
closest point to the creek. The system if moved to the lot line to the
east would not move it over 100 feet away. The system is instal]ed in a
silty sand. The possibilities of the water traveling through the silty
sands and reaching the creek in an untreated capacity is very remote.
An adequacy test on the system done as a part of this Health Authority
indicates that the system is adequate. It is recommended that since tile
system would not create a potential health hazard that the waiver of
distance from the stream to the septic tank and to the field be granted,

TO WHOM IT MAY CONCERN
SUBJECT: LIFT STATION INSPECTION
We have inspected the lift station installation located at
6320 Browntree in Anchorage and noted the following violations
to the MOA and NEC Code requirements:
1. PVC conduit used without ground
2. Ungrounded conductor not proper color
3. Heat trace over pump supply line
4. Bushings not installed
5. Conduit not properly attached to J box
We have corrected all of the above deficiencies and now
find no non-compliance
