Proposed Septic Upgrade for Valle Vue; Lot 26, Block 4, To whom it may concern: The existing 4 bedroom house is served by community water and a private septic system. The septic system is in a state of failure and needs to be upgraded. We arc proposing to install a 1500 gallon S.T.E.P. tank with Quanics floats/controls, a 650 Aerocell unit, and a deep trench type drainfield. One test hole was excavated on the property. The drainfield will be designed around the 30 foot radius of this test hole. Comments regarding the design are summarized as follows: 1. SOILS: See the attached logs which show the soil classifications, groundwater monitoring, and the percolation test results. 2. DRAI\FIELD DESIGN: See attached design drawing for drainfield specifications 3. SURFACE WATERS: There is a creek within 60 feet of the proposed septic system. We are requesting 60 foot waiver from the proposed drainfield and septic tank. Due to the fact that we are proposing to install an advanced treatment system, the drainficld will be intermittently dosed with highly treated effluent reducing the potential for surges in hydraulic loading. The slope and topography of the area runs from southwest to northeast. There will be a berm built to insure any migrating effluent will travel a path of greater than 100 feet prior to reaching the creek. We are unaware of any adverse impacts with the granting of this waiver would create. 4. TOPOGRAPHY: As can be seen on the attached design drawing the average topography below the drainfield is a 1-5 percent slope running approximately southwest to northeast. When I first inspected the existing system on Nov. 19, 1991 I found both the tank and the trench surcharged. At that day approximately 1503 gallons were removed from the system. On November 25 we discovered that a toilet had been running for three days, again surcharging the system. On December we conducted an adequacy test and concluded that without surcharging the tank approximately 150 gallons were absorbed during a 24 hour period. On December 5, we surcharged the system by adding water until backup into the tank occurred. At this level 600 gallons were absorbed in a 24 hour period" We also performed a percolation test of the soil adjacent to the trench. We observed a percolation rate of 40 min/in versus 8.7 which was used for the design of the trench. On Jan 9, 1992, the monitor at the end of the trench was found dry, indicating that the trench is absorbing water for the total depth. Rased on our observations we feel that the existing trench is severely underdesigned and must be expanded for proper opera -- tion. According to our measurements 1332 sq. ft. of absorption area is required" 610 has been installed, leaving a deficiency of 692 sq. ft. or the equivalent of 2 bedrooms. We propose to add the required area to the existing trench. The presence of the creek at the back lotline creates a couple of problems. The existing tank is still less than 100 feet away from the creek, however a note on the as built states that Kyle Cherry waived the distance requirement with a letter. To obtain the maximum distance to the existing trench we request a lot line waiver to 5 feet for the proposed trench. The meter used during the test was a Rockwell 5/8" standard water meter which had previously been calibrated by R&M Consultants, Inc. The total daily load for the four bedroom residence is six -hundred (600) gallons; surge capacity is four -hundred and eighty (480) gallons. The Municipality requires the system to accept a surge capacity of 800 of the total daily load at a rate of ten (10) gallons per minute, tested for a two day period and to accept the total daily load plus fifty (50) gallons in twenty-four (24) hours. M.C. Decker u• September 26; 1980 Page 4 Failure Criteria is as follows: 1. Water rises excessively in multi-flo unit at or before 800 of total load added. 2. Effluent overflowing system. 3. Water level does not return to within one inch of static level. S / During both days of testing, the system accepted six -hundred and fifty (650) gallons in seventy-nine (79) minutes, and had returned to the original static level by the next day. We therefore conclude that the system is disposing of effluent at an adequate rate for a typical four bedroom residence. We appreciate this opportunity to be of service to you. It was located approximately 10 feet from the test hole previously drilled, as described in our report dated September 8, 1975. The purpose of this test hole was to get a percolating rating for the silt material alone. The test hole was placed and logged as previously described in our letter of September 8th. The percolation rate for the hole was 30 minutes per inch. Using the data contained in Table A -- "Area Requirements for Individual Residences" on page 8, of the "Manual of Septic Tank Practice", published by the U.S. Department of Health, Education & Welfare, the absorption area requirements per bedroom for seepage pit placed in this material is 250 square feet. L� exact and the silt contents listed were estimated. All five (5) of the test holes drilled showed a considerable amount of silt to a depth of 10.0 to 15.0 feet below the ground surface. Therefore the holes were all taken to a depth of 20.0 feet below the ground surface. On Lots 28, 29 and 30 no water table was encountered for the full depth of the test hole. These holes were filled with water, let set over night, refilled and monitored. Over a period of 1-1/2 hours, the percolation rate for Lot 28 was 2.8 minutes per inch; the percolation rate for Lot 29 was 5.5 minutes per inch and the percolation rate for Lot 30 was 3.3 minutes per inch. Using the data contained in Table A "Absorption Area Requirements for Individual Residences" on page 8, of the "Manual of Septic Tank Practice", published by Mr. Carl Pruett Page 2 September 8, 1975 the U.S. Department of Health, Education and Welfare, the absorp- tion area requirements per bedroom for a seepage pit placed in the material represented by these test holes would be 100 square feet, 130 square feet and 115 square feet for Lots 28, 29 and 30, respectively. We would like to point out, that though these percolation rates are for the entire hole being percolated, �t is our feeling, that most of the colation took lace in the more materia s below We would therefore recommend that _ -.,. the above mentioned absorption requirements be utilized only if the seepage pits are placed down in the more granular strata. If this is not done, a more.conservative value for the absorption area requirements should be utilized. On Lot 26/ the water table was encountered at 17.0 feet, while on Lot 8;the water table was encountered at 15.0 feet. Recogniz- ing a`fiie Greater Anchorage Area. Borough; Department of Environ- mental Quality will not allow the bottom of a seepage pit to be any closer to the water table than 4.0 feet, we redrilled a hole adjacent to the existing test holes on Lot 26 and 27 to a depth of 4.0 feet above the water table - - - f3.0 feet on Lot 26 and 11.0 feet on Lot 27. These second test holes were filled with water, left to saturate.:. over night, refilled and percolated. This was done on September 4, 1975. The percolation rate for Lot 26 was 5.0 minutes per inch while the percolation rate for Lot27 was 6.7 mine uts per inch. Again utilizing the published data previously referenced, the. absorption area requirements for a seepage pit placed on Lot 26 would be 12S square feet per bedroom while the absorption area requirements on Lot 27 would be 175 square feet per bedroom. It is our feeling that the absorption area requirements listed in the above paragraph for Lots 26 and 27 are probably a little low. The bottom of each test hole on the lots just did penetrate a more granular layer below the silt (see the test hole logs). The high percolation rates may be a reflection of this granular material in the bottom of•the holes. With this in mind, it would be prudent to use a more conservative value for the absorp- tj_Qn._ar&A requirements on both lots. We would suggest a value more on the order of 250 square fee�--per—brrdrmm Also, we would like to note that the values for the water table listed on the logs are for the date of exploration only. D. Certificate of On -Site Systems Approval. An approval by the Municipality of existing water and wastewater disposal systems given at the time of property sale and title transfer in accordance with AMC 15.65. These approvals certify that the systems are adequate for the homes that they support and meet the codes that were in place at the time of system construction. C. Damage. Any man-made or natural change in a system that would inhibit the system from performing as designed. D. Maintenance and Repair. The scheduled and as needed replacement of existing parts, components and pieces of an AWWTS that were included in the original design which would allow the AWWTS to continue to perform as designed. E. Permit (Construction) An On -Site Wastewater Disposal System Construction Permit as defined by AMC 15.65. F. Permit (Operating) An Advanced Wastewater Treatment System Operating Permit. An annual permit, issued by the Municipality, that allows the Owner to operate an AWWTS, upon meeting all the requirements of this agreement, the conditions of Operating Permit, the requirements of the On -Site Wastewater System Construction Permit and all relevant provisions of AMC 15.65 3. Fee. Owner shall pay to Municipality an annual fee of 0 (S 0 .00), payable on or before the issuance of the operating permit and annually thereafter. The annual fee is due on or before the anniversary date of the approval by the Municipality of installed system. 4. Term. The term of this Memorandum of Understanding shall be for the life of the A W N%'TS. The tens begins on the date of approval by the Municipality of the installed system and shall continue while the AWYkTS system is in use or operational or until the property is sold or title is transferred by owner and a new certificate of On -Site approval is issued to the new owner or transferee of the property. S. Alterations, Installation and Removal of Additional Equipment. Owner agrees not to make any alterations, removal of parts or additions to the AWRTS without a Construction Permit from the Municipality. 6. Maintenance and Repairs. A. Throughout the term of this Memorandum of Understanding, the Owner shall maintain AW%'rS in good repair. In addition, it shall be the responsibility of the Owner during the tens of this Memorandum of Understanding, and any extensions or renewals thereof, at the owner's sole expense, to pay for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs. Further, Owner agrees to comply will all applicable ordinance, laws, regulations, rules and orders for the AWATS. B. Owner agrees to provide the Municipality a written schedule of routine maintenance and repairs which have been performed on the system pursuant to the terms and conditions contained in the Owner's AWRTS Operating Permit. This schedule shall be submitted to the Municipality annually upon the renewal of the permit. Nonwaiver. The failure of either party at any time to enforce a provision of this Memorandum of Understanding shall in no way constitute a waiver of the provisions, nor in any way effect the validity of the Memorandum of Understanding or any part hereof, or the right of such party thereafter to enforce each and every provision hereof. S. Amendment. A. This Memorandum of Understanding shall only be amended, modified or changed by a writing, executed by authorized representatives of the parties, with the same formality of this Memorandum of Understanding was executed and such writing shall be attached to this Memorandum of Understanding as an amendment. Street Anchorage, Alaska 99501 Re: Lot 26, Block 4, Valli Vue #2 The above referenced lot had a new septic tank installed on April 19, 1982. Per the installer, Newton Excavating, and the homeowner, this work was inspected by John Kennedy of the MOA. There is no record on file for the septic tank and John Kennedy does not recall doing the inspection. Per contacts with John Kennedy and Susan Oswalt of the MOA, on July 21, 1986 the size of the tank was verified by pumping it with me present. The attached receipt from Isaacs Pumping shows 1250 gallons was pumped from the tank. I probed the tank and verified it to be 5 feet in diameter and the distance between the cleanouts is 9 feet which is standard for a 1250 gallon tank. The tank is buried at a depth of 3.6 feet below the surface. Also attached is a copy of Newton Excavatings bill to the homeowner for installation of the tank. I feel that 1250 gallons is the accurate size of the existing septic tank which is adequate for this 4 bedroom home. From the HAA inspection on July 8, 1986, I found the septic tank to be 85 feet from the creek that is to the south-east. From the original as -built dated November 13, 1975, the remarks state, "Creek waiver per Kyle Cherry letter." A copy of that letter dated November 6, 1975 is attached. The new septic tank was installed in the same location as the original multi -flow unit and connected to the original drainfield. On October 14, 1985, the absorption area was upgraded and the old drainfield abandoned. The septic tank location was not addressed because of the waiver letter from ADEC. We request that you authorize the location of the existing septic tank and honor the waiver letter issued by ADEC. The septic tank is fairly new, steel 2 compartment, wxt watertight couplings and no detectible leaks. If you have any questions, please contact me at 561-5040.
