3. The wastewater code requires inspections during the installation. The engineer must notify the Development Services
Department at least 2 hours prior to each inspection. Provide notification by calling (907) 343-7904 (24 hours).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather must either:
A. Open and Close on the same day.
B. Covered, sealed, and heated to prevent freezing.

Ladies and Gentlemen:
I am writing to request a septic system installation permit for the above referenced property. The
existing septic system did not meet COSA operational requirements. The proposed system will
serve a 3 -bedroom single-family residence. Soil logs, design calculations, a site plan, design
drawings and construction specifications are enclosed for your review.
Design Cales: Groundwater was not observed (Test hole depth 19.5 feet below ground surface
9/4/14).
Soil Rating. From Test hole 8/29/14
8.3 min/in = 0.8 gal per sq.ft/day
No. of Bedrooms 3
Required Area per Bedroom: 150/ 0.8=187.5sq.ft.
Total area required: 187.5 x 3 = 563 sq.ft.
System: We are proposing a 1250 gallon STEP tank followed by a trench absorption field. The
absorption field will be 40 feet long and 2 feet wide and contain 8.0 feet (640 sq.ft. effective) of
sewer rock.
Soils: A test hole was excavated to a depth of 19.5 feet on August 28a`, 2014. See the attached
soil logs. Groundwater was not observed on September 4, 2014. Ground water monitoring will
continue through construction of the septic system.
Surface Water: A stream/ drainage runs along the eastern property line approximately 95 feet
from the existing septic tank.

Topography: The ground level slopes down towards the northeast at approximately a 5% grade
Waivers: An existing surface water waiver has been granted for the septic tank. The
existing waiver justifications apply to the new tank (see attached letters). Per conversation with
Jay Crewdsen (9/5/14) the existing waiver is worded such that is should apply to the new tank.
The installation of this septic system will not prevent wells and septic systems from being
installed on the adjacent lots. The proposed septic system will not change the general slope of
the area. Ponding and/or concentration of surface runoff will not result from this installation.

RE: Subsurface Investigation for On -Site Sewer Systems
Lots 26, 27, 28, 29 and 30, Block 4, Valli-Vue Estates
Dear Mr. Pruett:
Transmitted herein are the results of the subsurface investigation
performed on the above referenced lots, August 25 and 26, 1975.
The drilling was done with a Mobile Drill B-50 drill rig mounted
on a Flextrack-Nodwell track vehicle, owned and operated by
Denali Drilling, Inc. The test holes were logged and the drilling
supervised by Mr. O.M. Hatch, senior technician/staff geologist
with Alaska Testlab. The locations of the test holes are sketched
on the attached Figure 1.
Table A is the logs of the test holes drilled. The standard
explanatory information contained in the back of this report
will be helpful in interpreting the data contained on the test
hole logs.
Classification of the soils is by the unified soil classification
system, but was done visually. It would therefore be prudent
to keep in mind that the classifications are not necessarily
exact and the silt contents listed were estimated.
All five (5) of the test holes drilled showed a considerable
amount of silt to a depth of 10.0 to 15.0 feet below the ground
surface. Therefore the holes were all taken to a depth of 20.0
feet below the ground surface.
On Lots 28, 29 and 30 no water table was encountered for the
full depth of the test hole. These holes were filled with water,
let set over night, refilled and monitored.
Over a period of 1-1/2 hours, the percolation rate for Lot 28
was 2.8 minutes per inch; the percolation rate for Lot 29 was
5.5 minutes per inch and the percolation rate for Lot 30 was
3.3 minutes per inch. Using the data contained in Table A -
"Absorption Area Requirements for Individual Residences" on
page 8, of the "Manual of Septic Tank Practice", published by

the U.S. Department of Health, Education and Welfare, the absorp-
tion area requirements per bedroom for a seepage pit placed
in the material represented by these test holes would be 100
square feet, 130 square feet and 115 square feet for Lots 28,
29 and 30, respectively.
We would like to point out, that though these percolation rates
are for the entire hole being percolated, �t is our feeling_
that most of the p-�_colation�took_2lace in the more c{x a ulama
materia -s below tkle We would therefore recommend that
the ---above mentioned absorption requirements be utilized only
if the seepage pits are placed down in the more granular strata.
If this is not done, a more conservative value for the absorption
area requirements should be utilized.

On Lot 26 the water table was encountered at 17.0 feet, while
on Lot 8/the water table was encountered at 15.0 feet. Recogniz-
ing a if�e Greater Anchorage AreaWBorougii; Department of Environ-
mental Quality will not allow the bottom of a seepage pit to
be any closer. to the water table than 4.0 feet, we redrilled
a hole adjacent to the existing test holes on Lot 26 and 27
to a depth of 4.0 feet above the water table - - - f3.0 feet
on Lot 26 and 11.0 feet on Lot 27.
These second test holes were filled with water, left to saturate.'.
over night, refilled and percolated. This was done on _September
4, 1975. The percolation rate for Lot 26 was 5.0 minutes per
inch while the percolation rate for Lot27 was 6.7 minuestper
inch. _..
Again utilizing the published data previously referenced, the.
absorption area requirements for a seepage pit placed on Lot
26 would be 125 :s -quare feet per bedroom while the absorption
area requirements on Lot 27 would be 175 square feet per bedroom.
It is our feeling that the absorption area requirements listed
in the above paragraph for Lots 26 and 27 are probably a little
low. The bottom of each test hole on the lots just did penetrate
a more granular layer below the silt (see the test hole logs).
The high percolation rates may be a reflection of this granular
material in the bottom of -the holes. With this in mind, it
would be prudent to use a more conservative value for the absorp-
tionn areq_requirements on both lots. we would suggest a value
more on the order of 250 square feet per-b�dr
Also, we would like to note that the values for the water table.
listed on the logs are for the date of exploration only. The
water table will fluctuate with seasonal and climatic changes.

The exploration was conducted using a Nodwell mounted Mobile
Drill model B-50 drill rig with a continuous flight solid
stem auger. The rig is owned and operated by Denali Drilling Inc.
Drilling was supervised, the test holes logged,.and the percolation
test run by Mr. R. Mark Hansen, engineer with Alaska Testlab.
The test holes were placed at the approximate locations shown
on Figure 2. Logs of these test holes are included as Table A
of this report. In interpreting the logs it would be helpful
to utilize the explanatory information contained in sheets
1 to 3 of this report.
When drilling was completed a 3/4" slotted PVC pipe was inserted
in the hole to aid in determining the free water level. For
the percolation test, the test hole was filled with water

and left overnight to saturate. On returning, the hole was
refilled with water and the drop in the water level carefully
monitored over the next 60 minutes.
This procedure is not a standardized percolation test, however,
we understand that the Anchorage Department of Environmental
Quality prefers tests performed in this manner to evaluate
a site for a proposed on-site sewerage.system.
Using the above test, the observed minimum percolation rate
for Loi. 9 was 10 min. per inch, and for Lot 27 it was 12 min.
per inch. No water table was observed during drilling, but
it should be noted that the free water level normally fluctuates
seasonally and with precipitation.

This is in regards to Valli Vue #2, Block 4, Lot 27. On June 6, 1977, a 1000
gallon septic tank and a 36 foot long trench were installed. Recently this
septic system passed an adequacy for a one bedroom house, so a two bedroom
upgrade trench was added, for a total of a three bedroom system.
Now, the new septic system is the proper distance from the stream. But
unfortunately, the exsisting tank and field are 94 feet from the stream. The
slope from the tank to the stream is 7%. The tank has a caulder coupling on
the outlet, and the inlet was sealed with tar. No leaks were observed so it
is apparently water tight. In addition, the soil is a silty sandy gravel
which will no doubt help to filter out any effluent before it reaches the
stream.
We are asking for a waiver of the separation distance between the existing
septic tank and the stream, and the existing 1977 trench and the stream to be
94 feet.
