The purpose of this letter is to provide the required design narrative in support of our application
for a permit to install a 4000 -gallon holding tank on Lot 3, Block 2, Valhalla S/D. A site plan, design
drawings, soils test results and specifications are enclosed for your review.
The existing soil absorption system serving this lot is operating in a surcharged condition. Three
test holes were dug to evaluate soil suitability for construction of a replacement soil absorption system,
but the dense, cohesive silt that was encountered in each would have a percolation rate well in excess of
120 minutes per inch. The generally unsuitable soil conditions in the area are reflected by the fact that
most of the surrounding lots are either undeveloped or served by holding tanks.
The proposed project will have no significant impact on present or future water supply
and wastewater disposal systems serving adjacent properties, nor in my opinion will it have any
significant impact on reserved space -surface and subsurface, or on drainage.

Specifications
1.0 General:
1.1 The scope of the project consists of abandonment of an existing septic tank and soil
absorption system and installation of a 4000 -gallon holding tank with a high-level alarm system.
1.2 Construction shall be as depicted on the approved site plan and design drawings. Minor
deviations from these drawings may be allowed or required by the engineer conducting the inspections.
All construction procedures and material specifications shall conform to Municipal and State
requirements. All separation distances shall be in conformance with Municipal requirements, unless
specifically waived.
1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work
around any buried utilities. There is a gas line running on the south side of the existing septic tank, so it
may be preferable to install the new holding tank in the same location as the existing septic tank.
1.4 The contractor shall provide adequate cover material and rough grading over all system
components to ensure that proper drainage is achieved after settlement and that there are no residual
depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas.
1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading
after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the
construction.
2.0 Holding Tank:
2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the
top and backfilling with soil, or by removing, crushing and burying elsewhere on the lot or disposal at
the Municipal landfill.
2.2 The new 4000 -gallon Municipally approved holding tank shall be installed in the
approximate location shown on the site plan. The tank shall be set level on undisturbed soil and buried a
minium of Ffeet below final ground surface to prevent flotation.
2.3 All pipe connections to the tank shall be equipped with waterproof mechani
mcal couplings. The
waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot.
2.4 The holding tank shall be equipped with a low voltage, high level float that triggers an
approved visible and audible alarm mounted inside the residence. The float shall be positioned to
trigger the alarm when the fluid depth is approximately 57 inches above the bottom of the tank, thereby
leaving 600-800 gallons of capacity remaining in the tank at the time the alarm first sounds.
3.0 Inspections:
3.1 A total of 3 engineering inspections will be required during the course of the project: (1)
initial stakeout with the contractor to establish the location of the system and to discuss the plans,
specifications and construction procedures, (2) after the tank has been set level in the excavation and the
piping connected and alarm installed, but prior to backfill, and (3) after final backfill and grading is
complete.
3.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far
in advance to ensure the availability of the engineer.

Subject: Soils Uvestigati-on for Sanitary Sewer System Lot 3, Block
2, Valhalla Subdivision, Anchorage, Alaska
Dear Mr. Bensler:
At your request of May 11, 1977, we conducted a subsurtace soils in--
vesti-gation at the proposed location of the sanitary sewer system on the
subject lot. The investigation complied with those procedures required
by the municipality of Anchorage, Department of Health and Environmental
Protection.
This :investigation, which was accomplished on May 12, 1977, consisted
of a test hole drilled to a depth of 20 feet below the existing ground
surface. The location of the test hole is shown in attached Drawing ]1--01.
Drilling took place with rotary drill rig using continuous flight solid-
ste- auger with an outside diameter of 6 inches. A sample was taken at
the the depth shown on the soils log in attached Drawing A-01..

pumped out and approxi.rn3tely 1000 gallons were recovered.
Shortly thereafter over 450 gallons of water were pumped into

at that time.
