The new tank will meet all DEC requirements stated in the waiver issued in 1984, therefore the waiver still applies. We are therefore requesting a permit be issued for the construction of a new 1,000 gallon steel septic tank to serve the home. The attached Site Plan and backup documentation identify the location and configuration of the existing septic system and the location of the new tank. Also identified on the plans is the existing well on the lot. A waiver is currently in place allowing the tank to be 75' from the well. The new tank will also be located more than 75' from the well and a new waiver is not required as the new tank will meet the requirements of the old waiver regarding sealed tanks with caulder couplings. The existing tank on the lot will be properly disposed in accordance with Municipal Code. The ground surface on the lot slopes at a grade of 5% to the north in the area of the septic tank. The tank will be constructed near the location of the old tank and in conformance with Municipal requirements. If the tank is constructed in accordance with our design the following statements apply: The tank, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The tank, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The tank, if constructed as designed, will have no adverse impact on reserve Lot 6, Block 3, Valhalla October 5, 2011 Page 2 of 2 space, either surface or subsurface, on any lots located in the area. 4. The investigation complied with those procedures required by the Municipality of Anchorage Department of Health and Environmental Protection. This investigation, which was accomplished on April 27, 1979, consisted of a test pit excavated to a depth of 19 feet below the existing ground surface. The test pit was sited according to your instructions and its location is shown in attached Drawing A-01. Excavation was accomplished with a Drott 40 backhoe. All material excavated was continuously monitored by an experienced engineering geologist. The topography at the excavation site is generally gently -sloping to the west. At the time of the investigation the site had original vegetation consisting of 8 inch diameter birch and spruce and alder thickets. The top of the test pit was located at original ground surface. The soils encountered in the excavation are shown in the test pit log in Drawing A-01. This log displays specific conditions encountered at the test location. However, subsurface conditions may vary in other parts of the lot without any apparent surficial evidence of the change. Groundwater was not encountered and bedrock was not encountered. At the time the pit was excavated seasonal frost was not present and permafrost was not encountered. A percolation test was performed in a 2 -foot hole at the depth of 6 feet in an adjoining test pit. The data in Table 1 show average infiltration from the depths indicated to the bottom of the hole. Mr. Cogger: The drainfield on the subject lot was installed in 1981. The MOA approved 2012 inspection report (for the septic tank upgrade) notes the separation distance between the drainfield and the lot line as 1 foot; however, it is the current position of the MOA that approval of the inspection report (for a tank installation) does not constitute an MOA lot line waiver. The MOA approved 1981 inspection report for the drainfield notes the separation distance between the well and the drainfield as 93 feet. There is a waiver letter from ADEC in the MOA records for B1, L6 that allows for the drainfield to be 93 feet from the well. Based upon the 1995 COSA for B3, Lot 6 it is understood that the MOA believes the subject waiver to be for B3, L6. In order to request the needed lot line waiver, GEG asked the owner to have a cleanout installed at the east end of the trench. After installing the cleanout and having the location of the drainpipe professionally located, we determined that the well is approximately 85 feet from the drainfield and that the drainfield is approximately 1 -foot from the north lot line and 5 feet from the west property line. Attached is a site plan showing the encroachments. It was reported (see A+ Home Services invoice) that when installing the monitoring tube at the east end of the trench, it could only be driven to a depth of about 5 feet below the invert of the drainpipe. At this time, we are asking that a 1 -foot line waiver (to drainfield) be issued to the north lot line and a 5 -foot waiver to the west lot line. We are also requesting that the existing well-to-drainfield waiver be amended to 85 feet. In short, there is no concern associated with the encroachment of the drainfield to the lot line. • The west lot line is a road right-of-way, so there are no septic system encroachments of concern. • Recent water sample results for the well on Valhalla Subdivision, B3, L6 tested Negative for bacteria and 2.02 mg/L for Nitrate/Nitrite. The Nitrate level in 1995 was 0.53 mg/L In short, the Nitrate level has only moderately increased (by 1.49 mg/L) over the last 30 years. • The drainfield to well encroachment has existed for over 44 years without any significant adverse impact on the water quality in the subject well. • Based upon the MOA GIS mapping and Google Earth "Street View", the topography runs downhill from east to west. • There is no well log on file. This is moot because we are not evaluating the hypothetical risk of a proposed encroachment. Instead, we are observing the water quality data associated with an encroachment that has existed for 44 years. They indicated there was 5' more of drain line to the east. The west is definitely at the end on that side. Maybe the overall length was wrong by a few feet in the original drawing? Since the pipe would run in a straight line, it would seem to be be impossible to be off the property. The drain field and well are the two things we've never had issues with for the 30 years we've owned the house. (3) Exposed electrical wires to the well head are in violation of the Municipality of Anchorage codes and must be encased in conduit. (4) Upon inspection it was noted that effluent from the on-site sewer system was on the ground. Therefore, an upgrade of the sewer system will be required. Prior to the upgrade a soils test will need to be performed in order to obtain a permit for the upgrade.
