Box 19-6650 Anchorage, AK 99519 Deon' SLrs: The propose of this letter is to provide the required design nm,ative in support of our application for a permit to upgrade the wastewater disposal facilities on Lot 17, Block 3, Valhalla S/D #1, located at 12016 Wilderness Road. The existing soil absorption system is operating in a sumharged mode, and thus does not qualify for a HAA certificate. Soils logs, perc test results, a site plan, design ch'awings and specifications m'e enclosed for yom' review. The proposed system will be constructed between test holes #1 and #3. As can be seen from the soil log for test hole #3, the native material between 4.5' and 9.5' is a slightly silty sand with a measured perc rate of 1 minute per inch. Using the slightly conservative soil application rate of 0.7 gpd/sq, ft. specified in the wastewater ordinance for filter sand, this 3 be~oom residence requires a total absorption on'ea of (3 x 150)/0.7 = 643 squm'e feet. The proposed 12' wide by 58' long bed design has a total absorption m'ea of 696+ square feet. The purpose of the 53+ squon'e feet of extra area is to compensate for the fact that a portion of the bed will cross the existing soil absorption ~ench. The specifications call for the top two feet of sewer gravel and any contaminated soil under the bed in the on'ea of the old U'ench and/or seepage pit to be excavated and replaced with clean coarse sand. The topogn'aphy of the lot slopes generally to the west at approximately 10%. The configuration of the bed is designed to roughly follow the surface contours while remaining outside the 100 foot radius of the well. Since the bed will have to overlie test hole #3, the specifications call for this test hole to be re- excavated and backfilled with properly compacted coon'se sand. The proposed project will have no known impact on present or futura water supply and wastewater disposal systems, serving adjacent properties, nor will it have any known impact on resmwed space/surface and subsurface, or on drainage. Minor deviations from these ch'awings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal ,and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. Access to the construction site may be best achieved along the utility easement from the north after some grading and clearing of dead u'ees, if permission is granted by the owner. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper ch'ainage is achieved after settlement and that them are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas distm'bed by the construction. 2.0 Septic Tank: 2.1 The existiug 750 gallon and 500 gallon septic tanks m'e to be properly abandoned by pnmping, removh~g theh' tops and backfilling with clean soil. 2.2 The new 1000 gallon septic tank shall be Municipally approved and shall be set level on undisturbed soil~outside the 100 foot radius from the well north of the proposed soil absorption bed. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is bm'iext less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4'" per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. Since them is no existing foundation cleanout, a double cleanout shall be installed at the point where the new waste lhm connects to the existing waste line from the building, and another double cleanout shall be installed within 5 feet downsu'eam of the septic tank. 3.0 Soil absorption system: 3.1 The soil absorption system shall be constructed by excavating the sm'face soils from the 12' wide by 58' long bed m'ea to encounter a slightly silty sand stratum at a depth of approximately 5' in tile vicinity of test hole #3 (somewhat deeper nea' the south end of the bed). The bottom of the bed shall be level. If necessary, eom'se sand meeting the M.O.A. specifications for filter sand may be used for leveling: 3.2 The material which was used to backfill test hole #3 shall be m-excavated and replaced with properly compacted filter sand. In the area where the bed crosses over the existing trench, the top two feet of sewer gravel under tbe bed bottom and any contaminated soil found there or in the vicinity of the old seepage pit shall be removed and replaced with com'se filter sand. Contaminated soil and sewer gravel shall be disposed of in the old seepage pit, which is to be completely backfilled. 3.3 A total of 12 inches of approved sewer gravel shall be placed in the bottom of the bed with the perforated distribution pipes spaced 6 feet apart mid laid level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 3.4 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings. The portion of the monitor tube extending through the sewer gravel shall be perforated. 3.5 Approved filter fabric sl~all be placed over the entfl'e top sm'face of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 3.6 The top sm'face of the cover material shall be raised a minimum of 6 inches higher than the surrounding ten'ain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 3.7 The homeowuer sh~l be responsible for ensuring that 'all m'eas disturbed by the constructiou are covered with topsoil and seeded to promote revegetation after the backfill material has stabilized. 4.0 Inspections: 4.1 A total of 5 engineering inspections will be required during the course of the project: (1) ioitial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at tile right elevation, and confmrns with the soil test information, (3) after the sand lex~eling and/or filter material has been placed, (4) after the sewer gravel is in place and the disu'ibution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (5) after final backfill and grading is complete. The septic tank requh'es one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently fro' in advance to ensure the availability of the engineer. One thousand gallons were pumped from the septic tank prior to the perform- ance of the test on the seepage pit. During the test the liquid level in the seepage pit was monitored as 75~ gallons were removed and 800 gallons were pumped back into the seepage pit to the inlet level. If the 4 bedroom residence on the property is to house 8 people, the average load on the system can be expected to be 600 gallons per day. We can therefore conclude that the system is not disposing of effluent at an adequate rate for a 4 bedroom residence.
