4, as submitted, and finds these lots will support.
on-site sewer systems. However, the department requests
additional soils tests for Lots 9, 10, 12, 13. Note
the tests for Lots 12, 13 must be in an area outside of
the 200 foot well protected radii and a letter of
app~ovalof the community well from the Department of
Environmental Conservation, State of Alaska prior to
final approval. Also, on-site sewer systems must be
in an area less than 25 % slope.

We have reviewed the plans and specifications for the subject project.
Enclosed with this letter is a "Certificate To Construct" for the drinking
water system. The "Approval to Operate" section of the certificate must
be completed by a representative of this Department prior to placing the
system in operation.
It should be remembered that final approval will necessitate the submission
of Engineer As Built Plans. This will consequently mandate that a private
professional engineer conduct basic inspection of this project so as to be
able to sign off on as built plans. Arrangement for this inspection work
is the responsibility of the developer.

done on Au~st 16, :1984, with ~e int~tion of delineating ~e ~frost
zone.
Two test holes were performed, using a small backhoe. In both tests, no
frozen ground was encountered at all, and the soil was beautiful clean
gravel and coarse sand like elsewhere in the subdivision. These tests
were spaced in a manner so as to give a representative idea of what the
soil was like in the presumad permafrost zone (see map enclosed. ) Since
no frozen ground was found at all, it appears that the test hole with
permafrost was an unusual isolated pocket, and is not representative of
any permafrost zone. The test hole that had permafrost in it differed
fraql the others in that there was a layer of silty sand, with really fine
sand, from 5 to 8 feet, which was frozen and hard like cement. This
strata was not found in any other test hole. Apparently it is just a
silty sand pocket that does not drain well and for some reason has not
thawed out. This strata does not appear to be laterally continuous and
thus does not appear to be a a serious problem.

McCabe Subdivision
This memo is to familiarize staff and the platting board with the
developers intent and the current site conditions regarding McCabe Subdivision.
HISTORY
During the March 2, 1983 Platting Board hearing, Case S-6768 Eklutna East,
which Subdivided four (4) lots into?ight (8) lots was approved. This
preliminary plat is still pending. Since the approval of this plat, the
Chugiak areawide zoning study has occurred. The result o~ this study is that
thi~i~rticular site has been noted by-physical planning to be designated as
one (1) dwelling unit to two (2) dwelling~ units an acre. The justification
for this reclassification stems from the fact that the lot sizes of one (1) to
two (2) dwelling unitsanacre is compatible to the surrounding land use
pattern and the fact that these lots within McCabe Subdivision will be served
by a co,~unitywater system (Dawn Water Company). The plat before the board,
had been suk~itted for the June meeting, however this 15 lot plat was pulled in
an effort to address staff's concerns regarding topography and vegetation. The
12 lot plat suk~itted for the July meeting satisfies staff's concerns and the
petitioners goals.

The petitioner for this plat is also the owner and manager of Dawn Water
Company of which the proposed lots w~ll be serviced by. Increasing his service
base will yield benefits such as delaying cost increases, providing a reliable
water source to each proposed lot, minimize the potential for potable
groundwater contamination and provide the opportunity to live in the growing
co~unity of Peter's Creek.
This part of the site is gently sloping to the southwest and the south half
of the site is undUlating knolls. A bench (wooded slope) transects the site in
a northeasterly direction'.

SITE VEGwI'ATION
In the northern part of the site is an open coniferous forest with White
Spruce and Alaska Pape= Birch dominating and the remainder of the site is
closed deciduous forest with a dense stand of Alaska paper birch dominating.
ACCESS
Access is gained to the site from the weSt and the New Glenn Highway by
Chugiak Drive, from the south it is gained from Monron Drive which is only
constructed to the southeast corner of the property.

on June: 20 & 22, 1984, ~]~.~ka Environmental Control Services, Inc. performed
six soil te~[~ in the proposed McCabe subdi~on located along Ch~giak DIive in
North Peter's Creek, The tests done were scattered over five of the twelve-
propcsed lots ,~q a smal~ backhoe that could dig to roughly 12 feet_ The
purpcse Was to determine whether' ar not soil which ~s permeable enough to
support on-sLte septic systems was present in ~!f-~nt quantity to warrant
subdividing.
In ail the t~st b~ dug, excellent soil was found--clean grave]s and coarse
sands~ which ail were visua]Iy ratsd between 85 and 150 square feet
b~reem. One could reason~hl~v ex~l,~e~ batween test holes and uredict that
th~ good grave]s: run~ throughout the sukdi~ ~ n, so that there i~ ~ob~hly
Water was encountered on one lot (Lot 4) at a depth of 12 fe~_ The water
/~vel was: 10 feet a- week later, On Lot 6, pentecost was ~ncountered~ The
excavator bed a ~ult ~e d~ging, remanking that it was hard ~ cement_.
Ice cm3sta]s were present in the ~vel s-~'ata, which was und~rlMn by a frozen
fine-s~lty sand. Therefore, a second t~st h~le was done elsewhere on this
where vegetation and topography changed, and here beautiful clean non-frozen
9ravel was found from 2 to 12 feet_ r~ ~s p~h]~ that the permaan~st runs in a
~ ~'~, which I have drawn on the map--here there i~ an unusual aksence of
par~leling a toEc~raphic drop. ]~ wonld be ~ for peoDle b~ng on ~

systems in~ ar~.~ where no permafrost i~. Th~s appe~ to be no problem, as
excellent snfl~: seem to permeate the subdi~4on.
