The proposed system will serve a proposed 6-bedroom duplex. This design is for a 6-bedroom structure. Wells The subject property is served by community water. There are no wells within 200’ of the designed system. Soils AK Built Construction & Design, LLC (AK Built) performed a test hole, percolation test, and groundwater monitoring on October 18, 2025. Soils are classified as silty sand (SM) with gravel and poorly graded gravel with silt and sand (GP-GM). Groundwater was encountered in TH-01 (9’ BGS). Groundwater was observed at least seven (7) days later and found to be absent. The percolation rate in TH-01 was 2.67 minutes per inch. An application rate of 1.2 gallons/day/square feet shall be used for a conventional wastewater system. Wastewater disposal systems The designed wastewater disposal system is a wide trench system with 36” of sewer rock below the pipe invert. The replacement wastewater disposal system is designed to be an Advanced Wastewater Treatment System (AWWTS) utilizing a bed septic field. Neighboring parcels with existing disposal sites do not impact the subject parcel and the proposed system will not negatively impact neighboring parcels. Drainage There is an unnamed creek running north to south along the back of the subject parcel. The designed wastewater disposal system maintains 100’ of separation from this creek. The replacement disposal site maintains 50’ of separation from this creek. Topography The designed system is located south of center along the east-west orientation of the property and east of center along the north-south orientation of the property. The surrounding property slopes down- gradient from east to west. Steep slopes do not exist in the vicinity of the designed system. The proposed wide trench system is installed on a slope less than twenty-five percent. Final grading of the wide trench system shall be at a slope not greater than a 3H:1V (33%). The proposed replacement site topography has a gradient of less than 10%. The designed system does not have probable adverse impacts to adjacent properties. THE OPPOSING CLEAN OUTS SHALL BE ORIENTED SUCH THAT THE CLEAN OUT CLOSEST TO THE TANK SHALL BE TO CLEAN THE LINE AWAY FROM THE SEPTIC TANK, AND THE CLEAN OUT FURTHEST FROM THE TANK SHALL BE ORIENTED TO ALLOW CLEANING TOWARD THE SEPTIC TANK. THE CLEANOUTS SHALL BE LOCATED ON UNDISTURBED SOIL. A PRESSURE SYSTEM DOES NOT REQUIRE A DOUBLE CLEAN OUT. 11. SINGLE SEGMENTS OF SUBSURFACE DISPOSAL FIELDS SHALL NOT EXCEED 100 FEET IN LENGTH. 12. THE LONG AXIS OF A DISPOSAL FIELD SHALL FOLLOW THE CONTOURS OF THE ORIGINAL GROUND. 13. AT LEAST ONE 4" DIAMETER MONITORING TUBE SHALL BE INSTALLED IN EACH SEPARATE DISPOSAL FIELD SEGMENT TO ALLOW MEASUREMENT OF THE FLUID LEVEL IN THE DISPOSAL FIELD. MONITOR TUBES SHALL NOT BE CONNECTED TO THE DISTRIBUTION PIPE NETWORK. THE PORTION OF A MONITOR TUBE EXTENDING DOWN FROM THE LEVEL OF THE HORIZONTAL DISTRIBUTION PIPES TO THE BOTTOM OF THE DRAIN ROCK SHALL BE PERFORATED. THE PORTION OF THE MONITOR TUBE ABOVE THE HORIZONTAL DISTRIBUTION PIPES SHALL BE NON-PERFORATED. The requested separation is 2.3’ between the soil absorption field and the property line. AMC 15.65.210 B. 1. h. states the following, A subsurface disposal field shall be located in compliance with the separation distances required by state code, and not less than: Ten feet from any property line. The subject parcel is currently vacant, and it is proposed to have a 6-bedroom duplex, multi-family home. There is a creek that traverses the backside of the property that significantly reduces the available land for a conventional septic system. The owner desires a conventional septic system to be constructed to serve the proposed structure. The proposed septic system adheres to all other AMC 15.65 provisions for siting of septic system components. Soils on the subject parcel and neighboring parcels consist of silty sand and poorly graded gravel with silt and sand. The percolation rate of these soils is anticipated to allow adequate effluent infiltration without impacting the neighboring parcel. There is no anticipated negative impact due to the soil characteristics. The topography of the lot slopes downhill from east to west. The proposed soil absorption system is located downgradient from neighboring house with the shared property line in question. Effluent, should it ever surface, would flow away from the neighboring parcel and stay on the subject parcel. There is no anticipated negative impact due to the lot topography. The neighboring lot, Wynter Park #1 Block 3 Lot 13, has no reserve identified on the historical records. The existing Lot 13 septic system has no conflicts with the proposed Lot 14 septic systems. A replacement field for Lot 13 could be sited to the east of the existing field and this would have no conflict with the proposed systems on Lot 14. The anticipated wastewater flow is from a 6-bedroom residence. There is no anticipated negative impact due to wastewater flows. AK Built Construction & Design, LLC does not have reason to believe there will be probable adverse impacts to adjacent properties by approving both waivers.
