Subject: Septic Tank Upgrade Permit — World Top Acres Lot 2
The owner has requested we proceed forward to obtain a septic permit to
upgrade the failed septic tank on the subject lot. The proposed upgrade will
serve the existing 4 -bedroom house.
The adjacent lots are served by private water as noted on the design. There is no
known surface water within 100' of the proposed tank. We do not expect there to
be any adverse effect on adjacent lots by the development of this tank. If you

A Certificate of On -Site Systems Approval inspection and test of potable
water was recently conducted on the well water supply on Block , Lot
2 of World Top Acres subdivision. This inspection revealed a nitrate
concentration of 6.39 milligrams per liter (mg/L) was reported for the
property's well water sample. The Environmental Protection Agency (EPA)
has established a maximum contaminant level (MCL) of 10.0 mg/L for
public drinking water systems. While private wells are not subject to this
regulation, EPA standards are based on existing health information and can
therefore be used to gauge the relative quality of water from private wells.

regarding nitrate.

conscientious engineering analysts of the system In accordance with ADEC and MOA
DSD Guidelines d Regulations. The reported results described the performance of the

Test:
Water was pumped from the well through an outside hose tap,
using the exiating pump. The volume and time were recorded.
Drawdown was not measured as the static water level was
above the well cap.
Results:
The well produced 605 gallons in 93 minutes for an average
rate of 6.5 gallons per minute.
At 6.5 gpm for 93 min., the static level was still at the
top o5 the well.
Conclusion:
The well is currently producing adequately for a 4 bedroom home.

Limiting conditions: All limiting conditions are contained in
the same place. Please see attached. The appraiser has
completed this appraisal to conform to the Uniform Standards of
Professional Appraisal Practice (USPAP) adopted by the Appraisal
Foundation and to minimum requirements for, appraisals established
by the Financial Institutions Reform, Recovery and Enforcement
Act of 1989 (F IRREA) . This appraisal assignment was not based on
a requested- minimum valuation, a specific valuation or the
approval of a loan. The appraisers current or future employment
on compensation is noir contingent upon the ve:pbrting of a.
predetermined value, the amount of the value estimate, the
attainment or a stipulated result or the occu.rence of a
Subsequent event,
Purpose of Appraisal.:', The appraisal is prepared at the request
Of City Mortgage. The estimate Of market value for the subject
propext.y is for federally related mortgage loan purposes.
Scope of the Appraisal: The scope of the appraisal :is to
properly identify the property being appraised for mortgage loan
purposes, gather pertinent data concerning the subject proporty,
analyze the data and form a value conclusion based on this data,.
Effective Date: The appraisal is based on an analysis of the
subject: property as of the date of inspection on ane 28, 1993,
Valuation in based on current market conditions an of the date of
inspection. The effective date of the appraisal and -the date the
apraisal_ report; was prepared are the same. Date and conclusions
are based on the assumption that there have been no detrimental_
Physical, functional, or external factors transpiring between the
date of inspection and date of completion of this report.
Sales History: The property has not sold over the last twelve
months.
Market conditions: The entire Anchorage area saw declining
market values from 1985 to 1988 die to declining oil revenues
and subsequent decreases in population. These conditions led to
value declines in all areas of the real estate market. over the
.last two to three years market: value, of single family and
multi --family properties within Anchorage have st:.ahilKed. An
increase in population has strengthened demand for both single
family and multi -family properties and new construction .is taking
Place in many areas. This is expected to continue.
Highest and Hest- Use: Implicit in the definition of highest and
best use is that the reasonable and probable use or the p oper_ty
is also one which will support the highest present- value as of
thc. date of appraisal-. The residential improvement on the site is
legally allowable on the property. All surrounding build up is
single family and future trends are to single family use. The
improvements are proper Lor the site and will provide the highest
return on the property . The,r,efore, the existing use of the
subject: is considered to be its highest: and best use.

Zoning. The subject:' R-6 zoning district is intended as
suburban single famili area with larger lots and low population
densities. The subject site conforms to this zoning,
Basements and Encroachments: The gravel, drive to the property
encroaches :into the adjacent lot (Lot 2S) per the as -built survey
by P. Hildsman dated May 25, 1993. It is reported that the
seller and the owner of the adjacent property are in the process
of drawing up an agreement to resolve this conflict. It is a
condition of this report that this be complete.
Cost Approach: This derives a value indi_c:ation by estimating the
current cost to reproduce or replace the existing structure,
deducting for all accrued depreciation in the property and adding
the estimated land value. Croats are based on the Marshall and
Swift residential cost. handbook, si.mewhat: modified by actual.
costs to .local. builders.
Following is a discussion of comparable adjustments:
Site/view; Adjustments for differences in site values are made
strictly for the difference between the subject's site value and
that of the comparable site. Size is considered but: .is not the
sole basis for adjustment.. Comparable 12 is a smaller €,;et.e and
is in an area where site, have commanded lower prices than those
in the subject's area. Comparable 13 is in a subdivision of
paved streets and superior access. Sites in this area have
commanded higher prices than those in the subject's area. The
adjustments to these two sales are made to reflect- the value
differences.
Age: This .relates to the., the age difference between the subject.
and that of the comparables. Chronological age is normally used
but whore remodeling or substantial additions are involved or
unusually good or bad maintenance has been in Kfect, it may be
appropriate to use effective age. Adjustments for age are made
at $500 per year.
Above Grade Room Countt.and Gross Living Area: The square foot
adjustment considers only the size di.ifferential between the
subject and the Comparables and the markets willingness to pay
for incremental square footage. Room count typically adjusts for
bathroom differences only and not For bedroom differences which
we have not been able to quantify :from market evidence. Factors
affecting the: amount of square foot adjustment are price range,
size, design, quality and age range. Adjustments in our, report
for differences in square footage are made at. $20 per square foot
