By means of this letter we m'e requesting issuance of a separation distance waiver allowing the existing
wastewater disposal trench on Lot 10, Block 3, Zodiac Manor S/D to be 94. feet from the private well on
the same lot, vs. the normally required 100 foot sepm'ation. A site plan and other relevant backup
documents are enclosed for your review, in addition to the HAA application.
We were unable to locate a ch'iller's log for this well, however other records on file at your office
indicate that the well was probably completed in 1972. The logs for two nem'by wells m'e enclosed. In
our opinion, the log for Lot 11, Block 3 (immediately to the south of the subject lot) is sufficiently similm'
to be used for waiver analysis purposes.
On June 10, 1993 we conducted a yield test of the well. At the stm't of our test the static water level
stood at 115 feet below the top of the casing. During the course of the test, we pumped a total of 739
gallons of water fi'om the well. Steady pumping of 181 gallons of water at the maximum pump output
of 5.5 gpm caused the water level to be drawn down to the pump intake at 179 feet. We then reduced the
pump rate and measured the actual production of the well to be 3.2 gpm when the water level was held
between 150 feet and 166 feet below the top of the casing. This yield is adequate to meet Municipal
criteria for approval of a single family residence, and also meets FHA lending criteria that a well be able to
snpply 720 gallons within a 4 hour period. Water samples collected on June 9 were satisfactol~,, showing
0 coliform or other bacteria per 100 ml., and 0.19 mg/l of nitrate.-N.
According to the as-built inspection reports on file at DHHS, the initial wastewater disposal system
was installed in July of 1972 and consists of a 1250 gallon cement septic tank followed by a concrete ring
seepage pit with 864 square feet of effective absorption m'ea. The septic tank cleanout is 85 feet from the
well, however that sepm'ation distance was legal at the time of installation. The wastewater disposal
system was upgraded in October of 1978 by the additiou of a 57 foot long soil absoqxion trench
containing 4 feet of sewer gravel. Although the inspection report states that the new trench was installed
100 feet from the existing well, our measurements indicate that the cleanout at the upstream end of the
trench, where it ties into the waste line between the septic tank and the seepage pit, is only 96 feet from the
well (see site plan). The waiver request of 94 feet is to allow for possible underground projection of the
trench gravel slightly closer to the well.
Also as shown on the site plan, an AWWU sewer line runs along Solm' Drive, 10 feet east of
centerline. According to the as-built drawing, the sewer line is located 62 feet from the well on the subject
lot. At the time the sewer line was hastalled in 1982, ADEC granted a waiver (copy enclosed) permitting
this reduced separation distance.
To assess the adequacy of the wastewater disposal system, on June 10, 1993 we added 739 gallons of
water to the system ttu'ough the cleanout pipe downstream of the septic tank while monitoring fluid levels
in the septic tank and soil absorption system standpipes before during and ~ffter the flow of water was
stopped. The monitor tube in the seepage pit was dry at the stm't of the test, and no fluid ever built up
there during the course of the test. The monitor tube at the end of the upgrade lrench had 14.5 inches of
fluid at the stm't of the test, and this level gradually increased by 1.25 inches as the 739 gallons of water
were being added. The next day the fluid level in this monitor tube was 3 inches lower than it had been at
the start of onr test. Based on these test results, we concloded that the system continues to fnnction
adequately for a four bedroom residence.
The topography of the lot is gentle, with the house sitting on a iow knoll between the well and septic
system. This means that should effluent daylight fi'om a failing septic system, it would tend to flow away
fi'om the well rather than towm'ds it.
The soils log prepm'ed at the time of initial construction in 1972 shows the shallow underlying soil to
be a silty sandy gravel with a visual rating of 225 sqoare feet per beth'oom. The driller's log for the well
on Lot 11 indicates that almost all of the soil between i8 feet and the bottom of the casing has a significant
clay fraction. The clay content in this soil should provide good filtration of septage as it works its way
down towm'ds the aquifer. The fact that the pump intake on the subject lot is at 170 feet, while the static
water level is at 115 feet, indicates that the aquifer is confined and artesian. The presence of this
confining layer should rule out any potential for locally originating contaminants making theh' way into the
aqnifer being di'awn upon by the well.

Based on this point assignment it appears highly unlikely that their could be any potential for
contamination of the subject well due to the proximity of the septic system t~'ench. Please give me a call if

Dear Ms. Kross:
Thank you for the plans specificatons and engineer's report in request of
a well regulation waiver for the referenced project under your letter of
November 3, 1982. The construction of the referenced project will include
the installation of 1,437 feet of 8 inch ductile iron pipe, 2 type "A"
manholes, 3 type "B" special manholes, 1 special cleanout and other
appurtenant items. The plans and specifications are approved for matters
of concern to this Department.
In accordance with Title 18 of the Alaska Administrative Code Chapter 72
(18 AAC 72.021.a), Mr. Carl Steeby, P.E., submitted a report for ADEC's
review and consideration to waive estiablished separation distances to
construct, maintain and operate portions of Zodiak LID No. 85 closer to
drinking water sources. More particularly, construction of the referenced
project will require a waiver to encroach upon the well radius of nine
wells adjacent to this project. In recognition of the report, the plans
and specifications for the proposed sewer line, the following separation
distances are approved instead of that required in Table A of 18 AAC
72.021.
1. Separation distances of 67 and 96 feet between a private well on Lot
9, Block 3, Zodiak Manor Alaska Subdivision and proposed sewer line
and nearest manhole respectively.
2. Separation distance of 62 feet between a private well on Lot 10,
Block 3, Zodiak Manor Alaska Subdivision and proposed sewer line.

Dear Mr. Morgheim:
Lot 10, Block 3,
Per your request of September 7, 1978, we conducted a test of the sanitary
sewer system on the above described property.
The septic tank was pumped prior to the performance of the test on the seep-
age pit. During the test the liquid level in the seepage pit was measured
before and after the addition of 200 gallons of water. The total depth of
the seepage pit could not be determined but was greater than 9 feet. All
liquid levels were measured below the top of the standpipe and are shown in
the following table:

The meter used during the test was a Neptune 1½" standard water meter which
had previously been calibrated by R&M Consultants, Inc.
The water level rose 8.4 inches with the addition of 200 gallons of water,
indicating a capacity of 23.8 gallons per inch. Twenty-four hours later the
liquid level was again measured and found to be 6.55 feet. It had dropped
1.2 feat or 14.4 inches. This indicates an average effluent acceptance rate
of 342.7 gallons per day for the surrounding soils. If the 3 bedroom resi-
dence on the property is to house 6 people, the average load on the system
can be expected to be 450 gallons per day. We can therefore conclude that
the system is not disposing of effluent at an adequate rate for a 3 bedroom
residence.

We are submitting herewith the 'test boring results and our comments regarding
soil conditions encountered at the subject site. This investigation was performed
in accordance with your request of July 17, 1972, and those procedures outlined in
a letter dated September 13, i971 by lV[r. Roll Strlc]dand of the Greater Anchorage
Area Borough Department of EnvLronmental Quali%7.
A single 'test hole was put down within the Lot 3 area for -the purpose of defining
general subsurface soil conditions for the proposed sanitary system. Excavation
was accomplished with a tractor-mounted backhoe and the test hole was extended
to a total depth of 12 feet below ground surface. The final log prepared for the
'test hole has been included in Drawing A-01.
Ground water was not encountered in the 'test hole.
