Per MOA onsite employee Tim Ecklund, a site visit was made to the subject property by himself on 3/22/2018, prompted by the age of the steel tank (35 years old per MOA records) noted by GEG on the recently submitted COSA. Per Mr. Ecklund, the tank liquid levels were approximately 3 inches lower than what was measured by GEG on the day of the septic test (48" of liquid in the tank on 3/7/2018, 45" of liquid measured by Mr. Ecklund on 3/22/2018). A 3 inch drop since the last GEG evaluation is an indication that the tank is leaking due to age/corrosion. Per Mr. Ecklund, before a COSA can be approved, the septic tank must upgraded. We are proposing to replace the existing 1,250 gallon steel septic tank with a new 1 ,250 gallon steel tank. A hole was excavated approximately 25 feet south of the new foundation to a depth of approximately 8 feet. The excavation was conducted using a backhoe provided by the client. Jan Mulder, engineeriog geologist with Alaska Test- lab, logged the soil conditions encountered and collected grab samples of the two major soil horizons. These samples were visually classified in the laboratory, and a grain size analysis was conducted on the gravelly sand horizon. Soils encountered consist of a surface layer of brown organ- ies to a depth of approximately 0.5 feet. This is underlain by F2, brown silty gravelly sand (SM-SW) with some fibrous organics to a depth of 3.0 feet. Soils encountered from 3.0 feet to the limit of the exploration consist of NFS, grey gravelly sand (SP). Ground water was encountered at approximately 8.0 feet. Rock flour - finely ground soil that is not plastic but otherwise appears similar to a clayey silt. Quantity described as; trace, or an estimate of volume, or, in case of all organic, - as Peat. This may include tundra, muskeg and bog material. The bed was exposed on 3/6/2018 by ARM Services while replacing an existing sump at the southwest end of the drainfield with a new monitoring tube and two cleanouts. Per ARM,the distribution line was uninsulated, frozen with approximately 2-3"of sludge, and only 2'-4"of soil cover(see attached photo).The line was then jetted,allowing for the system to be tested(see adequacy test results on COSA form).Soil cover could not be added at this time.Per GEG elevation shots,the south 6 foot portion of the bed appears to be shy on cover by approximately 4", however it is the responsibility of the contractor to ensure 3 feet of soil cover over the entire drainfield. We are requesting that your department issue a conditional COSA with the provision that additional soil cover be provided in spring of 2018 (see attached bids from contractors).
