Box 19-6650 Anchorage, AK 99519 Dear Mr. Cross: The purpose of this letter is to describe the proposed upgrade to the wastewater disposal facilities on Lot 1, Block 6, Greenland S/D, located at 11300 Patro Street. I am sure you will recall the informal discussion of this plan which we had on June 6. A site plan and specifications are enclosed. ` As can be. seen from the site plan, there is a very limited amount of area on this lot for septic systems ;I which is outside the 100 foot required separations from wells on this and neighboring lots. The present seepage, pits have been in place for over 20 years and the owners report that they continue to function adequately most of the time. The house has a full basement, and during recent breakups the seepage pits +, have had difficulty accepting the wastewater flow generated by the house, causing occasional backups. `t. In May of this year we conducted soils tests to investigate the feasibility of upgrading the wastewater disposal system. The soil test in the vicinity of the existing seepage pits revealed the presence of a shallow stratum of gravelly soil between 2.5 and 4.5 feet below ground level, which is underlain be silt with scattered sand lenses. Due to the existence of the full basement, the existing seepage pits are forced to utilize the silt stratum for absorption, and have been able to do so for an extended period of time. Rather than attempt to construct an entirely new "mound type" system to serve this residence, we have come up with the plan to repair the existing seepage pits by digging down and removing their covers and then extend the pit sidewalls up nearly to the present ground surface in an attempt to have them access the shallow gravel stratum. The previously disturbed soil surrounding the pits extending out to undisturbed native soil would be removed and replaced with sewer gravel. We then plan to install a new 1500 gallon STEP tank in the location shown on the site plan to enable this additional sidewall area of the pits to be utilized. While we understand that a repair of this nature to an existing soil absorption system does not require a permit since the repaired system will not encroach any closer than the original to groundwater and neighboring wells, we will submit a complete as -built of the seepage pit repair as part of our as -built documentation of the permitted STEP tank installation. The homeowners have been informed that issuance of a future HAA certificate would be contingent on the repaired seepage pits passing a normal adequacy test. Oattop ?echnicaf Services .14530 Echo Street, anchorage, AK99516 Phone (90 7) 345-1355 Lot 1, Block 6, Greenland S/D Wastewater disposal system installation Specifications 1.0 General: 1.1 The scope of the project consists of installation of 1500 gallon STEP tank and repairing two existing seepage pits to extend the sidewalls up to within one foot of present ground level. 1.2 Construction shall be as depicted on the approved site plan. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.3 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 1.4 The contractor shall provide adequate cover material and rough grading over all system components to ensure that proper drainage is achieved after settlement and that there are no residual depressions. Insofar as possible the contractor shall minimize damage to trees and existing lawn areas. 1.5 Unless specifically agreed otherwise, the homeowner shall be responsible for finish grading after the soil is compacted, as well as placement of topsoil and reseeding all areas disturbed by the construction. 2.0 Septic Tank: 2.1 The existing septic tank must be properly abandoned by thoroughly pumping, removing the top and backfilling with soil. 2.2 The new 1500 gallon STEP tank shall be Municipally approved and shall be set level on undisturbed soil. Each compartment shall be equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Lift station: 3.1 The lift station shall be installed in the second compartment of the STEP tank which has an additional 250 gallon capacity. The lift station package shall be an "Orenco" system as supplied by Anchorage Tank. 3.2 The contractor shall be responsible to obtain the necessary Municipal electric permit and inspection, and shall provide a copy of the electrical inspector's report to the engineer overseeing the construction of the wastewater disposal system. 3.3 The lift station shall be equipped with a watertight, insulated manhole riser and cover extending a minimum of 6" above final grade with positive surface drainage away from the manhole. The contractor shall be responsible for determining the necessary length of the manhole riser. 3.4 The on, off, and alarm floats shall be set at the elevations specified by the lift station supplier, and their proper operations shall be verified by the contractor. 3.5 The discharge line from the lift station to the existing seepage pits shall be 1,25" dia. All pipe connections in the distribution system shall be glued, and the ends of all pipes capped. 4.0 Soil absorption system repair: 4.1 The two existing seepage pits shall be repaired by excavating the previously disturbed soil over and around the seepage pits down to the present level of the covers. The existing covers shall be removed. The liquid and sludge contents of each pit shall be pumped out and the sidewalls cleaned with high pressure spray. 4.2 The present seepage pit sidewalls shall be extended up (similar to thein present construction, or with new concrete rings placed inside the original log crib) up to approximately 1 foot below the present ground level. New covers shall be installed on top of the extended pit sidewalls. 4.3 The space between the extended pit sidewalls and undisturbed native soils surrounding the pit shall be filled with approved sewer gravel. A 4" diameter non -perforated pipe shall be installed connecting the two pits at the approximate level of the top of the existing pit sidewalls, 4.4 One 4" diameter monitor tube/cleanout pipe shall be installed in each seepage pit. 4.5 Approved filter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 4.6 The top surface of the cover material shall be raised a minimum of 12 inches higher than the surrounding terrain to allow for subsequent settlement, and shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. 4.7 Unless specifically agreed otherwise the homeowner shall be responsible for arranging to have the site finish graded after the backfill material has stabilized, and for placement of adequate topsoil and seed to promote rapid revegetation of all areas disturbed by the construction. 5.0 Inspections: 5.1 A minimum of 4 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface and top of the existing seepage pits, (3) after the sewer gravel is in place and the distribution pipes have been laid and connected up to the septic tank, but prior to placement of insulation or filter fabric, and (4) after rough backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 5.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. ANCHORAGE, ALASKA 99516 Per your request on July 7, 1995 we conducted adequacy tests of the water supply and wastewater disposal systems serving your residence on Lot 1, Block 6, Greenland S/D. The test results indicate that both systems are functioning adequately at this time. The following is a report of our test procedure and findings. We were unable to locate a driller's log for the well, however ether documents on file at the Health Department indicate that it was drilled around 1966 and has a total depth of 86 feet. On the date of our test the static water level stood at 39 feet below the top of the casing. During the course of our test we pumped a total of 1273 gallons of water from the well at the maximum pump output of 6.6 gpm, which caused the water level inside the casing to be drawn down to 60 feet, but no further. Based on our test data we determined that the total yield of the well is in excess of 6.6 gpm, which exceeds the Municipal criteria for approval of a single family residence, and also meets the FHA lending criteria that a well be able to supply 720 gallons of water within a 4 hour period. Water samples collected on June 30, 1995 were satisfactory, showing 0 coliform or other bacteria per 100 ml., and 5.21 mg/1 of nitrate -N. According to documents on file at the Municipal Health Department, the wastewater disposal system includes an original seepage pit of unknown dimensions which was installed in 1966, plus a second 13'. x 13' x 12' deep seepage pit which was installed in 1974. Because the house has a full basement, these seepage pits had to rely on the permeability of relatively deep soils for their absorption. To enhance the absorption characteristics of these existing pits and greatly increase their longevity, an upgrade permit was taken out in June of this year to install a new STEP tank and repair the existing seepage pits by reconstructing with concrete rings extending up into a much more permeable gravel stratum near the ground surface.. Groundwater monitoring which we conducted 30 feet south of the 1974 seepage pit showed there to be water at 14.5 feet, necessitating the placement of gravelly sand in the bottom of the 1974 pit to bring its base elevation up to 9.5 feet below ground level. Because of the extremely limited area on the lot for future upgrades to the system, the effective absorption area of the seepage pits was increased by the addition of several shallow "wing trenches" containing 4 feet of sewer gravel, as shown on the inspection report. In order to obtain a Health Authority Approval certificate for this property it was necessary to conduct an adequacy test of the repaired soil absorption system. Since both pits were dry prior to the start of the test we arranged with Isaacs Pumping to deliver 2500 gallons of water which was dumped into the rebuilt 9 foot deep 1974 seepage pit to pre-soak it. This amount of water caused the fluid level to build up to 42 inches in that pit, with none overflowing into the second pit. To assess the adequacy of the system we then ran another 1273 gallons of water into the same pit, while monitoring fluid levels in the system standpipes, before, during and after the flow of water was stopped. As the water was being added, the maximum fluid depth measured in the 1974 pit was 53 inches. After the flow of water was stopped the fluid level receded at a more than adequate rate for a 4 bedroorn residence. In conducting an adequacy test we attempt to provide a thorough, conscientious engineering analysis of the system. The reported results describe the performance of the system under the conditions encountered at the time of the test, and the separation distances are measured to readily identifiable features. Satisfactory test results do not guarantee future performance of the system under different conditions, nor do they guarantee that there are no hidden defects or encroachments.
