Dear Mr. Cowa~:
Your request for a waiver of the required 10 foot separation
between an on-site wastewater disposal system and a lot line has
been approved. The waived distance is 2 feet between the leachfield
and the west property line.
This approval applies to the existing on-site wastewater disposal
system tot line separation only. Any future upgrade to the on-site
wastewater disposal system will require all separations be met or
another approval from this department.

Request you issue a permit to upgrade the septic system
serving the ~o-r bedroom house on the referenced property,
and issue a waiver between the leachfield trench and the
west property line at 2 feet.
A test hole was excavated and a percolation test performed.
The approximate location of the test hole is located on the
attached site plan.
The monitoring tube within the test hole has been checked
and found to be dry.
We do not anticipate any adverse effects on neighboring
wells, septic systems or drainage patterns by the
installation of the proposed septic system.

GENERAL=

The scope of this project includes the installation of
two five foot wide drainfields to serve the four
bedroom residence on the referenced property. The
existing septic tank is to be excavated, pumped,
crushed, and abandoned completely, and replaced with
a new 1000 gallon septic tank. The existing trenches
are to be abandoned such that they may be used in the
future.

Construction shall be in accordance with the approved
site plan and design drawings, Municipal permit with
any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal
Regulations.
e
The contractor shall be responsible for obtaining any
necessary underground utility locates.
Unless specifically agreed otherwise, the property,
owner shall be responsible for final grading areas
subsequently depressed from soil settling. On all
leachfield mound systems, the property owner shall be
responsible for ensuring a satisfactory vegetation
growth over the mounded area.
Contractors installing wastewater disposal systems
must be certified by the Municipal Health Department
for system installations. Owners installing their own
systems must also receive prior approval from the
Municipal Health Department.
~EPTIC TANK INSTALLATION:
A septic tank is to be constructed by a certified
septic tank manufacturer. Construction shall include
two 4" cleanouts for pumping access.
The septic tank shall be sufficiently bedded to
prevent settling or shifting of the tank.

Ail standpipes on the septic tank shall extend a minimum of
12 inches above final grade.
Septic tanks installed with less than 4 ft. of cover shall
be insulated.
A foundation cleanout shall be installed one to four feet
from the building foundation. In the line between the tank
and the leachfield there shall be two adjacent cleanouts
(unless an effluent pumping system exists within the septic
tank). These cleanouts shall be located on undisturbed
soil not more than 10 ft. from the tank. The first
cleanout, in line, shall be to clean toward the leachfield.
The second cleanout shall be to clean toward the septic
tank.
Final grading over the septic tank shall be such that a
positive slope exists away from the septic tank.
ABSORPTION TRENCH/DI~AINFIELD INSTALLATION=
Excavate the proposed trench to the dimensions shown on the
design. The bottom of the excavation shall be within 2
inches of level. If the sidewalls of the excavation become
smeared, they must be raked or scratched (roughed-up)
before gravel (sewer rock) placement.

Once the gravel is installed, the distribution pipe is to
be installed level with the perforations faced downward.
Gravel is then to be placed over the distribution pipe to
provide a minimum of 2 inches of cover over the pipe.

A silt barrier must be installed between the final gravel
layer and the native soil backfill. Ensure the silt
barrier covers the entire gravel surface before placing
backfill.

Monitor tubes shall be of four (4) inch diameter,
installed approximately in the locations shown on the
design, and extend a minimum of 12 inches above final
grade. The portion of the monitoring tube extending
through the gravel shall be perforated from the bottom of
the trench to the invert of the distribution pipe. This is
equivalent to the effective depth of the gravel as noted on
the design.

Backfill over the final gravel layer must not be less than
twenty-four (24) inches. Insulation must be installed when
the backfill depth is less than thirty-six (36) inches.
The finish grade over the trench must be mounded to prevent
the formation of a depression after settling.
MINIMUM MATERIAL SPECIFICATIONS~
Any septic tank proposed for installation must be
constructed by a Municipally approved septic tank
manufacturer.

Use of a type of pipe other than listed above must be
approved by the inspecting engineer.
Insulation shall be at least 2" thick extruded direct
burial polystyrene (Dow Chemical Company Styrofoam HI or
equal).

Septic tank inlets and outlets shall be fitted with
watertight couplings (Caulder, Fernco, or equal).
A permeable nontoxic silt barrier (Typar 3401, Mirafi 140N,
or equal) must be installed between the final leachfield
gravel layer and the native soil backfill.
®
All leachfield gravel (sewer rock) shall be 0.5"-2.5"
screened gravel with less than 3% passing the #200 sieve.
When sand is being used as a filter material, its gradation
specifications must conform to current M.O.A. or D.E.C.
requirements.

INSPECTIONS:
Typically there will be a minimum of three (3) inspections
required during the installation of the wastewater disposal
system. These inspections will occur as follows:
The first inspection must be conducted after the
excavation of ditches, pits, trenches, or beds and
before the installation of any gravel. A septic tank
may be set in place, but may not be backfilled before
this inspection.
The second inspection must be conducted after the
placement of the silt barrier, gravel, distribution
lines, standpipes, cleanouts, and insulation, but
before the placement of any other backfill.
The final inspection is to occur upon final grading of
the property.
Often there will be more than these 3 inspections required.
Especially with the installation of multiple trenches, sand
filters, pressurized distribution systems, etc. Thus, the
inspecting engineer is to be contacted at least 24 hours prior
to the start of construction. If necessary, a pre-construction
meeting will take place on-site. The inspecting engineer will
not coordinate, direct or control in any way the contractors
activities.
The owner shall contract with the contractor to perform the work
outlined in these specifications and plans and in accordance
with the attached M.O.A. permit. There will be no contractual
arrangement existing between the contractor and S & S
Engineering. S & S Engineering shall be the owner's
representative and will inspect the work as stated above to
document the contractors activities. Final acceptance of the
contractors work rests with the owner and the M.O.A.

S & S Engineering shall have no liability to the owner or to
others for acts or omissions of the contractor or any other
persons performing work on this project or the failure of the
contractor to carry out the work in accordance with these
construction documents. S & S Engineering's inspecting engineer
will not be responsible for the construction means, methods,
techniques, sequence, procedures or the safety precautions
incident to this project.

The Municipality of Anchorage Depadment of Health and Human Services (DHHS) issues Certificates of
Health Authority Approval (HAA) based only upon the representations given in paragraph 5 by an independent
professional civil engineer registered in the State of Alaska. Certificates of Health Authority Approval are
required for the transfer of title (except between spouses) on properties served by a single family on-site
wastewater disposal and/or water supply system. DHHS also issues HAAs upon request to home owners.
Certificates of Health Authority Approval are valid for 90 days from the date of issue for properties served by
a private or Class C well and may be reissued with new water sample results less than 30 days old. Certificates
are valid for one year for properties served by Class A or B wells or a public water system. The Municipality
of Anchorage is not responsible for errors or omissions in the professional engineer's work.

The operational life of all septic
systems depends on the local soil conditions,
groundwater levels that may fluctuate during
the year, and the water usage of the family
being served by the system. These conditions
are outside the control of the evaluator of
this septic system. We can therefore not give
any estimate of how long the system will
continue to meet the operational requirements
of the Municipality and State.

Dear Mr. Shroeder':
At the request off your agent, Ms. Bonnie Mehner of Jack White Co.,
our office conducted a percolation adequacy test on your existing
septic system at the above-referenced location during the period
September 10-12, 1980. You reported that your septic system con-
sists of a lO00-gallon septic tank and a seepage pit.
During the test, it was reported that the septic tank had been
pumped just prior to the percolation adequacy test. However, since
the 3-bedroom house had been occupied up to the time of the test, a
normal degree of saturation within the leach Field is assumed.
In accordance with the Anchorage Municipal Code, Chapter 15.65,
Waste Water Disposal Regulations~ any on-site sewage disposal
system "shall have adequate capacity to properly dispose of the
maximum daily sewage flow." The maximum daily flow is computed
at 75 gallons per capita-day (gcpd). Since "the population of
dwellings shall be estimaled at two persons per sleeping room,"
the maximum daily sewage flow for your 3-bedroom house is 450
ga~ons per day (gpd).
To test lhe soils absorption capacity of your system, 110 percent
of the maximum daily flow or 500 gallons of clear water was added
in 50-gallon increments to the seepage pit. The waler was obtained
From the community water system at its maximum sustained rate of
about 5 gallons per minute (gpm). The liquid levels were monitored
closely to detect any backup in the septic system.

The attached Table of Test Data represents the depths of
liquid in the septic tank and seepage pit, and the quan-
tities of water added. The septic tank was determined to
be 8.4 feet deep (bottom of tank to ground surface) with an
initial depth of 2.5 feet in the tank. The seepage pit was
measured to be 13.2 feet deep with an initial depth of 4.2
feet. Ground elevation at the septic tank standpipe is
approximately 0.3 feet above the seepage pit standpipe.
The attached Summary of Test Results indicates that the
liquid level in the seepage pit at the beginning of testing
on Bay 2 fell to 2.8 feet above its initial static level on
Day 1, during a recovery period of 24 hours. On Bay 3, the
level had fallen to 0.5 feet above its static level on Bay 2,
during a recovery period of 24 hours. The liquid level in
the seepage pit saw a net increase in elevation of 3.3
feet during the course of the test.
On Day I of the percolation adequacy test, 500 gallons of
water was added to seepage pit. A rise in liquid level in
pit of 3.8 feet was observed; 'on Day 2 the liquid level had
only fallen 1.0 feet indicating a disposal rate of 131 gpd.
On Day 2 of the test~ an additional 500 gallons was added
to the pit. A rise of 2.3 feet was observed in the pit~ at
which time the water started overflowing into the septic tank.
Approximately 300 gallons had been added to the pit at this
point. Since the septic tank had been pumped just prior to
the test and was less than full, the 200 gallons which over-
flowed into the tank could not drain back into the seepage
pit. Therefore, only 300 gallons was available for percolation
on Day 2. The 2.2 foot rise and 1.8 foot fall in liquid level
for the 300 gallons of water available on Day 2 indicates a
disposal rate of 231 gpd.
Based on two days of testing, an average percolation rate
flor your existing septic system of approximately 180 gpd
is indicated. Since an on-site sewage disposal system for
a 3-bedroom dwelling must be capable of disposing of 450
gallons of sewage per day, your septic system does not
appear to be functioning satisfactorily at this time.
Many factors affect the operation of a soil absorption type
of sewage disposal system. Soil type, groundwater depth,
age and history of maintenance of the system~ and types of
waste are a few. This test has been performed in an attempt

to determine actual soil absorption capabilities of your
septie system under normal useage by considering the degree
of saturation of the leach field and surge loads that might
be imposed on the system. This test can only evaluate appar-
ent performance at a given point in time, and cannot deter-
mine either the condition of the leach field~ seepage pit or
other components of the septic system~ or the depth of the
water table.
