Box 196650 Anchorage, AK 99519 Subject: Lot 6, Block 4 Valhalla Subdivision Dear Mr. Cross: This letter is to request a permit to construct a new replacement septic system, and a waiver of separation distance requirement at the subject property. The existing system has failed. Upon reference of the attached Septic Site Plan, you will note that to obtain proper separation of the existing and proposed trenches, the ten (10) foot minimum required separation distance between the western property line and the proposed deep trench system has to be encroached upon. Please note that this property line borders the right-of-way for Wilderness Road, and therefore should have no impact on future neighboring septic needs. The proposed septic system will have very limited impact on adjacent properties and all other MOA regulations will be adhered to during construction of the proposed system. I will be on site several times throughout construction of the proposed improvements should there be any change in below ground conditions that would require a design modification. That test is described in our letter dated November 9, 1977. Upon further investigation, we discovered that the test had been run in a clean-out standpipe. Detailed information concerning the design of the system was not readily available, and we felt that the original test may have been inaccurate. We returned to the site on November 15, 1977, and conducted a second test through the deeper standpipe at the end of the drainfield. Measurements taken during that test are summarized as follows: Eighty-eight gallons of water were accepted by the soils in the drain - field between 3:30 and 4:15. This indicates an acceptance rate of 1.95 gallons per minute. The average load on a septic system for a three- bedroom house can be expected to be 300 gallons per day or 0.31 gallons per minute. Since the house on the property is occupied, it can be assumed that the drain field is at its normal degree of saturation, and we can therefore conclude that the drainfield is accepting effluent at an adequate rate for a three-bedroom house. The water was allowed to run onto the ground. Eighty-eight gallons of water were accepted by the soils in the drain - field between 3:30 and 4:15. This indicates an acceptance rate of 1.95 gallons per minute. The average load on a septic system for a three- bedroom house can be expected to be 300 gallons per day or 0.31 gallons per minute. 'Tudor Road, #103 Anchorage, AK 99$03 Dear Ms. Saul: Per your request on July 20, 1999 I conducted adequacy tests of the water supply and wastewater . disposal systems serving your brother Will's residence on Lot 6, Block 4, Valhalla S/D, located at 12205 Wilderness Road. While the well yield is adequate, I regret to inform you that the test results indicate that the septic system is not functioning adequately. Thus, it appears that the system will have to be upgraded in order to qualify for issuance of a Municipal Health Authority Approval (HAA) certificate. The following is a report of my test procedure and findings. I was unable to locate a driller's log for the well, but it was probably drilled around the time the house was built in 1970. On the date of my test the static water level stood at 89 feet below the top of the casing. Steady pumping of 105 gallons of water from the well at the maximum pump output caused the water level to be drawn to the level of the pump intake at 117 feet below the top of the casing. I then pumped another 638 gallons ofwater from the well at an average pump rate of 5.18 gprn. Based on the test data I determined that the total yield of the well is 5.1 Spm. This yield exceeds the Municipal criteria for approval of a single-family residence, and also meets the FHA lending criteria that a well be able td supply 720 gallons of water within a 4 -hour period. Anew sanitary well seal will have to be installed before approval- I did not collect water samples at this time to test for bacteria and nitrates. The septic tank was installed without a permit in 1970 and has a reported capacity of 1000 gallons. According to the as -built inspection report on file at the Municipal Health Department, the wastewater disposal system was upgraded in June of 1975 and consists of a 40 -foot long soil absorption trench Containing 6 feet of sewer gravel. To assess the adequacy of the system I ran measured quantities of water into the system while monitoring fluid levels in the septic tank and in the soil absorption system standpipes, before, during and after the flow of water was stopped. The initial fluid depth in the monitor tube at the end of the trench was 71 inches, and the addition of just 13 gallons of water caused this level to rise another 20 inches. After the flow of water was stopped the fluid level receded at a very slow rate. This behavior indicates that the system is operating in a "surcharged" condition, and as such cannot qualify fora HAA certificate until it is upgraded - The fust step in upgrading a septic system is to bring In a backhoe and excavate test hole(s) to assess the soil parameters relevant to designing the replacement system.
