Dear On -Site Services Engineer:
The Biocycle system on this lot was installed in the end of 1999 and has worked without incident.
The permit was for a 3 -bedroom system. In the design, the engineer (Tobben Spurkland, PE) listed
the percolation rate for the test hole completed just prior to design as less than 6 min/in and noted
that the application rate was 1.6 GPD/SF. However, he chose to design the system conservatively,
applying an application rate of 1.0 GPD/SF for soils perking between 6-15 min/in. It appears that
he did this because older test holes perked slower, although they were further from the trench.
Please refer to the table below for a summary of the test holes on the lot. The resulting design was
a shallow septic bed of dimensions 10' x 45' along with a 1600 -gallon Biocycle septic tank.

It is understandable that the designer would want to use a somewhat weighted average of the two
test holes that affect the trench for the design. Since the slower soils were much further away, an
application rate of 1.4 could be considered reasonable. This allows for a bed size of 43' long for a
4 -bedroom system. Even so, the inspection report after installation actually lists the soil rating as
1.6 GPD/SF and the total absorption area as 450 SF, which allows for more than 600 gal/day (4
bedrooms). This may indicate that the soil composition was verified during installation.
On April 24, 2023, we arrived on -property for a site visit to inspect this system. We found the
monitoring tube to be completely dry. Given those calculations, along with the size of the Biocycle
1600 -gallon tank, we can say that this system was actually built with the capacity of for a 4 -
bedroom home. We request that, based on those original permit numbers, this system be requalified
as a 4 -bedroom system.

If this is a well permit and you have drilled the well, a well log must be sent to this office
for documentation of the installation and to close the permit.
If this is an on-site wastewater system and a licensed Professional Engineer has inspected
the installation, the original as-built inspection report must be sent to this office for
review, approval and documentation. All inspection reports must be submitted within 30
days of construction completion.
A new permit must be obtained from this office for a well and/or on-site wastewater
system NOT installed by the expiration date. However a new permit can be issued free of
charge for a second year if the application for the renewal is received on or before the
date of expiration of the original permit for which a fee was paid.

We are re-submitting an application for the design of the septic system for this lot. This submittal
modifies the permit that was issued in 1996 (SW96 0374) At the request of DHHS we have
monitored ground water conditions at the lot and established, with the concurrence of DHHS that
at least 2 feet of unsaturated native material is present at the proposed location of the septic system.
We have also performed an additional percolation test at the exact location of the proposed drain
field and at a shallower depth than the previous testholes. This percolation test indicates a rate of
less than 6 minutes per inch. We have elected to base the redesign of the absorption field on a rate
in the range of 6 to 15 minutes per

We are submitting an application for the installation of a well and a BioCycle treatment plant for
this lot. The submittal consist of three (3) drawings showing the present improvements on the lot
and the adjoining properties, (sheet I/3), the proposed improvements of the lot, of which only the
well and waste water system are subject to this permit application, (sheet 2/3), and a schematic of
the waste water system, (sheet 3/3). Soil logs and percolation tests of applicable testholes are also
enclosed.
Leroy Reid did the original soil work in 1985. He found groundwater at 5 feet on July 19, which
is probably a good indication of the high groundwater level. This company performed an additional
percolation test on July 24, 1996. The percolation rate we observed agrees with the one reported by
Mr. Reid. The groundwater levels were monitored during the fall of 1996. On October 18 the water
was obsedved at 4 feet below ground level. A week later the water was at 4.75 feet below ground.
The existing well on Lot 8 is artesian with overflow being discharge via a gardenhose in the
proximity of the proposed beds. Surface water/shallow groundwater is present in the peat along the
east portion of Lot 9. This water may be present because of the artesian well. The proposed well
for Lot 9 must be adjacent to the existing well, so the proposed well may also be artesian, with the
potential of causing overflow, either similar to the existing well, or ifa casing plug is installed, at
the outside of the casing. Because of these concern, a BioCycle with the reduced absorption beds
is preferable to a standard septic system. A standard
septic system would require 1500 sq ft of absorption area, resulting in two beds extending across
the total with of the lot. With a BioCycle two 10 foot wide beds each 37.5 feet long will be
satisfactory for a three bedroom house.
We propose to install a shallow bed system, consisting of two beds, each 10 feet x 37.5 feet. Due
to the slope of the lot and the potential for high groundwater levels, we propose to excavate to the
bottom of the peat/organic layer, replacing that material with Lake Otis gravel or sand. The two
beds will be installed at different elevations, approximately a 4 feet difference, a crossover with a
"bump" will be utilized to leave the bottom bed in reserve until the top bed fills up and overflow.
This is a common and accepted practice.
The proposed location of the well is adjacent to the existing well on Lot 8. The newly adopted well
ordinance does not address the separation between wells, or location of wells with respect to lot
lines.

We are submitting an application for the installation of a well and a BioCycle treatment plant for
this lot. The submittal consist of three (3) drawings showing the present improvements on the lot
and the adjoining properties, (sheet 1/3), the proposed improvements of the lot, of which only the
well and waste water system are subject to this permit application, (sheet 2/3), and a schematic of
the waste water system, (sheet 3/3). Soil logs and percolation tests of applicable testholes are also
enclosed.
Leroy Reid did the original soil work in 1985. He found groundwater at 5 feet on July 19, which
is probably a good indication of the high groundwater level. This company performed an additional
percolation test on July 24, 1996. The percolation rate we observed agrees with the one reported by
Mr. Reid.
The existing well on Lot 8 is artesian with overflow being discharge via a garden_hose in the
proximity of the proposed beds. Surface water/shallow groundwater is present in the peat along the
east portion of Lot 9. This water may be present because of the artesian well. The proposed well
for Lot 9 must be adjacent to the existing well, so the proposed well may also be artesian, with the
potential of causing overflow, either similar to the existing well, or ifa casing plug is installed, at
the outside of the casing. Because of these concern, a BioCycle with the reduced absorption beds
is preferable to a standard septic system. A standard septic system would require 1500 sq ft of
absorption area, resulting in two beds extending across the ~otal with of the lot. With a BioCycle
two 10 foot wide beds each 37.5 feet long will be satisfactory for a three bedroom house.
We propose to install a shallow bed system, consisting of two beds, each 10 feet x 37.5 feet. Due
to the slope of the lot and the potential for high groundwater levels, we propose to excavate to the
bottom of the peat/organic layer, replacing that material with Lake Otis gravel or sand. The two
beds will be installed at different elevations, approximately a 4 feet difference, a crossover witl~a
"bump" will be utilized to leave the bottom bed in reserve until the top bed fills up and overflow.
This is a common and accepted practice.
The proposed location of the well is adjacent to the existing well on Lot 8. The newly adopted well
· ordinance does not address the separation between wells, or location of wells with respect to lot
lines.
