ENSTAR Natural Gas Company (ENSTAR) has no objection to the existing absorption trench, within the
twenty foot (20 FT) wide natural gas easement within Lot 11, Block 3, Susitna View Estates, according to
Plat No. 70-287, Records of the Anchorage Recording District, Third Judicial District, State of Alaska,
subject to the following special conditions:
Acceptance and use of this letter of non -objection by yourself, your heirs, your assigns, or your
successors, will constitute agreement to the following typical stipulations:
• There is an existing 12 inch natural gas transmission pipeline within this natural gas easement.
o No reduction of grade or increase of grade in the easement will occur without the
prior written approval from ENSTAR Engineering.
o All impermeable structures or surfaces must maintain a 36 -inch clearance to ENSTAR
facilities.
o ENSTAR will not be responsible for any expenses related to underground, surface,
asphalt, concrete, curb, absorption trench etc. repairs if ENSTAR is required to
excavate to access our facilities. Said costs will be the responsibility of the owner of
the subject property at time any special construction expense is incurred.
o Upon transfer of the property to another owner, the new owner shall apply for anew
Letter of Non -objection, subject to an inspection of the premises by ENSTAR.
• Landowner/Contractor working near ENSTAR gas facilities shall contact the Alaska Digline, Inc.,
(907) 278-3121 or 811 for line locating two (2) business days prior to any related excavation.
This service is free of charge.
• ENSTAR will be held harmless, now and forever for any damages or injury to any person or
property as a result of this encroachment.
Any ENSTAR facility damaged or destroyed, as a result of this encroachment will be repaired at
no cost to ENSTAR.
• Any costs incurred by ENSTAR for special construction necessitated by this encroachment will be
borne by the land owner.

All construction shall be in accordance with:
1. The attached approved design.
2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing
Special Provisions:
1. A letter of non -objection shall be provided from the gas company for the existing field located within the gas'
line easement prior to inspection report approval.
2. The septic system shall not be installed within the 25 ft wide building setback.
3. Confirm that the piping between the tank and drainfieid is adequately sloped down towards the drainfield.
4. MOA records indicate that the existing drainfieid maybe in roundwater: Priorto issuance of a. COSA, an
engineer shall confirm that the field is not in groundwater.

Septic System Design
Dear On-Site Services Engineer:
The septic tank on the subject lot is leaking and must be replaced prior to the issuance of a COSA
for the property. The attached site plan identifies the location of the home and the existing well
and septic system. No conflicts exist between this proposed septic tank and any other well or septic
system, whether on this lot or adjacent lots.
The new septic tank will be placed a minimum of 5’ from all deck or stairway foundation supports
and all lot lines. The existing septic tank will be decommissioned in accordance with Municipal
Code.
The existing well on the lot is shown. The placement of the new septic tank will not encroach into
surrounding protective well radii. Please refer to the attached plan sheet for the septic design. If
this design is followed, there will be no adverse impacts to adjacent properties.

tank is collapsing and is in need of replacement. The new tank will be positioned 5 feet east of
the existing tank.

Subject: Soil Investigation for Sanitary Sewer System, Lot 11, Block 3,
Susitna View Estates Subdivision, Anchorage, Alaska
Dear Mr. Arnesen:
At your request of July 10, 1978, we conducted a subsurface soils investi-
gation at the proposed location of the sanitary sewer system on the subject
lot. The investigation complied with those procedures required by the Muni-
cipality of Anchorage Department of Health and Environmental Protection.
This investigation, which was accomplished on July 18, 1978, consisted of a
test hole drilled to'a depth of 18 feet below the existing ground surface.
The test hole was sited according to your instructions and its location is
shown in attached Drawing A-01o Drilling was accomplished with a rotary
drill rig using continuous flight solid-stem auger with an outside diameter
of 6 inches. A sample was taken at the depth shown on the soils log in
Drawing A-01. The sample will be held in storage at our lab for approxi-
mately six months. In addition, all material brought to the surface by the
augers was continuously monitored by an experienced engineering geologist.
The topography at the drilling site is generally gently-sloping. At the time
of the investigation the site had original vegetation consisting of spruce
and alder. The top of the test hole was located at original ground surface.
The soils encountered in the bore hole are shown in the test hole log in
Drawing A-01. This log displays specific conditions encountered at the test
location. However, subsurface conditions may vary in other parts of the lot
without any apparent surficial evidence of the change. Groundwater and
bedrock were not encountered. At the time the hole Was drilled seasonal
frost was not present and permafrost was not encountered.
A percolation test was performed within the bore hole at the depth shown in
the attached Table 1. All depths were measured from the-%op of-the hole.
The data in Table 1 show average infiltration from the depths indicated t~
the bottom of the hole. The measured percolation rate was 9.1 minutes per
inch.

Adequacy Test of Septic System
Dear Mr. Elton:
At your request we have performed an adequacy test on the above
referenced septic system. The test was performed by adding 600
gallons of water to the absorption trench and monitoring the results
for two consecutive days. Water was added at 7 gpm from the well on
both days, which served as a good test of the well delivery.
The system functioned adequately for a 4 bedroom capacity and the well
delivery was good. A tabulation of the test results follows.
