The new plastic septic tank is planned to be 62 ft from Little Peters Creek at 19324 Sue Tawn Drive, Chugiak Alaska. The existing 42 year old 1000 gallon steel tank needs to be replaced. The lift station is badly corroded. The current tank is located underneath a deck which was constructed before 2000. My plan is to move the new septic tank away from the deck and house. The current tank location has amended waivers of 65' to water well and 75' to surface water approved on March 20, 2000. Waivers were originally granted in October 1981. My plan is to not need a waiver for tank to water well for the new tank location. A septic tank on this property has had a surface water waiver since 1981 for distances larger than 621. The amended surface water waiver in 2000 was for 13' less than this request. The distance of 62' was physically measured on May 11, 2024. Imagery available on the Municipality of Anchorage Property Tax Information website shows thread of stream movement. The stream channel has changed location from the west lot boundary of this property which was a historic thread of the stream. The ground slopes down from the new tank location towards the stream. The plastic tank that will be installed is a 1250 gallon with internal pump station. This tank installation will have a high water alarm as specified in code to help prevent overflowing wastewater. The manholes provided with this tank are watertight. My experience has shown this tank to be a good system at preventing overflows. A new plastic line will be installed from the tank lift station to the existing leach field. This new plastic tank will replace a steel tank which I strongly suspect has corroded and has rust holes. The water well log for this property and nearby water well logs all show soils with clay and gravel above the static ground water level. This water well and others also have a tight sand layer. These layers will help protect the water wells from contamination. The static water level in this water well casing and others is around 60' or more, which is below Little Peters Creek water surface level. The property owner has not seen aufeis formation on his lot in the 24 years that he has lived here. The stream forms typical ice cover in the winter. This implies that ground water is not flowing to the stream and causing aufeis conditions. Nitrate concentrations from recent samples in nearby wells are usually less than 3 mg/l. I am unaware of any adverse impacts this installation if the surface water waiver is granted would have on adjacent wells or septic systems. Also included in the attachments supporting my plan for the new tank installation is a survey asbuilt from May 2, 2000. I could not find a copy of this asbuilt in your public historical website files. A survey asbuilt will be provided showing the new tank location. Townsend with On -Site Water and Wastewater Program are below. I am amending the tank to stream waiver request to a total new distance of 76 ft. My narrative for this amended distance is also in this letter. I am adding more information supporting the waiver request started in my letter dated May 21, 2024. The 24 year homeowner in a conversation told me the present septic tank has not overflowed. 1. Well location for Sue Tawn Estate #2 Block 2 Tract B I was able to vi sual.l y confirm the well location. The well was roughly measured to be 100 ft from the house on Tract B and 140 ft from the lot line shared with Lot 2. 2. Page 1 Well location for Sue Tawn Estate #2 Block 2 Lot 7 I did not visually locate a well on Lot 7. I saw the house on Lot 7 was near their north lot line. My rough measurement had the house on Lot 7 to be 300 ft from the house on Lot 2. The Lot 7 house is further from Lot 2 than the house on Lot 8. My experience has wells typically within 100 ft of the main structure on a lot. A well radius of 100 ft from the closest part of Lot 7 to Lot 2 would not be a problem with the proposed new tank location for Lot 2. 3. Construct a berm I will work with the licensed and approved excavator to construct a berm to increase flow path distance to the stream. The constructed increased flow path distance due to the berm will be 11 ft or more. Constructing a berm large enough to not have a need for a stream waiver would be very difficult with the current ground terrain and sloping land towards the stream. The homeowner has also asked to try and keep the lot landscaping, as most homeowners request. I will later in more detail discuss changing the waiver request to 76 ft. 4. Insulation thickness Insulation will be 2" thick if burial cover is less than 4' note added to drawing Page 3. 5. Elevation and location of assumed benchmark Benchmark location and elevation were added to permit drawing. The benchmark is a large nail on a window frame above the present septic tank location. My benchmark elevation is assumed elevation datum 102.20'. 6. Well log The property owner provided me a legible clean well log. 7. Waiver request distance. I am amending the waiver request to 76' . The tank location is moving to the east so the physical distance to the stream is 65 ft and constructing a berm to increase the flow path distance by 11 ft. 8. Well Static water level. An updated narrative is discussed further in this response letter. I did not measure or confirm a present day SWL. I am amending the tank to stream waiver request distance as I stated above to 76 ft. The tank is being moved 3 ft to the east, so that physical distance from the stream is 65 ft. A berm will be constructed to increase the potential flow path distance to the stream by at least 11 ft. Constructing a berm long enough to not have to request a stream waiver would be very difficult as I stated above. A group of 6 mature birch trees is about 15 ft. further in line from the discharge end of the proposed septic tank location. The new proposed tank location will have nearby sloping ground both going up to the leach field and down to the stream. As I said in my dated May 21, 2024 letter that stream thread movement has occurred and this effects the tank to stream physical distance. The stream has moved to the east based on the original subdivision survey. My letter dated on May 21, 2024 also discusses the geohydrologic setting related to my request for the stream waiver. I did not measure the present SWL in the water well as I stated in my dated May 31, 2024 letter. The average gravel pad elevation that the water well is on is assumed elevation 99'. The SWL below land surface were August 1981 60.1', May 1986 60' and March 2000 61.5'. This would give a computed SWL assumed elevation of 39' or less. My surveyed stream water surface assumed datum elevations near the proposed new septic tank elevation were from 85.61' 65 ft upstream along the stream from proposed tank, 79.84' elevation below proposed tank and 78.72' elevation 45 ft downstream along the stream near a small sauna building. The homeowner told me he has not had any problems with his well providing water. COSA paperwork from nearby properties shows SWL variation within 3' of original SWL from when wells were drilled over a similar length of time. I feel that the present SWL in this property is still around the 60' below land surface that has been measured in the past, which is estimated to be at least 35' below nearby stream water and streambed elevations for this property. I believe the elevations noted between SWL and stream support no harmful impacts if a stream waiver is granted. My investigation I believe was not able to find any damaging impacts from the waivers that have existed with this property since they were granted. I am unaware of any potential future adverse impacts this septic tank if the surface water waiver is granted would have on adjacent wells, septic systems or stream. The results of our investigation are summarized as follows: A. WELL: On the day of our test, 3/3/00 (the static water level in the well was measured at 61.5 feet below the top of the casing (BTC). A meter was connected to the outside hose bib and the flow turned on full. Based upon our readings and data over a two hour period, it was concluded that the well production is approximately 5.8 gallons per minute, with a fourteen fr. drawdown. The well flow production meets Municipality of Anchorage (MOA) minimum flow requirements for a three bedroom dwelling, which is .31 gallons per minute. It should be noted that seasonal fluctuations in the well production can occur, and that future performance is not guaranteed. B. SEPTIC: Per MOA records, the onsite wastewater disposal system consists of a 1000 gallon steel tank with a 196 gallon culvert type lift station followed by a 53 foot shallow trench with an absorption area of 305 sq. fr.. On the day of our inspection (3/3/00) we found the sump to be dry prior to the test. A total of 1500 gallons of water was added directly in the sump causing a liquid level of 23 inches (one inch over the top of distribution line). It was' also noted that the sump extends 17.5inches below the invert of the drainpipe. (The inspection report notes an effective depth of 12 inches.) Eighty-three minutes later, the liquid level was found to be at 13.5 inches, a drop of 9.5 inches. Based on this data, we determined that the septic system meets the municipal absorption requirements for a three bedroom house. NOTE: The adequacy of a septic system is influenced by numerous factors, including, but not limited to, seasonal surface water infiltration, groundwater variations, septic system maintenance (frequency of septic tank pumping, usage of biological addilives) conditions of drainpipe and pipe joints (which can be damaged by seismic activity and deteriorate with age), type of substances deposited in septic system (cigarette butts, sanitary napkins, misc. objects), and the amount of water being introduced on a continual basis. Consequently, the results of this adequacy test are only valid for the specific day of the test. Furthermore, because of the limited nature of this investigation, it is possible that there are hidden defects which may not have been detected No warrantee is made regarding the future performance of this well or septic system. C. SEPARATION DISTANCES: Part of the HAA process is to verify separation distances between the on-site well and septic. Our records research at the MOA found there are two existing waivers on your property. A 72 ft waiver from your septic tank to your well and a 80 fL waiver from your septic tank to the creek. After field verification by our engineer teelmician, it appears the separation distance measurements are incorrect and an amendment to the existing waivers will be necessary with the correct measurements. The separation distance from the septic tank to the well is appoximately 65 feet. The separation distance from the septic tank to surface water is approximately 75 feet. If the MOA will not amend the waivers, we will need to apply for new ones. Once you have a buyer for your property, we will need to take water samples and submit all paperwork to the Municipality of Anchorage to obtain the Health Authority Approval (HAA). Elevations were checked between the discharge line from the house into the lift station, the ground surrounding the lift station, and the crawl space under the house. There is absolutely no doubt that in the event of a failure of the lift station, effluent from the septic tank will back up through the septic tank and into the crawl space, completaly flooding the ~raw£ space before any possibility of the effluent overflowing the lift station chamber. Your concern with the pumping cycles and dosing rate were explored and it was found that by adjusting the low water/~gh water ~ut offs on the pump that it is practical to increase the dosing rate to approximately 45 gallons per discharge. In the case of the subject lot, the septic tank and lift station are located 72 feet from the well and 80 feet from a creek (Little Peter's Creek). Available soils and hydrogeological conditions were evaluated using procedures outlined in a memo dated January 3, 1985 by Bruce Erickson of ADEC. At that time the Municipality of Anchorage granted a waiver to the horizontal separation distances between the on-site well and the septic tank and lift station. They also granted a waiver to the horizontal separation distances between the septic tank lift station and a nearby creek. Attached for your review in addition to the Health Authority Application and supporting data is a site plan showing the general relationship between those utilities under waiver. Special attention was given to the sealing of the septic tank and lift station when they were installed. The topograpy in the area is such that the vertical distances between the well and the septic tank are relatively flat. The topography between the septic tank/lift station and the creek is gently sloping towards the creek. Since the septic tank and lift station are sealed units it is our opinion that they can be treated as part of the conduit between the house and absorption area. The soils between 25 feet and 70 feet consists of clay, gravel and boulders. There is also a tight sand layer between 12 feet and 18 feet. Both of these layers will protect the domestic water from contamination. The static water level in the well casing is 60 feet below the top of the well casing and well below the protective layers of soil. It is our opinion that the horizontal separation distances prescribed by 18 AAC 72.021 are not required in this case, therefore, request you accept these waivers and issue the attached Health Authority Approval certificate.
