The lot size is 2.5 acres, typical for the area and the lot to the west is vacant. The test hole excavation revealed poor graded gravel (GP) for 10 feet with, with water observed at 6.5 feet after the 7 day monitoring period. The perc rate was 1 minutes per inch at elevation —2 feet, in the gravel. The owner has asked for a 4 bedroom addition to match the 7 bedroom house. A 24" sand layer has been added to slow the perc rate into the existing soils. All the lot has a gentle slope of about 3 to 5 percent from the east to the west, as shown on the plan. Box 196650 Anchorage, Alaska 99519-6650 Ref: Sewer Upgrade for Township 12N, Range 3W, Section 33, Lot 138 To whom it may concern: The existing 3 bedroom house is served by a private septic system and a private well. The existing drainfield is completely surcharged and surfacing effluent. An upgrade is needed immediately. Three test holes were excavated on the property and the soils are summarized as follows: 1. SOILS: Test hole #1 was excavated to a depth of 7.5 feet and groundwater was encountered at 7 feet below grade. One week later groundwater was found to be 5.5 feet below grade. There was approximately 2 feet of organics followed by ML and SM material to a depth of 4.5 feet. From 4.5 feet to the bottom of the test hole was a GW to GW - GM material. One perk test was performed at a depth of 3.5 feet and perked at a rate of 36.9 minutes/inch. Test hole #2 had a total depth of 6.5 feet and groundwater was encountered at 6.25 feet. No groundwater monitoring tube was installed. Below the initial 6" of organics to a depth of 5 feet below grade was ML and SM material similar to what was encountered in test hole #1. From 5' to the bottom of the test hole was a GW material. One perk test was performed at a depth of 2.5 feet and perked at a rate of 7.5 minutes/inch. Test hole #3 was excavated to a depth of 9' and groundwater was encountered at 8 feet. One week later groundwater was at 6.3 feet below grade. From the top of the test hole to a depth of 3 - 3.5 feet was organics and loam with a large amount of roots from surrounding trees. Below the organics to the bottom of the test hole was a GW material that perked at a rate of <1 minute/inch. A sand filter will be required. 2. BED DESIGN: The proposed bed design is to be based upon the soils encountered in test hole #3. a. Percolation Rate: 36.9, 7.5, <1 minutes/inch b. Application Rate: 0.7 gallons/day/ft2 c. Number of Bedrooms: 3 d. Design Flow: 450 gallons per day e. Minimum Absorption Area: 643 ft2 I. Total depth: 3.5 feet g. Effective Depth: 0.5 feet h. Reduction Factor = N/A i. Width: 15 feet j. Length: 45 feet k. Sand Filter: 2 feet 1. Effective absorption area = 675 ft2 (643 ft2+) 3. SURFACE WATERS: Rabbit Creek flows through the west end of the lot. The proposed septic upgrade will be well over 100 feet from the creek. 4. TOPOGRAPHY: The area where the proposed septic is to go is virtually level and at the bottom of a bluff. In short, there are no slope concerns. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. This lot is located near the mouth of Rabbit Creek and has an area of 2.5 acres. The owner of the lot, Mr. Alan Galbreath, wishes to obtain Health Authority Approval of his system in order to obtain refinancing, however a waiver will be required first. I am enclosing copies of relevant documents from your files, and my completed Health Authority Approval forms. According to the as -built inspection report dated 9/17/73, the system consists of a multi -legged narrow drainfield 251 feet long and 103 feet from Rabbit Creek at it's closest point. No monitoring tubes exist in the drainfield, so it's exact position is impossible to determine, however the local topography provides a good indication that it parallels the toe of a fairly steep slope at the extreme outer edge of the creek floodplain. The well was drilled subsequent to preparation of this as - built, but presumably also during 1973. No well log is in your files, nor is one available from the owner or the State Geological Survey. I measured the total depth of the well to be 36 feet below ground level. While this is less than the 40 feet required by Chapter 15.55 which was adopted in June 1975, it is greater than the 30 foot cutoff for groundwater systems specified in 18 AAC 80. By virtue of the fact that the well was drilled prior to current Municipal regulations, and is in conformance with current State regulations, I believe it should be accorded "grandfather" rights as an approvable well. The well casing extends one foot above ground level and is contained in a wellhouse together with a surface suction pump and pressure tank. The well is located approximately 15 feet from the bank of Rabbit Creek and 101 feet from the cleanout of the 1000 gallon concrete septic tank. Based on surface measurements I believe no portion of the drainfield is closer than 90 feet from the well, but it definitely is under 100 feet. I tested the well and septic system on October 22. The static water level in the well drew down only one foot, from 8 feet to 9 feet when pumped steadily at 4.3 gpm. The water sample showed no coliform or other bacterial contamination. The drainfield accepted 450 gallons over a 3 hour period, and was able to absorb over 100 gallons per hour, which is adequate. It appears that a good faith effort was made to maximize separation distances within the constraints of the site, and it is recognized that minor tacit waivers to separation criteria were a common practice back in 1973. The relatively large lot size is another mitigating factor. I believe it would be prudent to grant a waiver at this time. Please call me if you have any questions. The owner of the lot, Mr. Alan Galbreath, wishes to obtain Health Authority Approval of his system in order to obtain refinancing, however a waiver will be required first. I am enclosing copies of relevant documents from your files, and my completed Health Authority Approval forms. According to the as -built inspection report dated 9/17/73, the system consists of a multi -legged narrow drainfield 251 feet long and 103 feet from Rabbit Creek at it's closest point. No monitoring tubes exist in the drainfield, so it's exact position is impossible to determine, however the local topography provides a good indication that it parallels the toe of a fairly steep slope at the extreme outer edge of the creek floodplain. The well was drilled subsequent to preparation of this as - built, but presumably also during 1973. No well log is in your files, nor is one available from the owner or the State Geological Survey. I measured the total depth of the well to be 36 feet below ground level. While this i,s less than the 40 feet required by Chapter 15.55 which was adopted in June 1975, it is greater than the 30 foot cutoff for groundwater systems specified in 18 AAC 80. By virtue of the fact that the well was drilled prior to current Municipal regulations, and is in conformance with current State regulations, I believe it should be accorded "grandfather" rights as an approvable well. The well casing extends one foot above ground level and is contained in a wellhouse together with a surface suction pump and pressure tank. The well is located approximately 15 feet from the bank of Rabbit Creek and 101 feet from the cleanout of the 1000 gallon concrete septic tank. Based on surface measurements I believe no portion of the drainfield is closer than 90 feet from the well, but it definitely is under 1.00 feet. I tested the well and septic system on October. 22. The static water level in the well drew down only one foot, from 8 feet to 9 feet when pumped steadily at 4.3 gpm. The water sample showed no coliform or other bacterial contamination. The drainfield accepted 450 gallons over a 3 hour period, and was able to absorb over 100 gallons per hour, which is adequate. It appears that a good faith effort was made to maximize separation distances within the constraints of the site, and it is recognized that minor tacit waivers to separation criteria were a common practice back in 1973. The relatively large lot size is another mitigating factor. I believe it would be prudent to grant a waiver at this time.
