A copy of the well log for the new well is also attached. You had previously approved the plans and issued the permit tbr these improvements on September 29, 1999. It should be noted that while the installation of the WWDS took place in December, over a period of four (4) days, it proceeded in phases, with each being completed and backfilled by the end of the day, consistent with the permit requirements. Specifically, one leg or lateral, of the three (3) comprising the soil absorption field, was installed each day with the septic tank being installed on the fourth (4a) day. It should also be noted that that even though four (4) feet of soil cover was provided over both the septic tank and absorption field, these components were insulated with two (2) inches of "blue board". Municipality of Anchorage Dept. of Health & Social Services Environmental Services Division 825 L Street, Suite 502 Anchorage, Alaska 99519-6650 September 20, 1999 RE: Lot 72, Section 5, TI5N, R1W, SM; Water Supply Well and WWDS Plan Submittal Dear Mr. Cross: The owners of the referenced property, Doug and Pam Buyse, are planning to develop it with a single family residence and separate garage/shop. They have contracted with me to prepare plans for a water supply well and a wastewater disposal system (WWDS) to serve the property. Several test holes were dug and percolation tests conducted, to help determine soil characteristics and ground water conditions for the design of the WWDS. The first test hole and the pemolation test were satisfactory and used in sizing the system. Three additional test holes were necessary to find an area for a future replacement soil absorption field. All test hole logs and percolation test data are enclosed. Monitor tubes were installed in all test holes except #3, where a percolation test was conducted prior to extending the depth of the test hole. Since the results of the perc test were not good, the test hole was not deepened, nor was a monitor tube installed, it should be noted that a water table was not found on the higher portion of the lot, where development is planned. The last test hole that was dug, #4, had water seeping in at the bottom of the 16' deep hole. Examination of the test hole a week later, on September 19, 1999, found the water table at 11.3' below the ground surface. This is still satisfactory for a conventional soil absorption field, when a replacement field is fbund to be necessary. A site plan for the new private water supply well is enclosed. The proposed well is located over 100' from the planned WWDS for this property and over 100' from any system on adjacent properties. Its location does not adversely impact the development of adjacent properties or the replacement of existing absorption fields. The owners have asked for an expedited review for the well permit, because their well driller, Sullivan Drilling, is planning on leaving the area within a couple of weeks for an extended period of time. They would like to use him for drilling the well as he is experienced with the area, having drilled most of the neighboring wells. A design for the WWDS is also enclosed. The design specifies a "deep trench" type soil absorption system, with 105 lineal feet of 5' ED trench. The trenches have been located between a planned driveway to the garage and the east property line. To facilitate this and keep the trenches within a 30' radius of test hole #1, three parallel trenches, each 35' long are planned. These will be 10' apart, edge to edge. The septic tank will be located between the planned residence and garage, providing a 5' separation from the tank to each structure. Flow from the tank will be directed to a manifold to provide equal distribution to each of the throe trenches. The ground slopes in the area of the WWDS are generally flat, presenting no problems to the installation of the system. The adjacent properties were inspected for possible impacts or conflicts with the proposed system. None were found. The proposed system is located outside the minimum protective radius of any existing drinking water well. Also, as proposed, its location will not prevent future upgrades of WWDS on adjacent properties. The pavement above the 3 cleanouts at the west end of the drainfield is saw cut such that a piece of the pavement can be removed to access those cleanouts.
