Health & I-k~man Services On Wednesday, September 29, 1999, I inspected the slope immediately northeast of the absorption trench on Lot 10, Block 1, Sampson Estates Subdivision. I took several measurements on the slope and have plotted the ground elevations on the attached drawing. The edge of the slope is also shown oil another drawing submitted for your review. The edge of the slope is more than 35' from the finished grade of the trench for all but the last 15'. The pipe invert at the end of the trench is approximately 3' higher than the slope elevation 35' away. The 4:1 slope from the pipe invert extended toward the slope will not penetrate the slope for nearly 50'. It would therefore appear to meet the intent of the Municipal Ordinance. It is true the horizontal distance from finished grade at the northeast end of the trench is not a minimum of 35' from the edge of the slope. The horizontal distance from the invert of the pipe at this end is approximately 30' from the slope. At 35' from the invert the slope elevation is 3' lower as mentioned above. 'The 4:1 slope extended from the invert, however, is nearly 6' lower than the slope surface at 35'. The chances of effluent surfacing on the slope is very small. The slope is well vegetated. If effluent flows from the absorption trench at a 4:1 slope it can not escape from the slope unless it has traveled at least 50' which is more than sufficient length to provide proper treatment. ! / f ! / / ! / P.O. Last night I measured the distance from the well to the first tank cleanout at nearly 102'. This would indicate the tank is at least 100' from the well. 'The swing ties from the house verify the tank has been moved nearly 2' forward. I have modified the as-built to reflect the new swing ties an am submitting it with this memo. We are therefore applying for a permit to construct a well and septic system to serve the house. The placement of the well on Lot 9 immediately to the west of this lot severely restricts the area available for the septic system. In addition a steep bluff near tile midpoint of the lot running from east to west also makes placement difficult. The Site Plan shows the location of both the adjacent well and the bluff along with the area available for the construction of the new system. Also included is a cross section of the new absorption trench in relation to the slope. The top of the trench is nearly 35' from the slope. ']'he bottom of the trench is more than 50' from the edge of the slope. We would like to move the trench to within 25' of the slope at the top and 45' at the bottom to provide more room for the system and alternate site. We therefore request a waiver to the minimum setback of 50' to a 25% slope. The material encountered in the testholes is silty gravel with some sand from 2' to 4'. From 4' and lower the material is almost totally silty gravel with a percolation rate near 60 minutes per inch. It is doubtful effluent can pass through this material fast enough to daylight on the surface of the slope. The surface of the slope is now heavily vegetated with many very mature trees. 'The surface is very stable and flattening of the slope would require removal of the trees and damage to a very pristine environment. We are proposing to place a 65' long x 3' wide by 8' effective depth absorption trench to dispose of the septic effluent. The distribution pipe will be placed at 2' below the ground surface. Total depth of the trench will be 10'. No groundwater was encountered during the placement of the testhole, but was noted during the ensuing monitoring period at 14' below the surface. Since this is the high water period of the year we are confident groundwater will not conflict with the new system. The ground surface on the lot slopes to the southeast in the area of the new absorption trench. The trench will be constructed parallel to the slope and 25' from the top edge of the bluff if acceptable. Again the bottom of the trench will be 45' from the edge of the slope. No conflicts exist with other lots in the area where septic systems have been or will be constructed or wells are currently in place. The system, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. The system, if constructed as designed, will have no adverse impact on reserved space, either surface or subsurface, on any lots located in the area. It also includes the construction of a new 65' long x 3' wide x 8' effective depth absorption trench at the location shown on the attached Site Plan. The total depth of the trench will be 10' below existing ground. Mounding over the trench may be required to provide a minimum of 3' of protective cover. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. Contractors installing wastewater disposal systems must be certified by the Municipal Department of Health and Human Services for system installations. Owners installing their own systems must receive prior approval from D.H.H.S. before beginning system installation. SEPTIC TANK INSTALLATION 1. The 1,000 gallon septic tank must be procured from an approved source and installed at the location shown on the plans. A septic tank is to be constructed by a certified septic tank manufacturer. Construction shall include two 4" cleanouts for pumping access. 3. The septic tank shall be sufficiently bedded to prevent settling or shifting of the tank. 4. All standpipes on the septic tank shall extend a minimum of 12 inches above final grade. 5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial insulation. A foundation cleanout shall be installed one to four feet from the building foundation. Two cleanouts are required between the tank and the drainfield. Lot 10, Block 1, Sampson Estates May 22, 1999 Page 2 of 3 7. Final grading over the tank shall be such that a positive slope exists away from the septic tank. DRAINFIELD CONSTRUCTION: 1. Tile drainfield shall be constructed to the dimensions shown on the design. The bottom of the trench shall be within 2" of level. Distribution piping must be placed level with perforations down atop a level bed of drainfield rock. Rock should then be placed over the pipe to provide a minimum of 2" of cover. 3. A silt barrier or geotextile fabric must be placed between the drainfield rock and the natural soil backfill. 4. Monitor tubes must be 4" in diameter and installed at the locations shown on the design. The portion below ground must be perforated. Contractor shall verify the septic tank and drainfield are a minimum 100' away from any private water wells in the area, 150' from a Class "C" Well or 200' from any community well. Direct bury insulation must be placed over the distribution system if less than 3' of backfill depth is available. Finish grade over the trench must be mounded to prevent settlement or depressions. 7. Grade area surrounding the absorption trenches to drain away. A minimum 2' of accepting soil is required below the drainfield rock for a 5' wide trench. Contractor shall verify this condition prior to placement of the rock. All pockets of unacceptable materials must be removed and replaced. MATERIAL SPECIFICATIONS: 1. Septic tanks must be constructed by a Municipally approved septic tank manufacturer. 2. The following pipe materials are approved for use in septic system installations in the Municipality of Anchorage: Cast h'on (perforated and solid), ASTM D3034 or P.V.C. (perforated and solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662 or A.B.S. (perforated and solid). 3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow Chemical Co. Styrofoam HI or equal). 4. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed between the final drain rock layer and the native soil layer. 6. All drain rock shall be .5" to 2.5" in diameter with less than 2% passing the #200 sieve. INSPECTIONS: A minimum of two inspections are required by Municipal Ordinance. These inspections must be conducted under the supervision of a professional engineer registered in the State of Alaska. The first inspection must be conducted after the excavation of trenches, beds or pits and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled. The second inspection must be conducted after the placement of the geotextile fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No backfill should be in place at the time of inspection. Contractor shall provide a copy of all field survey layout and construction notes for use in preparing the certified as-built of the completed system.
