Septic System Permit Request
Ladies and Gentlemen:
I am writing to request a permit to upgrade the septic system be issued for this property. The proposed
systems will serve a new (1) bedroom mother-in-law apartment that will be added to the existing
detached garage. Currently the lot is developed. The new system will be installed along the west property
line, west of the existing house and existing septic area. This lot is served by a private well that is located
over 100 feet from this system. The surrounding lots are also served by private wells. There are no wells
within 100 feet of this system.
1. Soils. A single test hole was excavated by Pannone Engineering Services in August of 2012, and the
ground water monitored for seven days. Groundwater was observed at 13.5' in the test hole monitor tube
after the seven day monitoring period. Bedrock was not encountered in the test hole. It is my opinion,
based on the results of the percolation tests and overall soils appearance; an application rate of 0.45
gallons/day/square feet should be used for conventional wastewater system.
2. Soil Absorption System Design.

3. Surface Water: There is no surface water within 100 feet of the proposed septic tank and drain
field. The proposed drain field upgrade will maintain at least 100 feet from all surface water and drainage
ditches.
4. Topography: The topography slopes from southeast to northwest at approximately 5%- 7% in
the area of the proposed drain field. There are no steep slopes in the area.
S. Reserve System: The reserve system will be added to the existing primary residence. The existing
primary residence septic system will be upgraded to accommodate 4 bedrooms and this system will be

tied in. See reserve system design, sheet 3 of 4.
6. Drawing Markings: The Drawings are marked "For MoA Review Only". When written notification
that the review is complete and that there are no further comments is received from MoA On -Site
Department, the note will be removed and "Issued for Construction" drawings will be issued.
The proposed installation will not affect the future development of the surrounding or existing lots. There
are no wells or septic systems within 100 feet of the proposed septic location.

The proposed 3 bedroom house will be served by a private well and septic system. A test hole
was excavated on the property. The proposed septic system will be designed around the 30 foot
radius of the test hole. We are proposing that a 1000 gallon septic tank and a deep trench type
drainfield be installed. Comments regarding the proposed design are summarized as follows:
1. SOILS: Attached is a copy of the soil logs prepared by Anderson Engineering (Mike
Anderson, P.E.). The soils on this lot perked from 2.1 minutes/inch to 28 minutes/inch. The
primary and alternate systems fit within the 30 foot radius of test hole #4, which perked at 28
minutes/inch. There was no groundwater in the test hole on 7/31/96 and on 8/7/96 per the soil
logs. On 10/17/97 water was encountered at a depth of 15.5 feet below grade. There was a
depression around the test pit and it is quite possible that this is trapped surface runoff.
Regardless, we are going to limit the total system depth to 10 feet.
2. TRENCH DESIGN:
a. Percolation Rate: 28 minutes/inch
b. Allowable Application Rate: 0.6 gallons/day/ft2
c. Number of Bedrooms: 3
d. Design Flow: 450 gallons per day
e. Minimum Absorption Area: 750 ft2
f. Total Depth: 10 feet (max.)
g. Effective Depth: 6.25 feet
h. Width: 2.5 feet +,
i. Reduction Factor: N/A
j. Minimum Length: 60 feet total length (2 @ 30 feet long each)

3. SURFACE WATERS: There are no surface waters within 100 feet of the proposed
upgrade.
4. TOPOGRAPHY: As can be seen on the attached topography site plan, north of test hole #4
the lot is generally flat from north to south, with grades of less than 5 percent. South of the test
hole the lot is generally flat from east to west, but slopes upward (to the south) at 5 to 10 percent.
In short, there are no slope concerns.
I am unaware of any adverse impacts this installation would have on adjacent wells or septic

In conducting this evaluation, AKWWC, Inc. attempted to provide a thorough,
conscientious engineering analysis of the system in accordance with ADEC and MOA
DSD Guidelines & Regulations. The reported results described the performance of the
system under the conditions encountered at the time of the test and separation
distances measured to readily identifiable features. The operational life of all wells and
septic systems depend on the focal soils condition, groundwater levels that may
fluctuate during the year, and the water usage of the family being served by the system.
These conditions are outside the control of the evaluator of the system. Satisfactory test
results do not guarantee future performance of the system, nor do they guarantee that
there are no hidden defects or encroachments. AKWWC, inc. can therefore not provide
any warranty or future estimate of how long the system will continue to meet the
operational requirements of the ADEC or MOA DSD. The content of this report is for
the sole benefit of the owner listed above. Any reliance upon or use of this report by any

In conducting this evaluation, AWWC, Inq� are to provide a thorough, conscientious engineering analysis of the
system in accordance with ADE C and M A D S Guidelines & Regulations. The reported results described the
performance of the system under the conditions encountered at the time of the test, and separation distances
measured to readily identifiable features. The operational life of all wells and septic systems depend
on the local soils condition, ground water levels that may fluctuate during the year, and the water
usage of the family being served by the system. These conditions are outside the control of 000�opp�
the evaluator of the system. Satisfactory test results do not guarantee future performance o s
of the system, nor do they guarantee that there are no hidden defects or encroachments. p�
AWWC, Inc. can therefore not provide any warranty for future estimate of how long the p�
system will continue to meet the operational requirements of the ADEC or MOA DHHS.

professional engineer registered in the State of Alaska. The DHHS does this as a courtesy to purchasers of
homes and their lending institutions in order to satisfy certain federal and state requirements. Employees of
DHHS do not conduct inspections or analyze data before a certificate is issued. The Municipality of
