ANCHORAGE, ALASKA 99516 Dear Mr. Robinson: The purpose of this letter is to proxqide the required design narrative in support of our application for a permit to construct wastewater disposal facilities on Lot 3, McCabe West S/D, located at 13300 McCabe West Circle. Soils logs, perc test results, a site plan, design drawings and specifications are encloged for your review. The proposed system vdill be constructed in the vicinity of test hole 4/4. As can be seen from the soil log, the native material between 1.5' and 4.0' is a clean sandy gravel with a measured pere rate of less than .1 minute per inch (see perc test conducted in same stratum in test hole//2). The proposed design does not incorporate a sand filter because the GW stratum ~s underlain by tighter ML and SM soils (see enclosed sample) which can be expected to provide adequate filtration of the effluent prior to encountering any groundwater table. Nevertheless, the design is conservatively based on a soil application rate of 0.7 gpd per sq. ft. specified in the wastewater ordinance for filter sand. Thus, the proposed 4 bedroom residence will require a total absorption area of (4 x 150)/0.7 = 858 square feet. The proposed 15' by 58' bed design has a total absorption area of 870.square feet. The proposed sites for both the original and replacement systems are within 100 feet of a designated drainage easement, however based on extensive soils testing and groundwater monitoring conducted by our fu'm through breakup of this year, you concured on 5/15/91 that this would not pose a problem in issuance of septic system permit (copy of letter enclosed). The ~pograPhy of the lot in the vicinity of test hole//4 slopes to the southwest at approximately 5%. The proposed project will have no impact on present or future water supply and wastewater disposal systems serving adjacent properties, nor will it have any impact on reserved space/surface and subsurface, or on drainage. Minor deviations from these drawings may be allowed or required by the engineer conducting the inspections. All construction procedures and material specifications shall conform with Municipal and State requirements. 1.3 All separation distances shall be in conformance with Municipal requirements, unless specifically waived. 1.4 The contractor shall be responsible to obtain any necessary utility locates, and to work around any buried utilities. 2.0 Septic Tank: 2.1 The septic tank shall be a 1250 gallon Municipally approved tank with a minimum of two compartments, and shall be set level on undisturbed soil. Each compartment shah be. equipped with a watertight manhole cover and a 4" cleanout. If the tank is buried less than 4 feet, it shall be insulated with 2 inches of approved burial type, rigid insulation and covered with at least 2 feet of soil. 2.3 All pipe connections to the tank shall be equipped with waterproof mechanical couplings. The waste line from the residence to the septic tank shall have a minimum slope of 1/4"' per foot, and the waste line between the tank and the soil absorption system shall have a minimum slope of 1/8" per foot. A cleanout shall be installed within 5 feet of the building foundation, and a double cleanout shall be installed within 5 feet downstream of the septic tank. 3.0 Soil absOrption system: 4.1 The soil absorption system shall be constructed by stripping the peat and surface loam material from the proposed 15' x 58' bed area to expose the top of a clean sandy gravel stratum at a depth of approximately 1.5'. Once this sandy gravel stratum is exposed, a level bottom for the bed shall be created at a depth of 2' below original ground level on the high side of the bed by removing excess material from the high side and placing it on the low side as needed. Due to the fact that the gravel stratum is relatively ~thin, special care shall be taken to avoid over-excavation of the native gravel. If needed sand complying With Municipal specifications for filter sand may be used as leveling material. 4.2 A total of 1.0 feet of approved sewer gravel shah be placed in the bottom of the excavation with the perforated distribution pipes laid level such that the pipe inverts are no less than 6 inches above the bottom of the sewer gravel. Sewer gravel shall be 0.5" - 2.5" screened gravel, with less than 3% passing the #200 sieve. 4.3 Monitor tubes and cleanout pipes shall be of 4" diameter and installed in the locations shown on the design drawings: The portion of the monitor tube extending ttu'ough the sewer gravel shall be perforated. 4.4 Approved triter fabric shall be placed over the entire top surface of the sewer gravel. A minimum of 2 feet of soil cover is to be placed over the filter fabric. If the soil cover thickness is less than 3 feet, two inches of rigid, burial type insulation is to be placed over the entire top surface of the gravel, in addition to the filter fabric. 4.5 The top surface of the cover material shall be graded to smooth contours. Fill slopes shall be no steeper than 3:1. Topsoil and seeding over the disturbed areas will be an'anged separately by the owner. 4.0 Inspections: 4.1 A total of 5 engineering inspections will be required during the course of the project: (1) initial stakeout with the contractor to establish the location of the system and to discuss the plans, specifications and construction procedures, (2) after the native material has been excavated to expose the infiltrative surface to ensure that it is level and at the right elevation, and conforms with the soil test information, (3) after the sand leveling material has been placed, (4) after the sewer gravel is in place and the distribution pipes have been laid and connected up .to the septic tank, but prior to placement of insulation or filter fabric, and (5) after final backfill and grading is complete. The septic tank requires one inspection after it is set level and the piping connected, but prior to backfill. This inspection may be incorporated with any of the above inspections. 4.2 The installer shall coordinate the timing of the inspections with the engineer sufficiently far in advance to ensure the availability of the engineer. A site plan and test hole logs are enclosed. To arrive at this determination we had three test holes dug on April 12 at the locations shown, and then monitored the groundwater levels in each of them through breakup. We also checked for surface flow, both in the designated easement and in the roadside ditch beside Bragaw St. At no time during breakup was there any surface flow in the drainage easement. In fact, test hole #1, which was dug to a depth of 9 feet at the low point of the swale only showed evidence of groundwater between April 17 and 29, and the highest level was over 5 feet below ground surface. The observed absence of surface flow is understandable, considering the fact that there is no readily discemable swale further to the east, and the construction of McCabe Circle West incorporates no provisions for surface di'ainage. On April 17, during the height of breakup, we observed a trickle of water in the ditch beside Bragaw which flowed through the culvert to the west. By April 24 this trickle beside the road had dried up, and by~ April 29 there was no water in the culvert. Based on our understanding of the wastewater disposal regulations, it :is our opinion that the short term trickle described above does not require a 100 foot setback ~. x'~ from on-site wastewater disposal systems. The soils logs, particularly test hole #2 indicate suitable soils for construction of on-site wastewater disposal systems. The site plan illustrates a feasible configuration of an original and a replacement system for this lot, however we are not applying for a permit at this time. Since the best soils in test hole #2 are quite shallow, it is possible that the owner will wish to do additional percolation testing of deeper strata in an attempt to avoid the necessity of a lift station. The new owner of the lot is in the process of consumating his purchase, and the issue at hand is whether the presence of the drainage easement will be an obstacle to future issuance of a sewer permit byx[ your department. Based on our monitoring program through breakup, it is our opinion that the drainage easement should not be an obstacle, however we recognize that you have the final say in this matter. This drainage easement is present to accommodate anticipated surface water running through the subdivision. Both State and Municipal laws require that an on-site sewer system be installed a minimum of 100 feet horizontally from surface water. For purposes of issuing a permit for an on-site sewer installation, and in the absence of information to the contrary, we will require that this separation distance be met. In order for that separation not to apply, the civil engineer preparing a permit request and site plan must demonstrate that the drainage easement does not carry surface water as defined by State and Municipal laws.
