The Department o process, to provide water system owners and operators with a streamlined approval Conslr, uction approval is no loner required for Class C Public Water Systems. Approval to Operate is now issued on page of this form. T'ne Department's approval is based °n the owner or operator certifying that tho system meets the source water protect/on, minimum separation distance, attd cross-connection provisions of ! 8 ^AC 80. The water system is ai,~o required ~o I tested for nitrate and coliform bacteria to demonstrate the system has satisfactory water quality for this approval, be T~e owner and operator are responsible to provide safe water to the public. This approval process relies on the owner and operator to insure minimum constructioa standards are met, such as pumping capacity and appropJrate construction materials. ' Ifa systems uses a surface water source or a groundwater source that has the potential to be under the dkect influence of a surface water, then the system is required to have treatment and be designed and inspected by a registered engineer. Page 2 and 3 of this form outline when an engineer is required for the system design. ~ Depar:ment recommends that all Class C public water systems b~ designed and inspected by a registered engineer. The Department will accept an engineer's certification of the requirements set at 18 AAC 80 for a Class C system, in llen of the owner or operator certification. The Department's approval is based on a limited review, and an engineer can insure that ail asp~cL~ of the water system construction conform to industry standards. A construction manual will be developed by the Department to assist owners and operators with the proper construction of Ctass C ~yatems. This manual will be available on February I, 2000. A Class C Public Water System is defined as: a system that serves more than a single fam~.~ home or duplex residence; and ~s lirmted to serve no more that 24 individuals daily or 14 service ~nnections.
