The system was originally permitted and inspected in October of 1999, but an Inspection Report was not completed. The absorption bed currently encroaches nearly 8’ on the neighboring lot to the west. We are submitting this design and permit application for the replacement of the existing system with a new Intermittent Dosing Sand Filter. The existing septic tank and lift station will be uncovered, inspected, maintained and certified for continued use. The attached site plan identifies the location of the home and the existing well and septic system. The proposed septic location is also shown. No conflicts exist between this proposed system and any other well or septic system on this lot or adjacent lots. The ground surface on the lot is virtually flat in the area of the proposed IDSF. The existing bed will be removed to the underlying clean material. All contamination within 10’ of the new bed will also be removed and replaced with MOA approved sand. There are slopes greater than 25% within 35 feet downslope of the absorption bed. There are no slopes greater than 46% within 100’ of the absorption bed. Ground contours are shown on the Site Plan indicating the grade and direction of flow. The new IDSF is designed based on a test hole completed in 1999 by S&S Engineers. The underlying soils were found to be clean sand and gravel with a percolation rate of less than 1 minute per inch. Groundwater was monitored at 5’ below the surface on July 23. We have designed the new IDSF for groundwater at 2’ below the surface with the bottom of the sand filter at -2’. Both the groundwater level and percolation rate will be verified prior to the installation of the new sand filter. Substantial grading and landscaping have taken place since the original permit was issued. No surface water has been noted on the lot as all low areas have been filled and landscaped. A small stream is located on the eastern portion of the lot, but is more than 100’ from the proposed IDSF location. We are able to maintain 100’ from the stream at the proposed IDSF location. The existing absorption bed has failed. It was permitted without a waiver to the slope to the west and has operated in that location since 1999. No evidence of escaping effluent can be found on the slopes to the west. The proposed system is an Intermittent Dosing Sand Filter. It will be constructed on flat ground near the location of the old bed, but more than 18’ further away from the edge of the slope. The soil encountered in the test hole near the location of the new bed is clean silty sand with a percolation rate less than 1 minute per inch. No migration of effluent is expected to occur to the steep slope. All infiltration to the underlying soils will be in downward direction. We are unable to meet the separation distance from the 25% slope, but we do meet the separation from slopes greater than 46%. A cross section representing the worst case scenario is attached. Due to the limited area caused by surface water, an intermittant dosing bottomless sand filter will be used. Three test holes were excavated and percolation tests performed. The approximate locations of the test holes are located on the attached site plan. At the time of excavation, 7-15-99, water was found at 5 feet. After seven days of ground water monitoring, water was found at 5 feet. We do not anticipate any adverse effects on neighboring wells, septic systems, reserve areas or drainage pattems by the installation of the proposed septic system.
