We are requesting that your department issue a variance from the 1983 drainfield to well down to 85 feet. Justifications for granting this wavier is as follows: • The encroachment has existing for almost 40 years. • The well is upgradient from the drainfield. If effluent were to overflow, it would not flow towards the well head. • Water samples were pulled on 8/12/2022 and the results are as follows: o Nitrate: 4.02 mg/L o Arsenic: Non-detectable o Bacteria/Total Coliform: Negative • The old tank was steel and approximately 39 years old (installed in 1983). It was approximately 72 feet from the existing well. This tank was replaced with a plastic tank located 100'+ from the well. • It is reasonable to believe that the old tank would have had a greater effect on the water quality than the existing drainfield. Given that the nitrates are <5 mg/L (within the allowable EPA limit) and the previously mentioned facts, we feel there is minimal risk in granting this waiver and allowing the 1983 drainfield to remain in place. Box 6-650 Anchorage, AK 99519 RE: Well - Septic Waiver - L1, Bi, Gombart S/D Dear Sirs: The purpose of this letter is to request a waiver of the required 100 foot separation distance between a well and a septic tank down to 77 feet, for the residence on located at 8801 Upper DeArmoun Rd. A site plan and copies of pertinent backup material are enclnsed. The well was completed in August of 1983, and according to the driller's log bas a total depth of 137 feet. On June 19, I conducted a yield test of the we].l. At the start of my test, the static water level in the well stood at 18 feet below the top of the casing. I was able to pump 257 gallons of water out of the well at the maximum pump output of 8.1 gpm, at: which point the water level in the wei1 reached the pump intake at 133 feet below the top of the casing. After that time I measured the recovery ratee of the well to be 3.1 gpm, which is more than adequate for a three bedroom residence. When the water level in the well was drawn down below the bottom of the casing at 76+ feet, I could hear water cascading into the well, indicating to me that most of the production of the well occurs through the fragmented rock zone between 76 and 81 feet. According to the driller's log, there is a stratum between 35 and 58 feet consisting of brown clay and gravel, and a stratum between 58 feet and 76 feet consisting of gray clay and red rock. These should provide a reasonably good barrier to surface contamination entering the drinking water aquSfer. A water sample taken on June 17 showed no contamination by coliform or other bacteria. Another sample taken that day showed 3.3 mg/1 Nitrate-N. This concentration is well below the maxi~num allowable concentration of 10 mg/1, but it is higher than the concentration observed in most private wells. The septic system was also installed in August of 1983, and consists of a 1000 ga]ion septic tank followed by 34 feet of 5 foot wide drainfield containing 3 feet of gravel beneath the distribution pipe. The As~Built drawing contains a handwritten notation by the Health Department official authorizing a 79' setback between the well and septic tank. Allowing for an underground projection of the tank, I determined the actual separation to be 77 feet° I was unable to locate any standpipes in the drainfield, however it's separation distance distance from the well is 101 feet, according to the as-built drawing. To determine the adequacy of the system, 1 had Isaac's pumping bring 1500 gallons of water which was run into the field through the second compartment of the septic tank over a 20 minute period. The field accepted the entire 1500 gallons without backing up. This amount :is over three times the design daily flow of the residence, and is also greater than the theoretical 1144 gallon void volume of the sewer rock. Based on this test, and on an earlier discussion with Steve Morris, I concluded that the absorption rate must be more than adequate for a three bedroom residence. The lot slopes to the south at betweeen 15 and 25%, with the result that the ground elevation in the vicinity of the well is approximately 15 feet higher than at the septic tank. Thus, should the system fail and the septic tank back up and overflow, effluent would tend to flow directly away from the well. I could not verify the underground condition of the tank or it's connections, but the cleanout standpipes were in good order, and I saw no reason to be concerned. The soils log prepared prior to construction shows no water table to 13 feet, and with the bottom of the system being at 6 feet or less, there should be adequate separation from ground- water. Based on all of the above information, it is ~ny opinion that the requested waiver can be granted without adversely affecting public health.
