SUBJECT: S-8884, Girdwood Townsite, subdivision application,
conditional use, State DEC concerns, zoning violations, public
sewer and water availability, right-of-way needs and wetlands.
The proposed plat and vacation have been postponed indefinitely
due to the lack of specific information for the Health
Department. Due to the numerous and conflicting comments
received from the preliminary routing, a meeting with all the
review agencies is needed to solidify municipal concerns. The
meeting is scheduled December 8, 1989 in room 508 of the Hill
building at 2pm.

The proposed plat application has failed to meet filing
requirements outlined in AMC 21.15.110 and 15.65.145. The
following deficiencies have been noted:
Lots do not contain 40,000 square feet within lot lines
as required when on-site sewage disposal.is desired.
AMC 15.65.145F does not apply~in.this instance since
none of these lots currently contains a "conforming"
on-site disposal system serving an existing dwelling.
Soil tests and water monitoring results have not been
submitted. File information on the area and available
historical data suggest that this land is not suitable
for development of on-site systems due to poor soils
which are saturated with water.
The applicant has failed to show the existing sewer
system on Lot 17A, and the well located on the proposed
plat, which currently serves Lot 17A (a commercial
building). This well is a Class B well which has a 200
foot protective radius around it. No information has
been provided.regarding proposed water sources for this
subdivision.
In addition, I am enclosing a letter from the local office of
the ADEC, which outlines their concerns about the proposed
development. It should be noted also that during the process of
obtaining initial approval for Lot 17A, the developer agreed to
reserve the area on Lot 3A as a replacement site for disposal
from 17A. As you are aware, the initial system failed and
currently the mall is served by a holding tank. The proposed
replacement will occupy most of the northernly section of Lot
17A, thus severely limiting development on the northern portion
of the proposed plat.
Based on the above noted deficiencies, we request that this plat
be returned to the applicant· However, should this plat
proceed, we recommend denial.

Dear Ms. Oswalt:
Per our October 20, 1989 meeting on the subject properties, we
offer the following statement in regards to on-site development for
water and wastewater systems.
Development for on-site waste disposal on lots 9B and 10B~will not
be possible due to the location of a Class "B" well located on lot
10B. A required 200 ft. separation from well to on-site disposal
source will not allow any available land area for waste disposal
development. In reference to lots lB and 3B, on-site development
for a water system may not be possible without conflicting with a
presently proposed waste disposal system for lot 17A and to any
future development for waste disposal on-site for either lot.

Per our October 20, 1989 meeting on the subject properties, we

SUBJECT: Preliminary Plat-Girdwood Townsite, Case S-8884;
'The Water Quality Section cannot adequately review this prelimi-
nary plat due to lack of information regarding surface water
and%or drainage courses. The site of the proposed subdivision
encompasses an area of known high ground water and ponding sur-
face water. General location of surface water and drainage
courses or pathways should be identified on the plat. Wetlands
within the proposed subdivision need to be shown and the Anchor-
age Wetlands Management Plan classification listed. These
requests are made in accordance with AMC 21.15.110 (B) (C).
