Given the present site conditions, a permit for a septic system cannot be issued by this department. The department has reviewed soils tests performed by S&S Engineering that indicate a shallow water table would preclude the installation of'a septic system on the subject loto We have also reviewed a letter written by Robert A. Shafer of S&S Engineering in which he concludes that the subject lot is severely restricted as to the construction of a single family dwelling. In addition to a high water table on the lot, development is restricted by the presence of surface water running along the west and south side of the property and a well located on Lot 12 approximately 26 feet east of the subject lot. State and Municipal Ordinance requires a 100 foot setback to all surface waters. Given these setback requirements, the installation of a septic system is confined to a small area in north part of the lot. This area does not meet the minimum reserve area requirements outlined in Section 15.65.040 G. of the Municipal Wastewater Ordinance. Given the soils conditions on the lot, 3000 square feet of reserve area would be required per bedroom. Your plot plan indicates that there are roughly 2000 square feet of available reserve. Even without consideration of the lot's groundwater problems, setbacks to surface water and wells would preclude the issuance of an on-site wastewater disposal permit for this lot. In short, it appears that there are a variety of site conditions which prevent the installation of an on-site wastewater disposal system.
