Block A, Lot 2 The owner has requested we proceed forward to obtain a septic permit to upgrade the aged septic tank on the subject lot. The proposed upgrade will serve the existing 3-bedroom house. The existing tank's location is approximately 7' from foundation with no known issues to the foundation. Due to elevations and tight location to wells, it is proposed to install new septic tank in same location. The tank will be placed as far as possible from foundation accordingly. The adjacent lots are served by private water as noted on the design. There is no surface water within 100' of the proposed tank. Box 196650 Anchorage, Alaska 99519-6650 REFERENCE: Septic Adequacy Test results, Well Waiver requests, Lot Line waiver request, and other concerns for Lot 2, Block A; Glacier View Heights Subdivision SEPTIC ADEQUACY TEST: The existing septic system consists of a 1000 gallon septic tank and 116 feet total length of trench that includes 6 spill-over trenches that vary in lengths. According to the ADEC records, there is an effective depth in each trench of 2.5 feet. In the process of performing an inspection for the purpose of obtaining a Health Authority Approval, it was noted that the majority of the septic pipes (shown on the original ADEC inspection report) were not present. The property owner contracted with Hamann Excavating to install all of the necessary clean -outs and monitoring tubes. Also it should be noted that the neighboring property, Lot 1, Block A, Glacier View Height S/D, is no longer connected to this system and the septic tank which served this property was also completely abandoned by Hamann Excavating. On 5/26/2000, we returned to the property to perform a septic adequacy test (after all the monitoring tubes and cleanout had been installed). On the day of our inspection, we found the upper four trenches to be completely saturated and the two lower trenches were found to be dry. Attached is a as -built drawing showing all the new and exiting cleanouts and monitoring tubes. On 5/26/2000, a total of 624 gallons of water was first added to the monitoring tube labeled MT8 which caused the liquid level to rise to 11 inches from the bottom of the monitoring tube. An additional 423 gallons was added to the monitoring tube labeled MT10 which caused the liquid level to rise to 13 inches from the bottom of the monitoring tube. MT8 was checked 45 minutes after water had stopped being added and the monitoring tube was found to be dry. MT10 was checked 20 minutes after water had stopped being added and the liquid level was found to be at 9.5 inches from the bottom of the monitoring tube, a drop of 3.5 inches. Based upon this data, it has been determined that the septic system meets the MOA requirements for a 3 bedroom residence. WELL WAIVERS REQUEST: After the installation of the new cleanouts and monitoring tubes, the separation distances to the well serving this property and the well serving Lot 1, Block A, Glacier View Heights were measured using a Topcon GPT -1003 total station. Attached is an as -built drawing which shows the clean -outs and monitoring tubes relative to the wells. Based upon our field measurements it was determined that each well is a close as 98 feet to the septic system pipes. The actual separation distance to the edge of the drainfreld is slightly less. We are requesting that a 96 foot waiver be issued for the separation distance between these wells to the 6901 Debarr Road, Suite 2B— Anchorage, AK 99504— Ph: (907)337-6179— Fax: (907)338-3246 septic system on Lot 2. There is a 87 foot waiver for the well on Lot I to the septic system serving this property. Justification for the waiver/s are summarized as follows: ➢ Water samples taken at Lot 1, Block A, on 8/1/00 indicated nitrate levels of 0.5 mg/1 and no bacteria. ➢ Water samples taken at Lot 2, Block A, on 8/1/00 indicated nitrate levels of 0.5 mg/1 and no bacteria. ➢ The existing encroachment has existed for over 15 years with no adverse impact on the aquifer. Attached is a point evaluation that was performed for the 87 foot waiver (well to drainfield) on Lot 1, Block A. Although the well on Lot 2 is not as deep as the well located on Lot 1, there are confining clay layers that should protect the aquifer. Attached is a copy of the well logs for both properties. In short, there is minimal potential for there to be subsurface contamination of the aquifer. ➢ The drainfield is a series of terraced trenches that spill over into the next lower trench. If any trench were to overflow, the wastewater would run downhill, directly to the southwest, and not towards either well. In short, there is virtually no potential for surfacing wastewater to contaminate the well. ➢ The trenches are also in a visible area and if any effluent were to surface, the problem would be resolved very quickly. Based upon the aforementioned facts, it appears that there is minimal risk in granting the requested waiver/s (96 feet from the wells on Lots 1 & 2, Block A to the septic system on Lot 2, Block A). LOT LINE WAIVER REQUEST: We also request that a 5 foot lot line waiver from the southeast property line to drainfields be granted. We are unaware of any adverse effects of the granting of this waiver would have on the adjacent property. OTHER CONCERNS: It was also noted during our site visit that the most upper trench does not meet the 10 foot setback from foundation. It appears that the closest portion of the trench is greater than 5 feet from the foundation. This encroachment has existed for over 15 years and there has been no indications of this being a problem. It also appears that the elevation of the distribution line of this trench is at or deeper than the footing of the foundation. We do not anticipate any future problems with this encroachment and request the require 10 foot setback be waived to 5 feet. Also, it should be noted that the two lower trenches are under a portion of the driveway. During the excavation of the new cleanouts and monitoring tubes, it was noted that the trenches appeared to be well insulated. The standpipes that are in the driveway were installed with cast iron covers made for driveways in order to protect them from breaking. If you have any quest} s, please contact me at 337-6179. Lot 1, Bk A, Glacier View Heights S/D. Mile 4.8 (approx.) Eagle River Road. To whom it may concern: GENERAL: The subject property has a 3 bedroom house, served by a private well and a community septic system located on Lot 2, Bk A, Glacier view heights. The community septic system is operating in a surcharged condition, and therefore, will not pass an adequacy test. For various reasons (see the septic system design package) the proposed upgrade (serving only Lot 1) must be located such that the closest part of the trench will be only 85 feet from the well. The topography of the site is such that it is impossible for overflowing sewage (from the tank or trench) to run towards the well. The only potential for contamination would be lateral migration of wastewater from the new drainfield to the well. The contamination potential will be evaluated using the ADEC point system. Justification for this waiver is summarized as follows: ADEC WAIVER, POINT SYSTEM EVALUATION: Geological: According to the well log, the groundwater source is a confined aquifer, in gravel, approximately 134 feet below the top of the casing. The confining soil appears to be two layers of hardpan between 87-95 feet, and 125-134 feet. The combined thickness of the hardpan layers is 17 feet. Due to the fact that the groundwater source is confined, the drawdown on the well will not cause wastewater (from the septic system) to migrate towards the well: Effluent from the trench should follow the soil profile, and migrate downhill, away from the well. a. Distance from the bottom of the trench to groundwater: Water was encountered at a depth of 16.5 feet below the ground surface in the test hole monitoring tube; however, this is not the drinking water source, but vadose water. Water at this depth, above the confining soils, is moving laterally downhill, away from the well. For purposes of this evaluation, I am assuming that the confined groundwater source is our primary concern. The bottom of the new trench will be approximately 20 feet lower in elevation than the top ofthe well casing. According to the well log, the groundwater source was encountered at a depth of 134 feet below the top of the casing. Wastewater from the trench will percolate vertically through approximately 114 feet of soil (including 17 feet of hardpan) before reaching the groundwater source. This corresponds to 7.0 points. b. Soil sorption below the drainfield: According to the well log, the geological profile is as follows: 0-25 feet is silty gravel, 25-69 feet is silty sandy gravel with cobbles, 69-85 feet is silty gravel, 85-87 feet is medium gravel, 87-95 feet is hardpan, 95-125 wet gravely sand, 125-134 feet is hardpan, 134-144 feet is water and gravel. In summary, 87% of the profile (down to the gravel water bearing strata) is gravel and gravel mixed with silt or sand.. Approximately 12.6% of the profile is hardpan. I am going to assume a point value of 1.0 for the gravel mix soils, and 3.5 for the hardpan layers. This corresponds to a point value of 1.3, calculated as follows: (.87(1.0) + .13 (3.5)) = 1.3 points. c. Soil permeability below the trench: I assumed 1.0 for the gravel mix soils, and 2.5 for the hardpan layers. I believe these are reasonable assumptions. This corresponds to 1.2 points calculated as follows: (.87(1) i- .13(2.5))= 1.2. d. Water table gradient: When performing the well adequacy test (pumping at a rate of 5.83 gpm) the maximum drawdown was only 8 feet. Since the aquifer is confined, drawdown in the well does not induce a hydraulic gradient towards the well. The confined groundwater gradient should follow the contour of the confining soil strata, which slopes downhill from the well to the trench. In short, there is a positive hydraulic gradient, from the septic system to the well, of approximately +5% . To be conservative, I am going to assume a 0% gradient, which corresponds to a value of 2.9 points. e. Horizontal separation from well to trench: Given an 85 foot separation distance, the point value is 2.4 points. Total Points: 14.8 According to the ADEC waiver guidelines, a point value 12-16 indicates no bacterial contamination is possible, and that chemical pollution (from household sources) is unlikely. Recent water sampling/analysis (2/12/97) found no bacteria, and nitrate levels to be undetectable (existing separation distance is exactly 100 feet). Given these facts, it is my recommendation that the requested waiver (85 feet from well to new drainfield) be approved.
