It is requested that you issue a permit to install a new IDSF septic system to serve the
existing 3 bedroom house. This system will be installed in the same area where an
existing 5 foot wide drainfield was installed in 1982. We cannot be sure where the
old drainfield is. Our best guess is based on a 1982 inspection report which may or
may not be entirely accurate. Field adjustments will be made to ensure that the old
and new system will be compatible. The existing 5 wide drainfield, according to
record, has 2 foot effective, and 2 feet ofcover. We propose to install the IDSF at a
depth of 4 feet below the existing grade. This will allow the old drainfield to become
an integral part of the new system. The polished effluent from the IDSF should help
rejuvenate the old system.
A test hole was excavated and percolation tests performed by Alaska Environmental
Controls in 1982. The approximate location ofthe test hole is located on the attached
site plan. At the time ofexcavation, in April 1982, water was not found. We assume
that the new IDSF will be located at least partially adjacent to the existing drainfield.
These small lots do not provide any other area for the system upgrade. We believe
that using a Category 3 system will not have any adverse effect from the old system.
All adjacent lots to the north and east are served by public water and sewer.
We do not anticipate any adverse effect on neighboring septic systems, reserve areas
or drainage patterns by the installation of the proposed innovative septic system. The
construction of this system will not prevent any future development on any of the
adjace~erties. .

GENERAL STATEMENT OF WORK
The work and plans covered by these specifications consist of fumishing all labor,
materials, tools, transportation, and equipment necessary to complete an Intermittent Dosing
Sand Filter system as described herein and on the attached drawings.
All work under this project shall comply with current Municipality of Anchorage (MOA)
Regulations.
The scope of this project includes the installation of a new i.D.S.F, septic system to serve
the existing 3 bedroom residence located on the referenced property.
SITE INVESTIGATION
The Contractor must carefully examine the project documents, have full knowledge thereof,
have investigated the site, and be satisfied with the conditions affecting the work.
Conditions include, but are not limited to those bearing upon transportation, disposal,
handling and storage of materials, availability of labor, water, electric power, roads, and
uncertainties of weather, physical conditions at the site including all underground utilities,
the conformation and condition of the ground, the character of equipment and facilities
needed preliminary to and during prosecution ofthe work. The Contractor must be satisfied
with the chamcter, quality and quantity of surface and subsurface materials or obstacles to
be encountered. Any failure by the Contractor to become acquainted with the available
information will not relieve him/her from responsibility of performing the work as stated in
these specifications and drawings.
Location ofutilities will be the contractor's responsibility.

SEPTIC TANK / LIFT STATION / AIR COMPRESSOR
General
The work under this section consists of the performance of all operations pertaining to
furnishing and installing the septic tank/lift station, air compressor and piping to the sand
filter.
Materials
1. Tank
a. Septic tank shall be a two compartment tank of at least the minimum size
indicated on the drawings and MOA approved.
b. First compartment shall have aseparate 4" pump-out riser.' The second compartment
shall have a separate 4" pump-out riser.
HDPE septic tanks are required to have a 4" monitoring pipe installed next to the tank
extending to the bottom ofthe tank, a minimum of 2" direct burial insulation, and a
maximum of 4 feet of cover.
2. Manhole Riser or Lift Station Tank
a. An additional seeond compartment manhole riser shall be capable of being equipped with
the following:
1. A junction (Nema 4x) box or equal, bonded or attached to
the pump basin.
2. UL listed electrical cord grips, installed in the J-box.

b. An additional tank 0M.O.A. approved) may be provided for the
effluent pumping assembly and the items in (a.) above.
3. Effluent Pumping Assembly, Controls, Alarm & Piping
a. Effluent pumping assembly shall be of approved materials, including the following:
1. A 110 volt or equal U.L. Listed effluent pump.

2. High-density PVC cylinder housing the pump, with level
controls and screen, serving as a baffle to prevent the screen
from clogging.
3. AIl piping shall be PVC or other non.-corroding material.
Pump controls and alarm system shall be an approved system with the following options
consisting of:
I. Event counter
2. Elapsed time meter
3. Program timer
4. 10war heater
Remote alarm panel option with a minimum of 80 DB
sound pressure at 24", operating temperature 30AC to
65AC, continuous sound to be located in the home.
6. Oil-tight visual alarm v, ith push-to-silence feature.
Automatic audio-alarm reset.
15 amp motor rated toggle switch, double pole, double
throw with three positions; manual (man), automatic (auto)
and center (off) (H.O.A.).
8. Nema 4x-rated, fiberglass, or equal, enclosure with hinged
cover.
9. All controls to be installed as per manufacturer's
recommendations.
10. Control panel to be installed on outside wall of home within
sight of septic tank/lift station.
Piping from the septic tank to the sand filter is to be I 1/4" PVC schedule 40 solvent weld
piping properly bedded as described in Materials Specifications and sloped to drain back .

The compressor will have a gauge (0-10 psi), a low pressure alarm, and be extended into
the living area or garage for easy monitoring by home occupants.
Air Compressor
a. Air compressor shall be a T~IOM^S LINEAR SERIES model number 5060-A or 5070V-A or
M.O.A. approved equal.
CONSTRUCTION SEQUENCE
In order to insure proper installation, the system is recommended to be installed in the following order:
I. Sewer line from house to tank
11. Septic tank/lift station
IlL Sand filter
IV. Leachfield bed (if required)
V. Final grading
CONSTRUCTION
1. Construction Instruments
Contractor shall provide instruments such as transits, or levels, for establishing proper
elevations and levelness ofpipe or materials.
2. Pipe Laying
All pipe shall be laid with material free of large or sharp rocks and organic matter.
Each section of pipe shall be handled carefully and placed accurately. The spigot end shall
bc fully inserted pointing in the direction of flow and glued in place to make a water tight
seal.

Each section of pipe shall be properly supported to insure true alignment and an invert
which is smooth and free from roughness or irregularity.
At all times, when work is not in progress, open ends of pipe and fittings shall be closed
so that no undesirable substance will enter thc end ofthe pipe or fittings.
3. Bedding of Pipe for Sewer Lines
The pipe should be bedded with materials free of large or sharp rocks and organic matter,
compacted. Native materials may be used as back fill material above the pipe, provided it is
free of large rocks and organic matter.
All lift stations shall be installed in accordance with the manufacturers recommendations
and standards. Electrical installation is to be in accordance with the National Electric Code
(latest adopted edition) by a licensed electrical contractor, with M.O.A. inspection where
required. If MOA inspection is not required, a licensed electrician is to provide a letter to the
Engineer stating that the system meets or exceeds all applicable codes.
4. Excavation
Excavate to proper depth to allow gravity flow, install tank level, tolerance 0.05 foot, on
undisturbed or compacted classified sand fill material.
Create a level sand surface over the tank and add 2" burial foam +35 PSI directly over
tank. Mound unclassified soil over tank with a minimum of 2 feet of cover and anti-flotation
weights that may be required in areas of shallow ground water.
5. Connections
All connections to be as per MOA requirements, PVC 3034 piping with Caulder or
equivalent couplings for inlet riser pipes.
All tank connections are to be completely water tight.

SAND FILTER
The work under this section consists of the performance of all operations pertaining lo furnishing and
installing the sand filter.
A. Materials
1. Sand Filter
Liner (if required - not required for bottomless sand filter) - OSI Model LI or
equivalent. 30 mil PVC cut and fabricated to provide water tight enclosure of
filter sand volume. Seams to be permanent as per Manufacturer's
recommendations. All connections, such as boot flanges, through sand filter to
be permanently bonded to the liner.
The Contractor shall provide a washed sand to meet ASTM C-33 Concrete Sand
Specifications with the additional requirement that all but 1% of the materials
passing the #100 sieve be removed. All sand shall be approved for use by the
Municipality ofAnchomge (M.O.A.). If the sample does not meet specifications,
all sand will be removed and replaced.
The Contractor shall be responsible for providing pea gravel that shall bo a
washed material containing no fines (0% passing the #100 sieve) and a
maximum size of I/4" diameter.
The Contractor shall provide the manifold assembly. The manifold assembly
shall be of approved materials with orifice shields and flushing assembly. All
drilled holes to be cleaned of burrs and pipes flushed, prior to assembly.
Flushing valve to include riser to finish grade. Lateral distribution piping is to be
laid level (6 -+ 0.05').
e. Top of the filter box to be insulated with 2" direct burial polystyrene
insulation.
f. The Contractor shall be responsible for providing filter fabric.
g. Air coil in sand filter to be geoflow WFI 6-4-24 150 LF placed 6" above bottom
of sand.

Construction of Sand Filter
The sand filter construction is to follow procedures as outlined below, as applicable to this
design.
Pea gravel and filter sand are to be hand leveled to proper depth (tolerance within 0.05 feet)
in filter, taking care not to allow mud or fine soil material into the filter or grovel layer. This
would include any soil material picked up by excavation machinery buckets while loading
specified material. The Contractor should estimate filter material volumes such that
allowance is made for wastage &material in contact with the ground at site.
The area over the sand filter to be finish graded with a minimum of 2 feet of cover and to
prevent ponding of surface water nm off. Side slopes shall not exceed 3:1.
The Engineer will reject any sand or pea grovel that does not meet specifications or is
contaminated in transit or while handling. If such material is placed in the filter, all soil
material may be required to be removed and replaced with new material.

pursuant to Anchorage Municipal Code (hereinafter, "AMC") 15.65.
B. Certificate of On-Site Systems Approval. An approval by the
Municipality of existing water and wastewater disposal systems given at
the time of property sale and title transfer in accordance with AMC 15.65.
These approvals certify that the systems are adequate for the homes that
they support and meet the codes that were in place at the time of system
construction.
C. Damage. Any man-made or natural change in a system that would inhibit
the system from performing as designed.
D. Maintenance and Repair. The scheduled and as needed replacement of
existing parts, components and pieces of an AWWTS that were included in
the original design which would allow the AWWTS to continue to
perform as designed.
E. Permit (Construction) An On-Site Wastewater Disposal System
Construction Permit as defined by AMC 15.65.
F. Permit (Operating) 'An Advanced Wastewater Treatment System
Operating Permit. An annual permit, issued by the Municipality, that
allows the Oxvner to operate an AWWTS, upon meeting all the
requirements of this agreement, the conditions of Operating Permit, the
requirements of the On-Site Wastewater System Construction Permit and
all relevant provisions of AMC 15.65
3. Fee. Owner shall pay to Municipality an annual fee of
($ (~).00), payable on or before the issuance of the operating permit and annually
thereafter. The annual fee is due on or before the anniversary date of the approval by the
Municipality of installed system.
4. Term. The term of this Memorandum of Understanding shall be for the life of the
AWWTS.
The term begins on the date of approval by the Municipality of the installed system and
shall continue while the AWWTS system is in use or operational or until the property is
sold or title is transferred by owner and a new certificate of On-Site approval is issued to
the new owner or transferee of the property.
5. Alterations~ Installation anti Removal of Additional Equipment. Owner agrees
not to make any alterations, removal of parts or additions to the AWWTS without a
Construction Permit from the Municipality.
6. Maintenance and Repairs.
A. Throughout the term of'this Memorandum of Understanding, the Owner shall
maintain AWWTS in good repair. In addition, it shall be the responsibility ofthe
Owner during the term of this Memorandum of Understanding, and any extensions or
renewals thereof, at the owner's sole expense, to pay for any and all: (I) repair(s), (2)
maintenance, (3) adjustment(s), (4) replacement costs, and (5) inspection costs.
Further, Owner agrees to comply will all applicable ordinance, laws, regulations,
rules and orders for the AWWTS.
B. Oxvner agrees to provide the Municipality a written schedule of routine
maintenance and repairs which have been performed on the system pursuant to the
terms and conditions contained in the Owner's AWWTS Operating Permit. This
schedule shall be submitted to the Municipality annually upon the renewal ofthe
permit. The schedule ofmaintenance and repair contained in the Owner's AWWTS

C. Owner acknowledges that the fine schedule for failing to maintain and repair an
AWWTS are codified in AMC 14.60.
D. Oxvner agrees that only maintenance, repair personnel certified by the
Municipality will inspect and make any necessary maintenance, repairs or permitted
alterations to the system.
E. Owner agrees to grant the Municipality reasonable access to test and inspect the
AWWTS upon 24 hours written notice.
F. Owner agrees that any sale or transfer oftitle ofthe property will not occur
xvithout a new Certificate of On-Site Systems Approval.
G. Owner agrees that the relevant provisions of the standard specification guidebook
for AWWTS is the governing professional guidelines for the construction,
maintenance and repair of the Owner's AWWTS.
7. Nonwalver. The failure of either party at any time to enforce a provision of this
Memorandum of Understanding shall in no way constitute a waiver of the provisions,
nor in any way effect the validity of the Memorandum of Understanding or any part
hereof, or the right of such party thereafter to enforce each and every provision
hereof.
8. Amendment.
A. This Memorandum of Understanding shall only be amended, modified or changed
by a ~vriting, executed by authorized representatives of the parties, with the same
formality of this Memorandum of Understanding was executed and such ~xiting shall
be attached to this Memorandum of Understanding as an amendment.
B. For the purposes ofany amendment modification or change to the terms and
conditions of this contract, the only authorized representatives ofthe parties are:

C. Any attempt to amend, modify, or change this contract by either an
unauthorized representative or unauthorized means shall be void.
9. Jurisdiction: Choice of l,aw. Any civil action arising from this Memorandum of
Understanding shall be brought in the Superior Court for the Third Judicial District of the
State of Alaska at Anchorage. The laws ofthe State of Alaska shall govern the rights and
obligations of the parties under this Memorandum of Understanding.
10. Severability. Any provisions of this Memorandum of Understanding decreed
invalid by a court of competent jurisdiction shall not invalidate the remaining provisions
of the Memorandum of Understanding.

Dear Mr. Roth:
In the process ofperfor,,ing an inspection for the purpose of obtaining a health authority
approval, we noted that the septic tank on the subject property is approximately 97 feet
from the private well on Lot 3, Bk 10, Granite View. Attached is a drawing, which is
based upon our field measurements. The facts are summarized as follows:
The well was drilled in 1971 and the septic system was installed in May of 1982.
There is no log for the well; however, according to DH/IS records it is 210 feet deep,
with a static water level of 103 feet (January of 1987).
There is a log for the well on Lot 2, Bk 10. It is 173 feet deep, and had a static water
level of 73 feet on 11/4/98. Given the fact that the wells are only about 66 feet apart,
it is reasonable to assume that the geological profiles are s'unilar: 0-40 feet is sand and
gravel, 40-80 feet is clay/gravel, 80-150 feet is sand/silt, 150-165 feet is hardpan, and
165-173 feet is san~gravel with water. The 15 foot layer of hardpan appears to be a
confining strata, since the static water table rose to 85 feet BTC from the water
bearing strata at 165-173 feet. This confining layer has served to protect the
groundwater quality.
Recent water samples from Lot 2, Bk 10, Granite view indicated no bacteria, and
nitrate levels of.174 mg/1. In short, the groundwater has not been adversely effected
by the septic effluent. It is reasonable to assume the encroachment of the septic tank
on the neighboring well will not adversely effect the aquifer.
· The topography slopes gently downhill t~om the well to the septic system,
consequently, there is no potential for overflowing sewage to mn towards the well.
Based upon the aforementioned facts, it appears that there is virtually no risk in granting
the subject waiver (97 feet from well to septic tank). If you have any questions, please

Subject: Inspection of Well & Septic System. Property at 9003 Granite Place
Dear Ms. Hanson:
Per your request, we tested the septic system serving the subject property. The results of the field
investigation and adequacy tests are summarized as follows:
SEPTIC SYSTEM PRESOAK: DUe to the fact that the house had been vacant for 1 month,
since the chemical treatment (Septiclear), the dralnfield had to be presoaked with water so that it
was representative of an active system. This is required by the municipality. On 11/4/98, 1279
gallons was introduced into the drainfield. The monitoring tube in the field was dry prior to the
introduction of water and had 14.5 inches standing in the pipe at the end of the filling period.
SEPTIC SYSTEM ADEQUACY TEST: On 11/5/98 t~e adequacy test was performed. Prior
to the start ofthe test the liquid level in the sump was 6 inches. Over a period of 82 minutes, 330
gallons was introduced, causing the liquid level to rise 16.5 inches, to 22.5 inches (1 inch over
the top of the drainpipe). This corresponds to 20 gallons per inch. The level was allowed to drop
back down to 21 inches (.5 inches below the top of the drainpipe) and then the recovery was
monitored. During the first 307 minutes, the liquid level dropped 7.25 inches, indicating an
absorption of approximately 145 gallons. This corresponds to .47 gallons/minute, or 677 gallons
per day. Based upon this data, it was determined that the septic system is capable of absorbing at
least 450 gallons per day, and meet the Municipality of Anchorage requirements for a 3 bedroom
house (450 gallons per day). It is important to note that the septic system had to be filled to
100% of its capacity in order to achieve this absorption rate.
WELL TEST: On 11/4/98, 1279 gallons was pumped from the well over a period of 258
minutes. Previous data, from the 9/17/98 well test indicated that the static water level is 73 feet
below the top of the casing, and that at a pumping rote of 5.8 gallons per minute, the water level
stabilizes between 83.5 feet and 85 feet below the top of the casing. The well is 173 feet deep.
Based upon this data it was detemnined that the well production meets the Municipality of
Anchorage requirements for a 3 bedroom house (450 gallons per day). In addition, it meets FHA
financing requiremems in that it will produce 3 gallons per minute for at least 4 hours.
NOTE: The adequacy of a septic system is influenced by numerous factors, including, but not
limited to, seasonal surface water infiltration, groundwater variations, septic ~ystem
maintenance (frequency of septic tank pumping, usage of biological additives), condition of the
drain pipe and pipe joints (which can be damaged by seismic activity and deteriorate with age),
type of substances deposited in septic system (cigarette butts, sanitary napkins, misc. objects),
and the amount of water being introduced on a continual basis. Consequently, the results of this
adequacy test are only valid for the specific day of the test. Furthermore, because of the limited
nature of this investigation, it is possible that there are hidden defects which may not have been
detected. No warrantee is made regarding the future performance of this well or septic system

Enclosed are two waiver request worksheets for Lots 1 & 2, Block 10 Granite View Subdivision.
These requests are for a waiver for existing wells less than 100' from a proposed public sewer
line. The proposed sewer line is to be located in South Circle and will be constructed to allow
neighboring lots to connect to this existing sewer line and abandon their existing septic systems.
The waivers for the 2 subject lots are necessary because these lots will not be abandoning their
existing wells at this time.
Please note that the existing well on Lot 1, Block 10 is located within 100' of the existing sewer
clean-out. The existing well appears to be shown on record drawings for the sewer line at
AWWU and on record with the Health Department. This lot should most likely have had a
waiver for the existing sewer clean-out.
A copy of the proposed sewer sheet is shown indicating that Type B special manholes are to be
installed within the 100' protective radius. These manholes shall be constructed in accordance
with MASS Standard Details 50-22 & 50-23 for Special Manholes.
