We have addressed the remarks and are submitting the additional information and response to each comment as follows: 1. A sand filter will not be used on the system. Material specifications for filter material have been removed from the design specifications. 2. A roadside ditch with side slopes greater than 25% exists within 50ft of the proposed disposal field. We request you grant a 31.5' separation distance waiver from the top of slope of the ditch to the disposal field. Information pertaining to this request and justification for the waiver are as follows: a. The primary disposal field is located in a relatively flat area at the toe of an existing hill on the lot. Topography dictates this is the best location for the disposal field minimizing the construction effort of placing the absorption trenches on the side slope of the hill. The current location also minimizes tree removal during construction. b. A cross-section of the disposal filed and roadside ditch was developed per the requirements of the MOA Building Safety Division Memorandum "Slope Setbacks from >25%" dated April 7, 2004. As shown in Figure 4, a grade line of 25% originating at 2.5R above the distribution piping and drawn perpendicular to the distribution pipe does not daylight within 3511 On -Site Sewer Permit Application for Lot Greatland Fstates # 1. As shown in the attached soils logs, no groundwater or impermeable layers were encountered within the vicinity of the disposal field. Additionally, the roadside ditch is shallow, averaging 2-3ft in depth, and sees only seasonal runoff during times of peak snow melt; therefore we anticipate no adverse effects in locating the disposal filed within 50ft of the ditch side slope. 3. The drawing scale on Figure 2 has been corrected (see attached) 4. A reserve field has been designed. VEI conducted field investigations including digging a test pit and performing a percolation test for the reserve field location. The Soils Log—Percolation Test for Test Hole #4 located in the vicinity of the proposed disposal field is attached. No groundwater was observed in these test holes/monitoring pipes. Immediate neighboring septic systems are all more than100' away, and no private wells within 100' or community wells within 200' of the reserve site. Existing grade was verified in the field and no slope greater than 25% is within 50ft down gradient from the reserve field location. Groundwater monitoring is ongoing; however, we do not anticipate groundwater in the monitoring tube. The percolation rate for the reserve field is 13minutes/inch which will require a smaller absorption trench system than the primary location. Per the Wide Drainfield Design Specifications, the reserve system will require two 4711 trenches at 511 wide and with 48inches of gravel below the distribution pipe. 5. Specifications have been revised to include decommissioning of the existing crib. 6. Absorption field design has been revised to allow connection of the gravity line at the midpoint of the absorption trenches. (see attached) 7. Soils logs have been updated to include Unified Soils Classification designations. 8&9. New percolation tests were performed in accordance with Table 3-8 of the EPA Design Manual. Percolation test results are attached. 10. The application rate on Figure 2 has been corrected (see attached) 11. An additional test hole and percolation test was performed in the vicinity of the primary disposal field. Soils Log and Percolation Test for Test Mole #3 is attached. As shown in Figure 2, the additional percolation test provides complete coverage of the disposal filed within a 30' radius of Test I tole #2 and #3. The average percolation rate is 22.7min/inch. 12. Septic Tank Installation Note 2 of the Construction Specifications directs the contractor not to exceed burial rating of the tank. A note has been added to the design plans Figure 3 for additional clarification. 13. The design plans have been revised to show the double cleanout as specified. 14. A cleanout has been added at the midpoint of the gravity line from the tank in compliance with UPC code. A note on Figure 3 has been added indicating the 100ft maximum distance between cleanouts. (see attached) I5. The intent of Absorption Trench Spec #8 is to ensure accepting soil within the trenches meets the requirements of the design. Spec48 has been revised and additional information has been added instructing the contractor to contact the engineer if unsuitable material is encountered. Box 196650 Anchorage, AK 99519-6650 Re: On -Site Sewer Upgrade for Greatland Estates # 1, Block 2, Lot 6 TI 5N RI W SEC10, Grid NW1260 Narrative and Permit Application Dear Mr. Roth, VEI Consultants was contracted to design a septic system upgrade at the above referenced property. The homeowner wishes to upgrade their septic system, due to the age of the existing system and desire to add two additional bedrooms to the existing three bedroom house for total of (5) bedrooms. The proposed house, well and septic system locations are shown on the attached Site Plan, Figure 1. We request that you approve the attached permit application for construction of the septic system. VEI conducted field investigations including surveying, digging test pits, performing percolation tests and monitoring groundwater. The Soils Log—Percolation Test for Test Holes 41 and #2 located in the vicinity of the proposed disposal field are attached. No groundwater has been observed in these test holes/monitoring pipes. No seasonal surface water has been observed collecting anywhere on the property. The general slope of the lot is from southeast to northwest at a grade ranging from 5-18%. The proposed septic design, presented in Figures 2 R 3, includes a gravity line from the house to a 1500 Gallon septic tank, a gravity line from the tank to disposal field, and a total 126 LF of five wide trench (divided into 2 parallel runs) with 48" of gravel beneath the horizontal perforated pipe. The locations of all system components including clean - outs and monitoring pipes are shown on the Septic System Plan, Figure 2. The proposed system will not alter the existing site topography or drainage patterns beyond the limits of the disposal field. The area will be graded to ensure positive drainage across the disposal field. The scope of this project includes the upgrade of an existing septic system by installation of a 1500 gallon septic tank and a leach field trench to serve a 5 bedroom single family residence located on the referenced property. 2. Construction shall be in accordance with the approved site plan and design drawings, municipal permit with any special provisions or conditions, and all applicable Municipal Wastewater Disposal Regulations. Any deviation from the site plan and design drawings requires engineer approval. 3. Contractor shall verify the septic tank and absorption system are a minimum 100' away from any private wells in the area. 4. The contractor shall be responsible for obtaining any necessary underground utility locates. 5. Any remaining test -hole excavation shall be filled and monitor tube removed. 6. Contractors installing wastewater disposal systems must be certified by the Municipality of Anchorage On -Site Water and Wastewater Department for systems installations. Owners installing their own systems must also receive prior approval from the Municipal On -Site Water and Wastewater Department. SEPTIC TANK INSTALLATION: 1. Septic Tank shall be a minimum of 1,500 gallon tank of MOA approved construction, placed with 4 -foot minimum soil cover. The contractor will ensure that tank installation conforms to manufacturers specifications for depth of bury, backfill type, and compaction requirements. 2. Septic Tanks installed with less than 4 foot of cover shall be insulated. Minimum cover with insulation shall be 2 feet. 3. The sewer piping from the existing house cleanout to the septic tank shall be 4 inches laid at a 2% minimum and insulated with 2" insulation if shallower than 3f1, with 2fi minimum bury. 4. Construction shall include two 4 inch cleanouts for pumping access to the septic tank. Lot 6 August 3. 2009 Page 2 of 3 5. In the line between the tank and the absorption system there shall be two adjacent cleanouts. The cleanouts shall be located on undisturbed soil not more than ten feet from the tank. The first cleanout in the line shall be to clean the line toward the absorption system and the second cleanout will be oriented to allow cleaning toward the septic tank. 6. The sewer piping from the septic tank to the absorption system shall be 4 inches laid at a 2% minimum and insulated with 2" insulation if shallower than 3ft, with 2ft minimum bury. 7. The septic tank shall be sufficiently bedded with proper material and compacting to prevent settling or shifting of the tank. 8. The contractor shall abandon the old tank and seepage pit in compliance with the Uniform Plumbing Code. ABSORPTION TRENCII INSTALLATION: 1. Excavate the proposed trenches in the location and to the dimensions shown on the design. Contractor shall ensure that 10 feet separation distance is maintained between trenches. The bottom of the trench shall be within 2 inches of level. 2. Once the sewer rock is installed, the distribution pipe shall be installed level with perforations faced downward. Gravel is then to be placed over the distribution pipe to provide a minimum of 2 inches of cover over the pipe. Perforated pipe used in gravity subsurface disposal fields shall be 4 inches in diameter. 3. A silt barrier must be installed between the final gravel layer and the native soil backfill. Contractor shall ensure that the silt barrier covers the entire gravel surface before placing backfill. 4. Monitor tubes shall be of 4 inch diameter, installed approximately in the locations shown on the design, and extended a minimum of 12 inches above final grade. The portion of the monitoring tube extending through the gravel shall be perforated from the bottom of the trench to the invert of the distributing pipe. 5. A flow splitter (Quanics Plow Divider: GDS-ZS300, or equal) shall be placed to ensure even flow to each trench. 6. Backfill over the final gravel layer must not be less than 24 inches. Insulation shall be installed when the backfill depth is less than 36 inches. The finish grade over the trench shall be mounded to prevent formation of depression after settling. 7. Insulation shall be placed over any wastewater line or pipe over which a driveway, parking, or vehicle storage area may be constructed. 8. A minimum 2 foot of accepting soil is required below the drainfeld rock for a 5 foot wide trench. Contractor shall verify this condition prior to placement of the rock. If course gravel or other unacceptable material is encountered, the contractor shall inform the inspecting engineer for evaluation of accepting soil before placement of drainfield rock. A MOA approved septic tank manufacturer must construct any septic tank proposed for installation. 2. Insulation shall be at least 2 inch thick extruded direct burial polystyrene (Dow Chemical Company Styrofoam III, or qual) 3. Septic tank inlets and outlets shall be fitted with watertight couplings (Caulder, Fernco, or equal) 4. A permeable nontoxic geotextile silt barrier (Typar 3401, Mirafi MON, or equal) shall be installed between the final leachfield gravel layer and the native soil backfill. 5. All leachfield gravel (sewer rock) shall be 0.5"-2.5" screened gravel with less than 3% passing the #200 sieve. 6. INSPECTIONS: Typically there will be a minimum of 3 inspections required during the installation of the wastewater disposal system. These inspections will occur as follows: 1. The first inspection must be conducted after the excavation of trenches and before the installation of any gravel. A septic tank may be set in place, but may not be backfilled before this inspection. 2. The second inspection must be conducted after the placement of the silt barrier, gravel, distribution lines, cleanouts, and insulation. No backfill should be placed at the time of inspection. 3. The final inspection is to occur upon final grading of the property. The inspecting engineer is to be contacted at least 24 hours prior to the start of construction. The engineer shall be notified %2 day prior to a required inspection.
