Septic System Design and Permit Application
Impacts to Adjacent Properties
Dear Onsite Services Engineer
The existing absorption bed on the subject lot has failed and must be upgraded so a
Certificate of On Site System Approval (COSA) can be issued for the lot. We are
therefore requesting a permit be issued for the upgrade of the septic system to
accommodate the three-bedroom home on the lot. The attached Site Plan and backup
documentation identify the location and configuration of the existing and proposed
septic system. The existing 1,000 Gallon Septic Tank will be uncovered, inspected and
tested and verified sound for continued use. If it is found defective it will be replaced
with a new 1,000 Gallon Septic Tank. The existing absorption bed will be left intact and
tied to the new system with a flow diverter valve. Also identified on the plans are the
locations of the existing well on the lot. No conflicts exist between the proposed septic
system and the wells on this or adjacent lots. Protective radii are shown to the adjacent
wells. Drainage arrows are shown indicating the current drainage patterns. The
drainage patterns will be maintained after construction.
The original septic system and alternate site were permitted and constructed in 1995.
We are now proposing to construct the new absorption bed at the alternate site shown
on the original permit. The conditions of the original permit therefore remain in effect.
We have designed the new bed as specified on the original permit with an application
rate of .7 gallons per day per square foot. The new absorption bed will be as originally
designed and to the same configuration and dimensions. A 2' deep sand liner will be
placed beneath the drainfield rock in the absorption bed to slow the percolation rate.
We note the inspection report for the original bed installation was completed by Eagle
River Engineering Services. They state the total depth of the bed is 5.4' below the

original ground surface. The depth measured recently is more than 9' which includes
the depth of the sand filter. Fill material was apparently placed over the bed that was
not included on the inspection report.
The ground surface on the lot slopes slightly to the west in the area of the absorption
bed. The bed will be placed parallel to the contours of the ground as much as possible
and in conformance with design criteria. A minimum of 100' will be maintained between
all components of the septic system and the existing well and from any surface water in
the area.
If the system is constructed in accordance with our design the following statements
apply:
1. The system, if constructed as designed, will have no adverse impact on the wells
in the area or those to be constructed in the future.
2. The system, if constructed as designed, will have no adverse impact on existing
septic systems in the area or those to be constructed in the future.
3. The system, if constructed as designed, will have no adverse impact on reserve
space, either surface or subsurface, on any lots located in the area.
4. The system, if constructed as designed, will have no adverse impact on drainage
patterns in the area. The current drainage pattern will be maintained.

ON-SITE WASTEWATER DISPOSAL SYSTEM
CONSTRUCTION AND MATERIAL SPECIFICATIONS
SUBJECT: LOT 1, BLOCK 4, GREATLAND ESTATES SUBDIVISION NO. 3
GENERAL:
1. The scope of this project includes excposing the existing 1,000 gallon septic
tank and verifying it is structurally sound for continued use. Other work
includes the construction of a new 43' long X 15' wide absorption bed at the
location also shown on the Site Plan. The bed must have a 2' sand filter
beneath the absorption bed to slow the percolation rate of the underlying
soils. The distribution line in the bed will be placed at 6.5' below the existing
ground surface or at the same elevation as the flow line in the existing bed.
Total depth of the bed will be 9' below the existing ground surface or the
same depth as the existing bed. The new absorption bed must be placed a
minimum of 100' from the well on the lot and 100' from any surface water in
the area and 10' from the water service line proposed for the lot. A flow
diverter valve must be placed and the existing bed tied in for future use.
2. Construction shall be in accordance with the approved site plan, design
drawings, Municipal Permit with any special provisions or conditions, and all
applicable State and Municipal Wastewater Disposal Regulations.
3. The Contractor shall be responsible for obtaining all underground utility
locates and for the layout of the septic system and verification of the location
of all lot lines. The Contractor must also verify the location of wells in the
area and assure that the separation distances are met.
4. Unless specifically agreed otherwise, the contractor shall be responsible for
final grading areas subsequently depressed from soil settling. Property
owner shall be responsible for revegetation of affected areas unless
specifically agreed otherwise.
5. Contractors installing wastewater disposal systems must be certified by the
Municipal Development Services Department Building Safety Division On Site
Water and Wastewater Program for system installations. Owners installing
their own systems must receive prior approval from the On Site Water and
Wastewater Program before beginning system installation.
SEPTIC TANK INSTALLATION — VERIFY EXISTING TANK FOR CONTINUED USE
1. A new 1,000 -gallon septic tank must be procured from an approved source
and installed at the location shown if the existing tank is found unsuitable.

2. A septic tank is to be constructed by a certified septic tank manufacturer.
Construction shall include two 4" cleanouts for pumping access.
3. The septic tank shall be sufficiently bedded to prevent settling or shifting of
the tank.
4. All standpipes on the septic tank shall extend a minimum of 12 inches above
final grade.
5. Tanks installed without 4' of cover shall have a minimum of 2" of direct burial
insulation.
6. A foundation cleanout shall be installed one to four feet from the building
foundation. Two cleanouts are required between the tank and the drainfield.
7. Final grading over the tank shall be such that a positive slope exists away
from the septic tank.
DRAINFIELD CONSTRUCTION:
1. The drainfield shall be constructed to the dimensions shown on the design.
The bottom of the bed shall be within 2" of level.
2. Distribution piping must be placed level with perforations down atop a level
bed of drainfield rock. Rock should then be placed over the pipe to provide a
minimum of 2" of cover.
3. A silt barrier or geotextile fabric must be placed between the drainfield rock
and the natural soil backfill.
4. Monitor tubes must be 4" in diameter and installed at the locations shown on
the design. The portion below the distribution pipe must be perforated.
5. Contractor shall verify the septic tank and drainfield are a minimum 100' away
from any private water wells in the area, 150' from a Class "C" Well or 200'
from any community well.
6. Direct bury insulation must be placed over the distribution system if less than
3' of backfill depth is available. Finish grade over the trench must be
mounded to prevent settlement or depressions.
7. Grade area surrounding the absorption trench to drain away.
8. A minimum 2' of accepting soil is required below the drainfield rock for a 5'
wide trench. Contractor shall verify this condition prior to placement of the
rock. All pockets of unacceptable materials must be removed and replaced.

MATERIAL SPECIFICATIONS:
1. Septic tanks must be constructed by a municipally approved septic tank
manufacturer.
2. The following pipe materials are approved for use in septic system
installations in the Municipality of Anchorage:
Cast Iron (perforated and solid), ASTM D3034 or P.V.C. (perforated and
solid), ASTM F810 or H.D.P.E. (perforated, but not solid) and ASTM D2662
or A. B.S. (perforated and solid).
3. Insulation shall be at least 2" thick extruded direct burial polystyrene (Dow
Chemical Co. Styrofoam HI or equal).
4. Septic tank inlets and outlets shall be fitted with watertight couplings
(Caulder, Fernco, or equal).
5. A permeable geotextile fabric (Typar, Mirafi or equal) must be installed
between the final drain rock layer and the native soil layer.
6. All drain rock shall be .5" to 2.5" in diameter with less than 3% passing the
#200 sieve.
SAND FILTER GRADATION:
1. Sand used to slow the percolation rate in the new absorption bed must have
the following gradation:
50% Passed the No. 4 Sieve
2% Passed the No. 100 Sieve
1% Passed the No. 200 Sieve
2. The sand source must be approved prior to use.
INSPECTIONS:
Municipal Ordinance requires a minimum of two inspections. These inspections
must be conducted under the supervision of a professional engineer registered
in the State of Alaska. The first inspection must be conducted after the
excavation of trenches, beds or pits and before the installation of any gravel. A
septic tank may be set in place, but may not be backfilled.

The second inspection must be conducted after the placement of the geotextile
fabric, gravel, distribution piping, standpipes, cleanouts and insulation. No
backfill should be in place at the time of inspection.
Contractor shall provide a copy of all field survey layout and construction notes
for use in preparing the certified as -built of the completed system.

title (except between spouses) for properties served by a single-family on-site wastewater disposal and/or water
supply system. DSD also issues COSAs upon request to homeowners. Certificates of On -Site Systems Approval
are valid for 90 days from the date of issue for properties served by a private or Class C well and may be reissued
with new water sample results. (Certificates may be reissued for a period of up to one year with valid water
samples.) Certificates are valid for one year for properties served by Class A or B wells or a public water system.

SPECIFICATIONS FOR ON-SITE SEPTIC SYSTEM
LEGAL: Great Land Estates #3 Lot 1, Block 4
A. GENERAL
1. The well and septic plan is for a single family residence only.
2. The drawing and or site plan shall be a part of this specification.
3. All materials and workmanship shall meet the Anchorage Department of Health
requirements.
4. All soil tests are advisory to the design and are to be verified or modified in the
field by the engineer.
5. All excavations and depths are advisory and are to be verified in the field by the
contractor to meet Municipality of Anchorage requirements.
6. It is the responsibility of the owner to obtain all necessary permits or easements
and to locate any adjacent multi -family wells.
7. The excavation is to be exactly in the area shown on the site plan, any deviation
requires engineer approval.
8. It is always recommended that a surveyor locate the nearest lot line position and
the location of any easements.
B. BED
1. The bed is to follow the natural land contour to maintain uniform total depth of the
bed bottom.
2. The bottom of the bed shall be level, plus or minus 1.5".
3. The total depth of the sewer gravel excavation is not to exceed 5' at any point.
4. A 2' sand filter layer shall be placed under the sewer gravel. The sand shall be
from a currently approved filter sand source.
5. The bed gravel is to be covered with typar fabric material.
6. Soil or combination of soil and extruded board insulation to a depth of 3' or
equivalent is to be placed over the leachfield.
7. The area over the bed is to be finish graded to prevent ponding of surface water
runoff.
8. The septic tank and leachfield must not be closer than 100' to any existing private
well, 150' to any Class "C" well, or 200 feet to any community well.
RECOMMENDED LEACHFIELD DIMENSIONS:
TOTAL DEPTH = 5' gravel, 7' sand
GRAVEL DEPTH = 6" under pipe, 2" over pipe
BED LENGTH = 43' BED WIDTH = 15'
SOIL RATING = 0.7 GPD/ft2 (filter required)
BEDROOM CAPACITY = 3 SEPTIC TANK SIZE = 1,000 gallons minimum
Twenty-four (24) hours notice required for all inspections.

We are requesting a revision on the above referenced property due to the well site being moved
slightly, and the owners request for a location allowing gravity distribution to the leachfield. The
well has been constructed, and a well log is attached. A new test hole was completed with
percolation testing to document the new leachfield and reserve area. The proposed septic system

C. GRAVEL BED
1. The bed excavation is to be as shown on the site plan with elevations referencing
a nail in birch tree marked "BM," elevation 100.00.
2. The bottom of the gravel layer is at elevation 94.2'.
3. Leachline invert is at 94.7' and level, top of gravel bed is at 95.2'.
4. The bed gravel is to be covered with typar fabric material.
5. Soil or combination of soil and extruded board insulation to a depth of 3' or
equivalent is to be placed over the leachfield.
6. The area over the bed is to be finish graded to prevent ponding of surface water
runoff.
7. The septic tank and leachfield must not be closer than 100' to any existing private
well, 150' to any Class "C" well, or 200 feet to any community well. Verify
distance to Peters Creek at + 100'.
