On -Site
Because of the terrain features this ROW is totally unbuildable and ROW sees no requirement for an
Encroachment Permit for the marginal encroachment of the septic system.
The owners are put on notice the fence, steps, retaining wall, or other structure (absorption field), is an
unpermitted encroachment into the street right of way, and ROW is not enforcing it at this time. Should the
encroaching item(s) need moving or the owners want to replace it, the final location needs to be inside the
property boundaries.

RE: GREAT LAND ESTATES #3 BLOCK 5, LOT 2 – WAIVERS
Due to site constraints (field, foundation, well radius, deck, elevations,…), the existing tank
was removed, properly decommissioned and the new tank installed outside the well radius
in 2019 to maintain functionality until the new field was installed the next year.
Per final inspection and as-built survey, it appears the tank is approximately 3’ to the
original field. The field was never exposed or compromised at tank installation and the
field integrity remains intact with no adverse effects known or anticipated. Backfilled
material was per code, compacted and the previous tank to field had no known issues for
43 years. Granting of this waiver is justified with no known or future issues anticipated.
Per visual observations at tank installation, it appeared that 5’ was maintained between the
tank and deck support. However it appears that the tank is approximately 4.6’ to the tank
and we are therefore requesting a waiver of 4’ between the deck support and septic tank.
The granting of this waiver is justified due to the fact that the encroaching support is a
corner support with the majority of the deck’s bearing load further away from the tank,
there is adequate additional structural support, the deck does not go over the tank, the tank
has been improved with a HDPE tank and there have been no known issues previously and
none are anticipated with the granting of this waiver.
Granting of these waivers will not impact any of the neighboring properties. Please

2. All requirements specified in Anchorage Municipal code Chapters 15.55 and 15.65 and the State of Alaska
Wastewater Disposal Regulations (18AAC72) and Drinking Water Regulations (18AAC80)
3. The wastewater code requires inspections during the installation. The engineer shall notify the Development
Services Department per AMC 15.65. Provide notification by calling (907) 343-7904 (24/7).
4. From October 15 to April 15, a subsurface soil absorption system under construction during freezing weather
shall be either:
a. Opened and Closed on the same day, or
b. Covered, sealed, and heated to prevent freezing

RE: SEPTIC SYSTEM UPGRADE PERMIT

During the septic tank installation it was determined that the septic field is mostly
saturated and the owner has requested we proceed forward to obtain a septic permit to
upgrade the complete septic system on the subject lot. The proposed upgrade will serve
the existing 3 -bedroom house.
The slopes are flat at the proposed septic field location with slopes >25% more than 50'+
away. Recent testhole and groundwater monitoring results are attached for your review.
We propose to install one 38' long deep trench.
The lot and area are served by private water. The proposed design will not impact any of
the neighboring properties due to the lot layout. Please contact Brent M. Western or me if
