Box 19-6650 Anchorage, AK 99519 Dear Sirs: By means of this letter I am requesting issuance of a waiver of the normally required 100-foot separation distance between a wastewater disposal system and surface water down to 95 feet for the proposed Advantex Category III ATS on Lot 7A, Block 2, Rabbit Creek S/D, located at NHN Our Own Lane. This waiver is necessary in order to allow installation of the wastewater disposal system inspection permitted under # SW100020. I discussed this surface water separation issue with Jay Crewdson last week and he agreed that since the design is for an ATS, a surface water separation distance waiver down to 95 feet ought to be able to be granted. Please refer to the design drawings for this project for general reference. At the time the design was submitted and approved it was recognized that the 100-foot offset from the high water line of Rabbit Creek would come relatively close to the south boundary of the telecom and electric easement that runs parallel to the north boundary of this lot. However, the design engineer apparently felt there would be enough room to construct the proposed system in the intervening space. Prior to the start of construction this fall we arranged for a surveyor to stake both the easement line and the 100-foot offset from Rabbit Creek. This staking revealed that the 100-foot offset from the creek is only 4 feet from the easement at the closest point staked near where the Advantex tank is proposed to be installed. The tank location cannot be changed without affecting the ability to locate the original and replacement disposal drainfields within the required 30-foot radius of test hole #1. The necessary configuration of the 7.5-foot long AX-20 treatment pod with its long axis perpendicular to the long axis of the Advantex tank, means that components of the system will necessarily have to be installed as close as 95 feet from the edge of Rabbit Creek. While the topography of the lot trends gently downwards towards Rabbit Creek the lay of the land is such that the shortest wastewater flow path from potentially failing components before encountering surface water is greater than 100 feet. Because the Advantex tank is fabricated of epoxy-coated heavy-gauge steel and the other components are fabricated of fiberglass, they have a very long life expectancy. Furthermore, should failure occur, the presence of a maintenance contract and 24-hour "Vericom" telemonitoring will ensure that necessary corrective action would be undertaken immediately. The residual disposal field will receive only highly treated effluent, so the potential for soil clogging is greatly reduced and failure resulting in surface daylighting is unlikely, but were this to happen the effluent quality is far superior to normal septic tank effluent, for which the 100-foot required separation was established. Thus the potential for surface water contamination from ATS effluent is almost negligible. Based on the above rationale I believe that the requested surface water separation distance waiver can and should be granted without significant concern as to adverse impacts on public health. The proposed septic design is based upon Test Hole #1 dug on November 19, 2007. There was groundwater influx at 5.75 ft when the hole was dug, and the high level was found at 3.0 ft on May 15, 2008. The water level was monitored at other times of the year and was not above 3.0 ft. A mounded drainfleld is proposed, with the bottom of the sewer rock at 1.0 ft above original grade. Soils will be excavated to the bottom of the organics at 0.5 ff and backfilled with clean filter sand to 1 ft above grade. The test hole was dug to a total depth of 6.25 ft and encountered silty sand and gravel. A percolation test conducted between 0.75 ft and 1.25 ft resulted in a rate of 5 minutes per inch. A deeper perc test between 2.0 and 2.5 ft resulted in a rate less than I minute per inch. An application rate of 6.0 gpd/ft~ is used in the design. The soil log and perc test data are attached. S/D BIk 2 Lot 7A Watklns Engineering, Inc.; October24, 2008; page 2 Test Hole #2, to the east had groundwater at 3.0 ft on May 15, 2008, but on December 12, 2007, it was measured at 2.08 ft below ground. The December measurement may have been influenced by precipitation or poor drainage around the monitoring tube. The soils in Test Hole #2 were also less consistent than in Test Hole #1, with potentially less than 2 ft of unsaturated soils. The drainflelds are within 30 ft of Test Hole #1. There are no surface waters or private wells within 100 ft of the proposed septic system. Rabbit Creek lies at the south side of the property, and the septic system will be greater than 100 ft from it. There are no slope concerns, with the slope approximately 5 to 10% in the vicinity. The drainfleld will be placed perpendicular to the slope. I am not aware of any adverse effect that this upgrade would have on any adjacent properties' water and wastewater treatment needs.
