BOX 240773 ANCHORAGE, AK 99524 522-7773 522-6779 FAX June 4, 2010 Municipality of Anchorage Development Services Department On -Site Water and Wastewater Program 4700 South Bragaw Street Anchorage, AK 99519-6650 Subject: Lot 3, Block 1, Deer Park Subdivision No. 1 Septic System Design and Permit Application Impacts to Adjacent Properties Dear Onsite Services Engineer: 64e I 4 r,141A The septic tank on Lot 3, Block 1, Deer Park Subdivision N . 1 is failing and must be replaced. In addition, the absorption bed is nearing the a of its useful life. We are proposing to replace the tank with a new 1,000 -gallon -i tank to serve the three- bedroom home on the lot and a new absorption trench to dispose of the septic effluent. We are therefore requesting a permit be issued for the construction of a new septic system to serve the home. The attached Site Plan and backup documentation identify the location and configuration of the existing septic system and the location of the new tank and absorption trench. Also identified on the plans is the existing well on the lot. The new tank and trench will be placed 100' from the well. It will also be located 100' from all wells in the area. The existing tank on the lot will be properly disposed on the property or removed from site. A flow diverter valve will be placed to allow connection to the existing bed in the future. The drainage patterns will be maintained after construction. The test hole recently placed on the lot indicated silty sand to sandy silt (SM/ML) with some gravel. The percolation rate was determined to be 30 minutes per inch. A previous test hole placed several years ago rated the soil at 150 square feet per bedroom. Groundwater was found in the test hole at 10.5' below the surface during the monitoring period. We have designed the new trench for an application rate of .6 gallons per date per square foot. We are proposing to place a 75' long trench by 5' wide with a 4' effective depth. The total depth of the system will be 5.5'. Additional fill will be placed over the completed trench to insure a minimum of 3' of cover and to direct drainage away from the trench. Lot 3, Block 1, Deer Park No.1 June 4, 2010 Page 2 of 2 The ground surface on the lot slopes at a grade of 10% to the northwest in the area of the absorption trench. The trench will be located at the base of a 20% fill slope. The new absorption trench will be constructed as parallel with the slope of the land as possible in conformance with Municipal requirements. If the tank is constructed in accordance with our design the following statements apply: 1. The tank, if constructed as designed, will have no adverse impact on the wells in the area or those to be constructed in the future. 2. The tank, if constructed as designed, will have no adverse impact on existing septic systems in the area or those to be constructed in the future. 3. The tank, if constructed as designed, will have no adverse impact on reserve space, either surface or subsurface, on any lots located in the area. 4. The tank, if constructed as designed, will have no adverse impact on drainage patterns in the area. The current drainage pattern will be maintained. Sincerely, Michael E. Anderson, P.E. Work also includes the placement of two post tank cleanouts and connecting the new tank into the existing absorption system and the placement of a monitor tube in the existing absorption bed to allow an inspection of the existing trench, bed or pit. In addition, a new 75' long X 5' wide X 4' effective depth absorption trench must be constructed at the location also shown on the Site Plan. The distribution line in the trench will be placed at 1.5' below the existing ground surface. Total depth of the trench will be 5.5' below the existing ground surface. The new septic tank and trench must be placed 100' from the existing well on the lot and 100' from all private wells and any surface water in the area and 10' from the water service line from the well. A minimum of 4' of cover is required over the septic tank. The foundation cleanout must be replaced if one is not found on the property. 2. Construction shall be in accordance with the approved site plan, design drawings, Municipal Permit with any special provisions or conditions, and all applicable State and Municipal Wastewater Disposal Regulations. 3. The Contractor shall be responsible for obtaining all underground utility locates and for the layout of the septic system and verification of the location of all lot lines. The Contractor must also verify the location of wells in the area and assure that the separation distances are met. 4. Unless specifically agreed otherwise, the contractor shall be responsible for final grading areas subsequently depressed from soil settling. Property owner shall be responsible for revegetation of affected areas unless specifically agreed otherwise. 5. Contractors installing wastewater disposal systems must be certified by the Municipal Development Services Department Building Safety Division On -Site Water and Wastewater Program for system installations. Owners installing their own systems must receive prior approval from the On -Site Water and Wastewater Program before beginning system installation.
