Re: On-site Septic System Design
Broadwater Heights Subdivision, Lot 3 Block 1 of Tract D
To Whom It May Concern:
A 3 -bedroom house is planned to be constructed on the 0.41 acre parcel described as Lot 3 Block 1 of
Tract D in Broadwater Heights Subdivision. The property is located off Broadwater Drive in the Eagle
River area. The property is not served by public water and sewer services. This document is to serve as
a narrative for the on-site septic design we have prepared.
Findings:
Numerous test holes and borings were logged on this property. From our findings we established the
southeast corner of the property as the only viable region to construct an on-site septic system. Steep
slopes and less than 24 -inches of native unsaturated receiving soils limit other areas on the property
from being developed. Soils in the southeast corner of the property were found to be 1 to 2 feet of
topsoil, followed by 2 to 4 feet of poorly graded sands before reaching weathered bedrock. No
groundwater was observed in any of the soil logs. A percolation test was performed in the immediate
area of the proposed absorption areas and results show a percolation rate of 23 minutes per inch.
Per Anchorage Municipal Code (AMC) 15.65.060.2.c at least 6 feet of vertical separation must be
maintained from the bottom of the absorption area and bedrock. Imported fill will be required to reach
this minimum separation. Combining with the additional fill being used for cover on the septic system the
footprint of the import extends beyond the southern property line. A 50 -foot fill easement is proposed to
legally facilitate this need.
This pocket of developable land cannot be designed to meet the minimum standards for the Municipality
of Anchorage (M.O.A.). Variances for slope setbacks and separation between the primary and reserve
absorption areas will be required.

Variances:
In reference to a memorandum issued by the MOA on April 7, 2004, absorption areas can be within 50
feet of slopes greater than 25%. This exception is only if the absorption areas maintain a 35 -Toot
separation from the point of intersection for a 25% slope beginning 2.5 feet above the septic field's pipe
invert and the finish grade. The proposed design meets this requirement to the south, but is within 15
feet of the >25% slope found to the west. From our field investigation we feel this reduced setback is
viable because the bedrock was found to slope towards the southeast. Intuitively this means the natural
subsurface drainage pattern would transport effluent in this southerly direction, eliminating concerns that
the discharge would surface on the slope to the west.
The area available for septic fields is not large enough to accommodate the primary and the reserve
areas with the minimum 10 feet of separation. An additional variance is requested to reduce this
separation to 5 feet. Factors for permitting this variance are based on the fact we are using a Category
III Advanced Wastewater Treatment System which produces a cleaner effluent than more conventional
septic systems. The need for imported fill for each septic field also ensures uniform soils are being used
over the entire absorption area. We have also placed the reserve area up slope of the primary
absorption area to limit infiltration. It is critical the contractor does not disturb the reserve area while they
are installing the original septic field.
Domestic Waste Water & Septic Design Calculations:

Construction of New Septic System:
As mentioned, this site does not constitute the design of a conventional on-site septic system. A
category III system has been chosen and includes a 1,500 gallon fiberglass Advantex tank with an
Orenco AX -20 pod which is prefabricated by Anchorage Take. The Advantex tank will be connected to a
"5 -wide" shallow trench system with a center manifold. In order to meet the required 6 feet of vertical
separation from bedrock over 3 feet of sand will need to be placed on the existing receivable soils before
the absorption area is constructed. The trench will extend equal distances, 10 feet to the north and
south of the manifold. The absorption area will consist of perforated distribution lines placed on top of 1
foot of filtering rock (3/4" to 1-1/2" washed rock). Monitoring pipes will be installed at the end of each
trench, and cleanouts will be installed on the ends of each distribution line. Cleanouts shall be installed
on the service lines going in and out of the septic tank. All pipes going in and out of the septic tank shall
be installed on undisturbed native soils, or in trenches that have been adequately compacted. The bed
will be filled with additional washed rock to ensure 2 inches of cover is maintained above the lines.
Permeable geotextile fabric will then be installed over the washed rock to prevent fines in the backfill
material from infiltrating and damaging the absorption system. Backfill shall be mounded a minimum of 6
inches above the surrounding grade to ensure positive drainage after settlement. Backfill over the
absorption trench shall not be compacted.

Maintenance of Septic System:
Maintenance of this advanced wastewater treatment system will be the responsibility of the property
owner. Regular servicing and appropriate use of the system should meet the manufacturer's
recommendations and AMC 15.65.360. Using garbage disposals and flushing of non -degradable items
(coffee grounds, cigarette butts, tampons, paper towels, etc.) should be avoided. The owner shall
eliminate heavy surface loads in the area of the septic system to maintain the structural integrity of the
system. Trees and other large plants should be removed and maintained at an adequate distance to
prevent roots from growing into the system.

agree to a 50 -foot slope easement for the proposed septic system as detailed by engineered

During a recent COSA on-site inspection and test of the potable water
supply well on Block 1, Lot 3 of Broadwater Heights Tract D subdivision,
the well's productivity was determined to be .73 gallons per minute. The
minimum well productivity required by this Department (AMC 15.55) for a
3 -bedroom residence is 0.31 gallons per minute. Although the subject well
currently exceeds this minimum requirement, all parties concerned are
advised that the production capacity of the well may fluctuate. Restriction
of non-critical water uses such as washing cars and watering lawns and
gardens may be required.
This advisory must be attached to all copies of the subject Certificate of On -
Site Systems Approval.

THIS MAINTENANCE AND REPAI.R AGREEMENT made and entered into as of this

herein the "OWNER," and the Municipality of Anchorage, herein the
"MUNICIPALITY." In consideration of the mutual covenants contained herein, the
parties to this Maintenance and Repair Agreement agree as follows:
1. Advanced Wastewater Treatment Systems. Municipality grants permission to
Owner to utilize and operate an Advanced Wastewater Treatment System
(AW WTS), described as

2. Definitions.
Alteration. Any change to the desi,; t. or fuaction of an AiV9JTS that
includes the installation er rerrnv l of azty parts, components or pieces not
included in the original construction pear t and design.
Certificate of On -Site Systems Approval (COSA). An approval by the
Municipality of existing water and wastewater disposal systems given at
the time of property sale and titic transfer in accordance with Anchorage
Municipal Code (hereinafter, "AMC") 15.65. These approvals certify that
the systems are adequate for the homes that they support and meet the
codes that were in place at the time of system construction.
Damage. Any man-made or natural change in a system that would inhibit
the system from performing as designed.
Maintenance and Repair. The scheduled and as needed replacement of
existing parts, components and pieces of an AWWTS that were included
in the original design which would allow the AWWTS to continue to
perform as designed.
Permit. An On -Site Wastewater Disposal Permit as required by AMC
15.65 to construct and operate an AWWTS.
3. Term. The term of this Maintenance and Repair Agreement shall begin on the
date of approval by the Municipality to operate the installed system or issuance of a
COSA, and shall continue while the AWWTS is in use or is operational or until the
property is sold or title is transferred by the owner and a new COSA is issued to the
new owner or transferee of the property.
4. Alterations. Installation and Removal of Additional Eouipment. Prior to
performing any alterations to an AWWTS, the owner agrees to obtain an On-site
Wastewater Disposal Permit from the Municipality in accordance with AMC 15.65.
5. Maintenance and Repairs.
A. Throughout the term of this Maintenance and' Repair Agreement, the Owner shall
maintain their AWWTS in a satisfactory condition capable of producing treated
septic effluent in accordance with the equipment's approval for operation in the
Municipality. The owner shall enter into a service agreement with an AWWTS
service and maintenance provider approved by the municipality and the
manufacturer of the AW WTS for the entire term of the AW WTS In addition, it
shall be the responsibility of the Owner during the term of this Maintenance and
Repair Agreement, and any renewals thereof, at the owner's sole expense, to pay
for any and all: (1) repair(s), (2) maintenance, (3) adjustment(s), (4) replacement
costs, and (5) inspection costs.
B. Owner agrees to comply with all applicable ordinance, laws, regulations, rules
and orders for the AW WTS.
C. Upon request by the Municipality, the owner agrees to provide the Municipality a
written schedule of routine maintenance and repairs which have been performed
on the system. When a record of maintenance is documented and maintained by
the system vendor, the owner agrees to allow the Municipality access to this
information.
D. Owner acknowledges that the fine for failing to maintain and repair an AW WTS
may be assessed in accordance with AMC 14.60 for improper discharge.
E. Owner agrees that only maintenance and repair personnel approved by the
Municipality will inspect and make any necessary maintenance, repairs or
permitted alterations to the system.
F. Owner agrees to grant the Municipality reasonable access to test and inspect the
AW WTS upon 24 hours written notice.
G. Owner agrees that any sale or transfer of title of the property will not occur
without a new Certificate of On -Site Systems Approval.
H. Owner agrees that the AW WTS installation and maintenance requirements as
provided by the AW WTS vendor/installer and approved by the Municipality are
the governing guidelines for the construction, maintenance and repair of the
Owner's AW WTS.
6. Nonwaiver. The failure of either parry at any time to enforce a provision of this
Maintenance and Repair Agreement shall in no way constitute a waiver of the
provisions, nor in any way affect the validity of the Maintenance and Repair
Agreement or any part hereof, or the right of such party thereafter to enforce each and
every provision hereof.
7. Amendment.
A. This Maintenance and Repair Agreement shall only be amended, modified or
changed by a writing, executed by authorized representatives of the parties, with
the same formality that this Maintenance and Repair Agreement was executed
with, and such writing shall be attached to this Maintenance and Repair
Agreement as an amendment.
B. For the purposes of any amendment modification or change to the terms and
conditions of this agreement, the only authorized representatives of the parties
are:

b. Municipality: Director, Community Development or designated authority
C. Any attempt to amend, modify, or change this contract by either an unauthorized
representative or unauthorized means shall be void.
8. Jurisdiction: Choice of Law. Any civil action arising from this Maintenance
and Repair Agreement shall be brought in the Superior Court for the Third Judicial
District of the State of Alaska at Anchorage. The laws of the State of Alaska shall
govern the rights and obligations of the parties under this Maintenance and Repair
Agreement.
9. Severability. Any provisions of this Maintenance and Repair Agreement decreed
invalid by a court of competent jurisdiction shall not invalidate the remaining
provisions of the Maintenance and Repair Agreement.
