Box 196650 Anchorage, Alaska 99519-6650 Ref: Holding Tank Upgrade for Lot 6, Block 1, Valhalla Subdivision To whom it may concern: The existing three bedroom home is served by a private well and a 2000 -gallon holding tank. Per the homeowners request the existing three bedroom -holding tank is to upgrade to a capacity that can support five bedrooms. We are proposing to expose the tank to verify the integrity; if integrity found to be poor we will install a new 4000 -gallon holding tank and abandon existing tank. If integrity confirmed we will install an additional 2000 -gallon holding tank after the existing. There have been several systems on this property. Due to poor soils and high groundwater conditions there was no suitable area for a septic system found during previous soils testing. In short, we are proposing that an additional 2000 -gallon holding tank be installed or the existing 2000 -gallon holding tank be abandoned, and a new 4000 -gallon holding tank be installed in accordance with the Municipal standards. There are no surface waters within 100 feet of the proposed upgrade. I am unaware of any adverse impacts this installation would have on adjacent wells or septic systems. All construction practices and material specifications shall be in conformance with Municipal requirements. 2. A new 2000 gallon holding tank shall be installed in the approximate location shown on the plan. All parts of the holding tank shall be at least 75 feet away from the private well on the lot and the thread of the runoff ditch along the north side of the property. 3. A new foundation cleanout is to be installed 2' to 5' from the building foundation, and the waste line leading from the house thoroughly cleaned before hookup. The new waste line shall slope down towards the tank at 2%. 4. An approved float system shall be installed in the tank, set to trigger an audible and visible alarm mounted inside the residence whenever there is no more than 500 gallons of capacity remaining in the holding tank. 5. The existing septic tank and lift station are to be pumped and properly abandoned by either crushing and burying in place or transporting to an approved disposal facility off site. The soil absorption mound is to be abandoned in place. 6. Gene May 25, 1989 Subject: Septic System at 12200 Shenandoah Gentlemen; SOT(,, j3Veli - Per your verbal request I investigated the problems with raw sewage discharge at the residence at 17.200 Shenandoah Rd. I reviewed the file you had compiled and talked with Dan Roth at _- the Municipal Health Department. Three separate problems exist. 1. Surface Water Stream. There is a surface water stream crossing Shenandoah, and the east property line of this lot. This water course, which may be a drainage ditch installed by persons Unknown after or before the installation of the septic system on subjects: lot, is 50 feet more .or less distant from the septic system. State law requires at least 100 feet separation between permanent surface waters and any component of a septic system. A waiver can be granted under certain circumstances, but it is unlikely that a waiver will be granted in this case. It is also illegal to change or modify an existing drainage course without a permit to do so. 2. Discharge of raw sewage. {-- Evidence of sewage discharge could be observed at the west and of the drainfield. No discharge could be seen while I was on the site, but evidence of past discharges was obvious. '. Possible reasons for this discharge could be that: the sewage is getting into the old trench located under the prevent bed, or that there is a strata of permeable material in the mound that daylights on the slope where the discharge occurs. 'a. Possible rupture of septic tank. ' This system consists of a septic tank:, a lift station and a drain field. According to you and to Dan Roth, the pump in the the lift station was disconnected last November with the idea of fi using the septic tank: and the lift station as a holding tank. The tanks were not: pumped, with the result that: the water level in the lift station rose until the discharge pipe was submerged S; and from that: time on the system discharge under gravity flow to ;i the field. A high water mark is clearly visible approximately =`. 12 inches above the discharge pipe. I do not think the septic ?' tank is ruptured. I measured 49 inches of water in the tank, which is the elevation o'f the tank outlet. To verify that the tank is intact, it, may be pumped, the residents of the house rrequested not to use any water for a couple of hours, and by G' f� 1 rkland P.E. listening determine if water is flowing into the tank:. The accumulation of water in the tank can also be determined by inserting a graduated stick into the tank immediately after pumping and then after several hours. On May 22, 19£39 I discharged water through a garden hose into the cleanout immediately after the tank. I immediately heard and saw the same water entering the lift =station. I also discharge water directly into the tank with the same result. Water flowed into the lift station. 'Then I discharged water into the monitor pipe for the bed at a rate of 4.5 gallons per minute. I let the water flow for 2.5 hours, I did not observe water flowing into the lift station or surface at the slope. A total of 600 gallons more or less was discharged into the field. Water could be seen in the monitor pipe. 24 hours later, the water was still in the monitor, indicating that the the absorption field did not accept the waiver. -CONCLUSIONS Based on my inspections and testing i Have concluded that thea absorption field dues not work. Sewage will accumulate within the field until the water pressure forces raw sewage to surface on the slope of the field and contaminate the surface and the surface waters in the road ditch. Based on the soil tests that: have been performed in the past., I do not think a standard septic system can be installed on this property due to the inability of the soil to absorb water and also because of the presence of the drainage ditch along the Bragaw Street , and the ditch on Lot 9, Shenandoah Hills. The only solution to the problem is to install a holding tank: of sufficient capacity to serve the residence. I do not think: that the septic tank: is ruptured, there is no need to replace it, it can be used in combination with a 2000 gallon holding tank to provide 3000 gallons of storage. A Municipal permit must be obtained for which a site plan prepared by a professional engineer- is required. The installation of the holding tank must be inspected by an engineer before Municipal approval of the .installation is given. A summary of my findings is as follows: 1. Letter dated July 27, 1976 from R & M Consultants identifying two test holes - TH I[I on Lot 3 and TH #2 on Lot 6. Soils log shows the following: TH #l, (Lot 3) Sandy Silt Sandy Silt Sandy Silt No water TH #2, (Lot 6) Silt w/some Silty Sand Sandy Silt Silty Sand Water @ 12' w/sand 2' to 7' w/sand gravel 7' to 12' w/gravel 12' to 19' sand, moist l' to 5' w/some gravel, moist 5' to 9' w/some gravel 9' to 13' w/some gravel 13' to 19' 2. Based upon the above soils test, Permit No. 76579 was issued to Steve Syverson on 7/28/76 for an on-site wastewater dispo- sal system. The permitted system was a trench 8' deep, 46' long, with 5' of gravel. The perc tests taken on TH #1 and TH #2 both indicated 150 sq ft-/br soils rating. For a 3 -bedroom house, the calculated length of trench using 5' of gravel in 150 soils is 150 x 3 - (5+5) -- 45' is in agreement with the permit criteria. The total depth of 8' shown on the permit meets the requirement of 4' of: separation from the trench bottom and the water level. Risk Management - Brenda Gaffney Feburary 3, 1984 Page 2 3. The inspection report dated August 13, 1976 confirmed that the disposal system was installed in accordance with the per- mit criteria. 4. On December 8, 1976, R & M Consultants conducted an adequacy test on this disposal system which indicated that the system was capable of handling 2.89 gallons per minute. It was concluded by R & M that the system was adequate for the three bedroom residence. We concur with this conclusion. 5. In September 1980, a Health Authority Approval (HAA) Certificate was issued for this lot which approved the system for a two bedroom single family residence. In view of the fact that the system was less than four years old, an ade- quacy test was not required for this HAA certificate. The performance of the wastewater disposal system at this time was obviously satisfactory. 6. In September 1983, a complaint was made to the DHEP of raw sewage on the ground at the subject lot. As indicated in the attached letter (Certified mail with return receipt requested) the occupant, 'Mr. I. D. Burgett, was advised of the situation, and was instructed to upgrade the existing system due to its obvious failure. 7. In pursuit of upgrading the failed disposal system, a number of soils tests were taken of several locations on the subject lot. These tests indicated that the ground water table underlying the subject lot was at a depth of: approximately 3' below ground level. 8. Based upon the results of the above referenced soils test (and water monitoring), a mounded bed type wastewater dispo- sal system was designed, approved, permitted, and installed on the subject lot. The final inspection "as -built" drawing on this new system was dated November 28, 1983. 9. As of February 3, 1984, there has been no information to indicate any unsatisfactory performance of this new system. There is nothing to indicate that the MOA was in any way remiss in either the original or latest permit-, or in issuing the Health Authority Approval Certificate. The obvious cause of the system failure was ground water enc r.oachino nt subsequent to the initial. installation. This is riot an unusual occurrence, and is neither predictable nor controllable. It is recommended that this claim be denied. This investigation was performed in accordance with your request of July 21, 1976 and those procedures outlined in a letter dated July 15, 1975, by Mr. Rolf. Strickland of the Greater Anchorage Area Borough Department of Environmental Quality. A single test hole was put down in each of the designated lots for the purpose of defining general subsurface soil conditions for the proposed sanitary system. Excavation was accomplished with an auger type drilling rig and each test pit was extended to a total depth of 19 feet below ground surface. The final logs prepared for the test holes has been included in Drawing A-01. Ground water was encountered in test hole. Two at a depth of 12 feet while drilling. The following table represents the level of the liquid in the septic tank. The level was initially 0.96 feet above the bottom of the tank. During the test, 303.1 gallons of water were put into the septic system. The meter used was a 5/8" Rockwell standard water meter. SUMMARY OF MEASUREMENTS If it is assumed that the existing two bedroom residence will house four people, the average daily load on the disposal system can be expected to be 300 gallons per day.
