Box 19-6650 Anchorage, AK 99519 Dear Sirs: By means of this letter I am requesting issuance of a separation distance waiver allowing the existing seepage pit serving the 2-bedroom residence on Lot 2, Block 1, Woolever S/D, located at 12500 Toilsome Hill Road to remain in its present location, which is approximately 85 feet from the private well serving the same lot. We are also requesting issuance of waiver allowing the seepage pit to remain within 0 feet of the west lot line. A site plan, well log, soil test information, sewage disposal system as-built inspection report, adequacy test information and comprehensive water test results are enclosed for your review. The wastewater disposal system was in~talled in September of 1971 and consists of a 1290-gallon concrete-block septic tank that discharges into a 15' by 15' seepage pit containing 2 precast concrete rings with an effective depth of 6 feet. Contrary to information contained in other documents in your files, the standpipe for the seepage pit is 96 feet from the well and 7 feet from the lot line. I have indicated on the site plan a possible configuration of the seepage pit, which is entirely within the lot lines, but possibly encroaches as close as 85 feet from the well. According to the enclosed driller's log, the well serving this lot was originally drilled to a depth of 177 feet in 1971, and now has a total depth of 405 feet. On August 9, 2002 1 conducted adequacy tests of the well and septic systems serving this lot. The initial fluid depth in the seepage pit was 38 inches and the addition of500-gallons ofwater in one large dose from a pump truck caused the fluid depth of increase to 68.25 inches. This level receded to 46.75 inches over the next 2 ¼ hours, at which time I started adding carefully measured amounts of water from the well. The addition ofanother 517 gallons of water from the well at an average rate of 3.7 gpm caused the fluid depth to increase to a maximum of 59.5 inches; once the flow of water was stopped the fluid level receded to 45.6 inches within 2 ½ hours. Based on this performance I concluded that the seepage pit is still functioning adequately for a 2- bedroom residence. At the start of the well flow test the static water level was at 57 feet below the top of ibc casing. Steady pumping of 517 gallons of water from the well at an average pump rate of 3.7 gpm caused the water level in the well to be gradually drawn down to 368 feet below the top of the casing. Once the pump was turned off, the water level inside the bore hole recovered at an average rate of 0.68 gpm. This rate is more than adequate for a 2-bedroom residence, and combined with the large amount of underground storage in the bore hole should provide a satisfactory water supply for the residence. Water samples collected on August 9, 2002 were satisfactory, showing 0 coliform or other bacteria and 0.339 mg/l ofnitrate-N. The separation distance from the well to the septic tank is 65 feet, which was legal at the time of installation and therefore should not require a waiver at this time. The seepage pit was reported as being 25 feet from the lot line, whereas it actually appears to be immediately adjacent to the west lot line, so a waiver is requested allowing it to be 0 feet from the lot line. Since this lot line abuts a platted street, this creates no conflict with present or future wastewater disposal systems. Thus, we recommend that you grant the requested lot line waiver. A related issue pertaining to a 40% slope in the area ofthe seepage pit was resolved in 1971, and the system continues to function adequately with no indication of effluent ever surfacing through the steep slope. The following is a breakdown of how waiver assessment points could be assigned using ADEC's 1985 "Separation Distance Waiver Guidelines for SCRO". The information upon which these numbers is based was derived from the well log, available soils information, and field measurements.
