Attached is the Creation Ordinance for Stella Lateral Improvement District No. 133. The Sanitary Sewer Special Assessment District was petition-initiated, with the resulting voting.percentages as' follows: FOR CREATION AGAINST CREATION MUNICIPALITY OWNED PROPERT~ NONRESPONSIVE .RETURNED 69.6869% 18.0567% 12.2564% TOTAL 100.0000% The engineering estimated cost for construction of the Lateral Sewer Improvement is $225,834, plus trunk charges. Said trunk changes will be assessed jointly with t~e Lateral Assessments. The operational life of all wells and septic systems depend on the local soils condition, groundwater levels that may fluctuate during the year, and the water usage of the family being served by the system. These conditions are outside the control of the evaluator of the system.
