Ref: Sewer Upgrade for Lot 5, Block 1, Denali View Subdivision
(Bottomless Intermittent Sand Filter-ISF)
To whom it may concern:
The existing 3 bedroom house is served by a private well and septic system. The residence is
currently being used as a bed and breakfast, but is being sold (closing prior to 7/1/00) as a single
family residence. The existing septic system consists ofa i000 gallon septic tank and two trench
type drainfields. The existing drainfields are surcharged and submerged in groundwater and must
be upgraded. We are proposing that a 1250 gallon S.T.E.P. tank and a innovative Bottomless
Intermittent Sand Filter (ISF) system be installed. Comments regarding the proposed upgrade are
summarized as follows:
1. GENERAL: Two test holes were excavated northeast of the existing septic system to
determine an area suitable for a septic system upgrade. Due to high groundwater in the area, only
one of the test holes was found to be suitable for an on-site septic system. Given the limited area
around the testhole, the setbacks from the existing septic system, and the steepness of the
majority of the property; it is our opinion that a Bottomless Intermittent Sand Filter (ISF) system
is the most viable option.
2. SOILS: Attached are logs which show the soil classifications, groundwater monitoring, and
the percolation test results. In TH# 1, the soils below the organics are a SM material to a depth of
1.5 feet an then transition to a ML/GM material to a depth of 9.5 feet (bottom of test hole). In
TH#2, the soils below the organics is a ML/GM material to a depth of 7.5 feet. Groundwater was
found at 5 feet in TH#1 and at 3.5 feet in TH#2 during excavation. On 5/17/00, the monitoring
tubes were checked and found water to be at 3 feet in TH#1 and at 1.5 feet in TH#2. In short the
area near TH#1 marginally has 2' of accepting soil. A percolation test fo~: TH#1 was performed
between the depth of 1.5 feet to 2.0 feet which had a rate of 8.4 minute/inch. It is our opinion that
due to the overall appearance of the soils, a application rate of 2.0 gallons/day/sq, ft. should apply
for the proposed bottomless intermittent sand filter system. ....

1. Sand material: In accordance with M.O.A. latest standards
m. Pea Graves: 100% passing 3/8" sieve, less than 20% passing the 1/4" sieve, and less
than 1% passing the #8 sieve.
We are proposing to excavate down to a depth of 1 feet (maximum - remove all organics), place
a minimum of 18 inches of sand, install the air supply line, and cover it with 18 inches of sand.
On top of the sand, we will place 6 inches of 3/8 inch pea gravel, with the pressure laterals
midway in the layer. We will use a conventional lift station (Anchorage Tank), equipped with a
programmable timer so that flow can be intermittently dosed to the ISF.
4. SURFACE WATERS: On 5/17/00, a small stream of water was noted in a swale that
parallels the north lot line. Per the property owner, it is seasonal runoff that will dissipate
shortly. This will be confirmed prior to installation. In short, there does not appear to be any
surface waters within 100 feet of the proposed septic upgrade.
5. TOPOGRAPHY: As can be seen on the attached topography site plan, we are proposing to
install the bottomless ISF on a bench that is generally flat. In short, there are no slope concerns.
6. MATERIALS AND CONSTRUCTION PRACTICES: The materials used, and the
construction practices will comply with DHHS' "Intermittent Sand Filter Design, Installation &
Maintenance Manual". The contractor should read this document prior to construction. Copies
are available at the Municipal Onsite Services office (5th floor, 9th & L St.)
7. CLOSING: I am open to any suggestions from your department, which would be an
improvement to the proposed design. I am unaware of any adverse impacts this installation
would have on ad acent wells or septic systems. If you have any questions, please contact us at

The length dimension is the length(in feet) of the trench or drainfield. The
depth of a trench or pit is the distance between the surface of the ground and
the bottom of the excavation(in feet). There is no set width for trenches.
The gravel depth is the minimum depth of gravel between the outfall pipe and
the bottom of the excavation(in feet).

Permit applicant has the responsibility to inform this department during the
installation inspections of any wells adjacent to this property and the number
of residences that the well will serve.

Backfilling of any system without final inspection and approval by this department
will be subject to prosecution.
Minimum distance between a well and any on-site sewage disposal system is 100 feel
for a private well or 150 to 200 feet from a public well depending upon the type

Dealt Mr. Clabo:
We are submitting herewith the test boring results and our comments
regarding soil conditions encountered at the subject site. This
investigation was performed in accordance with your request of
June 3, 19~5, and those procedures outlined in a letter dated
December 19, 1974, by Mr. Rolf Strickland of the Greater Anchorage
Borough Department of Environmental Quality.
A single test hole was put down within the Lot 5 area for the purpose
of defining general subsurface soil conditions for the proposed
sanitary system. Excavation was accomplished with a tractor-
mounted backhoe and the test hole was extended to a total depth of
14.0 feet below ground surface. One sample was recovered from the
test hole and retained for grain size analysis. The results of
this sample are enclosed. The final log prepared for the test
hole has been included in Drawing A-01.
Ground water was not encountered in the test hole.

Anchorage, herein the "MUNICIPALITY", in accordance with Anchorage Municipal Code
(AMC) 15.65.365. In consideration of the mutual covenants contained herein, the parties to this
Agreement agree as follows:
1. Advanced Wastewater Treatment Systems. The Municipality grants permission to the
Owner to utilize and operate an Advanced Wastewater Treatment System (AWWTS),

2. Maintenance, Repairs and Alterations.

with an AWWTS service and maintenance provider approved by the Municipality or the
manufacturer's representative. The AWWTS shall be maintained in a satisfactory
condition capable of performing as designed and producing treated septic effluent in

accordance with the equipment's approval for operation in the Municipality.
44k It shall be the responsibility of the Owner during the term of this Agreement to pay for all
repair(s), maintenance, adjustment(s), replacement costs, and inspection costs. This
includes an annual maintenance fee (typically $400 to $600).
Owner agrees that only maintenance and repair personnel approved by the Municipality
or the manufacturer's representative will inspect and make any necessary maintenance,
repairs or permitted alterations to the system.
13 Owner acknowledges that regular maintenance of an AWWTS reduces the potential
failure of the system, which could include sewage backup and costly repairs or drainfield
replacement.

0 Owner acknowledges that the Municipality may request records of maintenance and
repairs from the manufacturer's representative or maintenance provider.
Owner acknowledges that the fine for failing to maintain and repair an AWWTS may be
assessed in accordance with AMC 14.60.030.
ik Owner agrees to grant the Municipality reasonable access to test and inspect the
AWWTS. The Municipality will give at least 24-hour notice.
y Owner agrees that any sale or transfer of title of the property will not occur without a new
Certificate of On -Site Systems Approval.
4kOwner agrees that the AWWTS installation and maintenance requirements as provided
by the AWWTS vendor/installer and approved by the Municipality are the governing
guidelines for the construction, maintenance and repair of the Owner's AWWTS.
Owner agrees to maintain remote monitoring of the AWWTS as required by the
AWWTS approval.
3. Term. The term of this Agreement shall begin on the date of approval by the
Municipality to operate the installed system, or upon transfer of title, and shall continue
while the AWWTS is operational or until title is transferred.
4. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this
Agreement shall in no way constitute a waiver of the provisions, nor in any way affect
the validity of the Agreement or any part hereof, or the right of the Municipality
thereafter to enforce every provision hereof.
5. Amendment. This Agreement shall only be amended by authorized representatives of
the Owner and Municipality. Any attempt to amend this agreement by either an
unauthorized representative or unauthorized means shall be void.
6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be
brought in the Superior Court for the Third Judicial District of the State of Alaska at
Anchorage. The laws of the State of Alaska shall govern the rights and obligations of the
parties under this Agreement.
7. Severability. Any provisions of this Agreement decreed invalid by a court of competent
jurisdiction shall not invalidate the remaining provisions of the Agreement.

Dear N~. Robinson:
On May 31, 1983, an 'adequacy test vas performed on the
system, it had a surge capacity of 147 gallons; 'however, it
&id not have an observed absorption rate. The system
~pPeared saturated, vith fluid in standpipes and septic tank.
.Nr. Neimer indicated that the septic tank had recently been
pumped, ~ud he had heard water flowing into the tank
aiFt er wards.
Since the residence .would be vacated, it was decided to
repeat the adequacy test later; without usage prior to the
repeat test. Ou June 8, 1983, the system accepted 47 gallons
~urge, again with us disposal observed.
Test holes were drilled above ~nd below the system (see
at~ached reports) to ascertain the situation, lis water was
observed during monitocin$. Pert tests were performed in
the two strata observ~ed (at 2 1/2'-3' and 6-6 lJl'L It was
~ound that the lower Glq layer (5'+) was )60 rain/inch and
therefore unacceptable for onsi~e septic system. The
shallower Gll layer (1' to 5') was found to be 27 rain/inch or
230 it /bedroom.
According to'the August 27, 1975 inspection report, the
system was installed with 8~ of ~ock under the l~ach pipe
.-nd 3' of hackf-ill (~o surface grade). This would indicate
·hat the bottom 6* of ~rench vas placed in the impermeable
layer; and ~hus, the system would be u~ing only the top
2~ of the ~reuch.
In order to have an adequate system, it wouM be necessary
to upgrade the system by placing a shallow system in the
· op OK ~rat~' (1'-5'). Also the system should be installed
uphill from '~he :existing system and would require a lift
~atiou.
Suggested System designs:
(230 ft2/Bedroom, adjusted to 254 ft2/Bedroom).

Either design would require additional insulation over the
system, backfill over the insulation, and as previously
mentioned a lift station.
The system was observed again on June 29, 1983, and found
to have dissipated some of the liquid; however, it was
functioning at a very slow rate (21 days between
observations).
This office feels that the shallow strata should be utilized
'to provide the necessary absorption ares for the residence.
