The drainfield is in a state of failure and must be upgraded. We are proposing to utilize the existing Advantex system, with a new pump vault and a new bed type drainfield. Two testhole were excavated on the lot and the drainfield is designed around GEG T.H42. Comments regarding the design are summarized as follows: 1. SOILS: See the attached 2022 testholes by Garness Engineering Group, Ltd. which show soil classifications, percolation tests, and groundwater monitoring. As can be seen on the attached drawing, the proposed drainfield is largely outside of the 30' radius of GEG T.H42. It should be noted that only a 10'x10' section of drainfield is required and we are oversizing the drainfield. The extra drainfield does not pose a health or safety risk and should be allowed to be installed outside of the 30 -foot radius. Attached is the soil log for the lot to the north (Bruin Park; Block 2, Lot 8). Per the soil log, groundwater was at 11' below grade in June (seasonal high of 10') and the percolation rate was 1.2 min/inch. In short, the soils appear to be even "better" to the north. Additionally, Testhole #4 by Cindy Ellis, PE shows the SM layer from 2 to 4 feet (5-16 feet in GEG T.H.#2). It appears that that SM layer increases in depth further to the north and east (based upon GEG testholes, Cindy Ellis, PE testholes, and the testhole for Lot 8). The intent is to move the drainfield as far north and east as possible, to increasing the likelihood that the proposed drainfield will be installed in the better SM material. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: There are surface waters to the northwest. The proposed drainfield will be 50'+ from surface waters. 4. TOPOGRAPHY: There are no topography concerns. 5. WATER/SEWER LINE: The existing shop is served by water and sewer. The water service line for the shop runs from the house to the shop (see 40 scale drawing). The water line was professionally located during the last drainfield upgrade. At that time, it was determined that the water and sewer service lines for the shop cross. The location of the proposed bed will require that the pressure line from the pump vault to the bed cross the water line serving the shop. We are proposing the new sewer pressure line be installed a minimum of 12 inches below the existing water service line. Per 2009 Uniform Plumbing Code paragraph 720.0, a private water service line is to be a minimum of 1 vertical feet above sewer service lines. In short, we are proposing to meet vertical separation distance requirements set forth by the UPC for water and sewer service lines. 6. DRAINFIELD TO LOT LINE: The proposed drainfield is 1' from the north lot line. This will allow the cleanouts on the proposed drainfield to be outside of the driveway. The proposed drainfield will not encroach upon the neighbor's septic and/or encroach on the adjacent 50' well radius. There is minimal risk in granting this waiver. 7. DRAINFIELD UNDER DRIVEWAY: The proposed drainfield is under a parking/driveway area. Attached is the "Technical Bulletin — Depth of Burial for PVC pipe" from JM Eagle which shows the maximum deflection for schedule 40 pressure pipe and D3034 gravity sewer pipe. As can be seen on the literature (with GEG notes and highlights), the gravity sewer line and pressure line meet the specifications for its intended use. Additionally, the drainfield will be insulated 4" thick over the entire field and have a minimum soil cover of three feet to provide a total equivalent soil cover of seven (7) feet. 8. BED WIDTH: The proposed bed width is 20 feet, which exceed, the maximum bed width per MOA onsite code. We request that your department allow for the proposed bed to be constructed at a width of 20 feet. Extra care will be taken to prevent the equipment from "walking" on the bottom of the bed during construction. The sewer line from the shop to the tank was professionally located by One Stop Services and the water line was professionally located by Wilco Excavation (both contractors were hired by the property owner). As can be seen on the attached email from Wilco Excavation, the existing water service line is approximately 30" below grade at the intersection and is insulated and heat traced. Garness Engineering employee Erik Widger was onsite on 7/16/2018 and shot elevations relative to the existing manhole. It was noted that the shop sewer line invert elevation was approximately 36" below grade (relative elevation of 93.18). Grade was shot at the intersection of the water/sewer service line was found to be 97.34. As noted by Wilco Excavation, the water line was 30" below grade, which equates to a relative elevation of 94.84. It should also be noted that the sewer line is assumed to have fall from the shop to the tank. In short, the water line appears to be 1 vertical foot above the sewer service line. In addition, the water line is insulated (per Wilco Excavation and the property owner). Per 2009 UPC Paragraph 720.0 (attached), a private water service line is to be a minimum of 1 vertical foot above sewer service lines. We feel as though there is minimal risk in granting this waiver and the water service line should be allowed to remain in place. If you have any -stions, please contact us at 337-6179. The drainfield is in a state of failure and needs to be upgraded. We are proposing to utilize the existing Orenco Advantex System and rebuild the new drainfield to an elevation of 0.1' or higher than the bottom of the existing drainfield with MOA approved sand. In addition, we are also proposing to move the trench approximately 3 feet southwest of the existing drainfield (to maintain 10 foot separation to shop foundation — see attached 40 scale). Comments regarding the design are summarized as follows: 1. SOILS: See attached 2002 testhole in MOA records performed by Cindy Ellis, PE which shows, soil classification, percolation test and groundwater monitoring. 2. DRAINFIELD DESIGN: See attached design drawing for drainfield specifications. 3. SURFACE WATERS: As stated on the initial design, there are surface waters approximately 80 feet from the proposed drainfield. Given that the new code has been implemented, a waiver is no longer necessary for surface waters greater than 50 feet from the proposed drainfield. 4. TOPOGRAPHY: There is a cutbank approximately 4-6' in height (see attached pictures) adjacent to the existing/proposed drainfield. However, it is believed to be fill material over the drainfield from the shop excavation. In short, the proposed drainfield invert will be approximately 1-2 feet above the bottom of the cutbank and approximately 5-6 from the toe of the cutbank. In short, we do not feel as though a waiver application is necessary. We are unaware of any adverse impacts this installation would have on adjacent wells or septic systems. The existing septic system consists of a 1000 gallon septic tank, a documented log crib type system, and a undocumented seepage pit which consists of a inverted perforated septic tank (per the homeowner. The homemvner would like to upgrade his septic tank with a new 1250 gallon septic tank. The undocumented seepage pit is to be abandoned in place and just the existing documented log crib will be connected. The homeowner is aware that the system will only be rated for a 3 bedroom system even though a larger septic tank than is necessary will be installed. Nonwaiver. The failure of the Municipality at any time to enforce a provision of this Agreement shall in no way constitute a waiver of the provisions, nor in any way affect the validity of the Agreement or any part hereof, or the right of the Municipality thereafter to enforce every provision hereof. 5. Amendment. This Agreement shall only be amended by authorized representatives of the Owner and Municipality. Any attempt to amend this agreement by either an unauthorized representative or unauthorized means shall be void. 6. Jurisdiction: Choice of Law. Any civil action arising from this Agreement shall be brought in the Superior Court for the Third Judicial District of the State of Alaska at Anchorage.
